Tamil Nadu Tenders 40 MW Rooftop Solar Projects on Government Buildings

The Tamil Nadu Green Energy Corporation (TNGECL) has invited bids to set up 40 MW grid-connected rooftop solar power projects on government buildings in Tamil Nadu under the renewable service company (RESCO) model.

The last date to submit bids is October 27, 2025. Bids will be opened on October 28.

Bidders must submit an earnest money deposit of ₹5 million (~$56,342.5) and a performance bank guarantee of ₹1 million (~$11,268.5)/MW.

The projects will be located in the districts of Chennai, Chengalpattu, Kanchipuram, and Tiruvallur.

In July 2024, the Ministry of New and Renewable Energy announced plans to install rooftop solar systems on all central and state government buildings by December 2025 under the PM Surya Ghar: Muft Bijli Yojana.

The scope of work covers site survey, design, supply, erection, testing, and commissioning of the rooftop solar projects.

It also includes a security warranty and operation and maintenance (O&M) of the rooftop solar projects for 25 years.

The project entails conducting surveys of rooftops, site visits, solar potential assessments, and finalizing feasibility reports for identified locations.

The rooftop projects will operate under a net feed-in mechanism.

The buildings selected for the development of rooftop projects are grouped in three clusters under the tender.

The projects must be completed within six months. They can be partially commissioned by installing 60% of the awarded capacity.

The RESCO developer, buying entity, TNGECL, and Tamil Nadu Power Distribution Corporation Limited (TNPDCL) will sign an agreement for the projects.

The buying entity will be the respective government building on whose rooftop the RESCO developer will set up the rooftop solar project. The buying entity will also procure 100% of the energy generated from the projects.

TNPDCL, on behalf of the buying entities, will pay 100% of the cost to the RESCO developer.

The RESCO developer will obtain comprehensive insurance coverage for the rooftop solar projects and associated machinery during both the installation phase and the operation and maintenance period, safeguarding against theft, pilferage, and damage.

Successful bidders will be allocated a rooftop area ranging from 2,000 sq ft to 10,000 sq ft for the installation of rooftop solar projects.

The successful bidder will maintain an average capacity utilization factor of 17% for every operational year.

Successful bidders must have designed, supplied, installed, and commissioned grid-connected rooftop solar power projects with a cumulative capacity of at least 20 MW in the last five financial years.

They must have a minimum annual turnover of ₹10 million (~$112,685)/MW in the last three financial years or at least seven days before the bid submission deadline.

Successful bidders must have a positive net worth in the previous financial year or, at the latest, within seven days before the bid submission deadline.
