Tamil Nadu Invites Bids for 20 MW Rooftop Solar Projects on Government Buildings

The Tamil Nadu Green Energy Corporation (TNGECL) has invited bids to set up 20 MW of grid-connected rooftop solar projects on government buildings under the renewable energy service company (RESCO) model.

The projects will be installed across four districts: Chennai, Chengalpattu, Kanchipuram, and Tiruvallur.

The scope of work includes site survey, design, supply, erection, testing, and commissioning, as well as operation and maintenance of the rooftop solar projects for 25 years to be implemented on a net feed-in basis.

The last date to submit bids is April 7, 2026. Bids will be opened the following day.

Bidders must submit ₹125,000 (~$1,371.7)/MW of the quoted capacity as an earnest money deposit. Successful bidders must furnish a performance bank guarantee of ₹1 million (~$10,973)/MW for the quoted capacity.

The projects must be commissioned within 180 days of the agreement’s effective date.

The developer should maintain an average capacity utilization factor (CUF) of 17% in each operational year.

The power purchase agreement (PPA) must be signed between TNGECL and the successful bidder within 35 days of the issuance of the letter of award.

The bidders’ net worth for the last financial year should be positive. They should have an average annual turnover of at least ₹10 million (~$109,736)/MW of quoted capacity over the last three years.

The modules to be used for the projects must be from the Approved List of Models and Manufacturers (ALMM) List I, and the cells must be from the ALMM List II.

In November last year, TNGECL invited bids to select developers to set up a 15 MW solar project, along with a 15 MW/45 MWh battery energy storage system, in Thiruvarur, Tamil Nadu.
