					</table><p><a href="https://ujvnl.uk.gov.in/" target="_blank" rel="noopener">UJVN</a> has invited bids to develop a 90 MW/225 MWh battery energy storage system (BESS) in Uttarakhand.</p>
<p>The BESS will be located near the 132 kV Chilla hydropower substation in Pauri Garhwal.</p>
<p>The estimated project cost is ₹3.52 billion (~$36.99 million).</p>
<p>Only 60 MWh of the project&#8217;s storage capacity will be eligible for viability gap funding (VGF). The VGF support will be capped at ₹1.8 million (~$18,902)/MWh, translating to a maximum grant of ₹108 million (~$1.13 million). The remaining 165 MWh must be developed without grant support.</p>
<p>The last day to submit the bids is August 25, 2026. Bids will be opened on August 28.</p>
<p>Bidders must furnish an earnest money deposit of ₹45 million (~$472,540).</p>
<p>The selected bidder must submit a performance bank guarantee of ₹112.5 million (~$1.18 million) before signing the battery energy storage purchase agreement.</p>
<p>Before the project is declared commissioned, the developer must also furnish a payment security deposit of ₹112.5 million (~$1.18 million), calculated at ₹500,000 (~$5,250)/MWh for the contracted 225 MWh capacity.</p>
<p>The tender requires a minimum local content of 20% of the total project cost, including indigenously developed energy management system application software. Both Class-I and Class-II local suppliers are eligible to participate, subject to the government&#8217;s public procurement preference rules.</p>
<p>Bidders must quote a single monthly capacity charge in ₹/MW for the entire 12-year contract period.</p>
<p>The ceiling tariff has been fixed at ₹318,401 (~$3,343)/MW/month, inclusive of applicable goods and services tax.</p>
<p>The project will be developed under the build-own-operate-and-transfer model. The battery energy storage purchase agreement will remain in force for 12 years from the commercial operation date.</p>
<p>The project must be commissioned within 18 months of the signing of the agreement or the notified start date, whichever is earlier.</p>
<p>The selected bidder will be responsible for the design, engineering, financing, procurement, construction, commissioning, operation, maintenance, and eventual transfer of the project.</p>
<p>The BESS will have a maximum charging and discharging capacity of 90 MW and an initial dispatchable energy capacity of 225 MWh at the delivery point.</p>
<p>UJVNL will provide approximately 12,174 square meters of land near the Chilla substation on a right-to-use basis. The land area is tentative and will be finalized following a joint inspection with the developer.</p>
<p>The developer must construct the BESS and all associated evacuation infrastructure up to the delivery point at its own cost. This includes the dedicated 132 kV transmission line, transformers, switchgear, protection systems, metering and communication equipment, terminal equipment, and the project bay at the Chilla substation. It must also obtain the necessary statutory approvals and grid connectivity.</p>
<p>Grid electricity will be supplied to charge the BESS, accounting for expected conversion losses. The stored power will be discharged during peak periods or as per instructions issued by the State Load Dispatch Center, in consultation with UJVNL and Uttarakhand Power Corporation.</p>
<p>The BESS must remain available for up to two complete charge-discharge cycles per day. The maximum permitted transition or cooling time between charging and discharging, or vice versa, is 1 hour, while the recovery time for a complete cycle cannot exceed 2 hours.</p>
<p>The developer must guarantee a minimum monthly AC-to-AC round-trip efficiency of 85%. If efficiency falls below 70%, the developer will be liable to pay liquidated damages for excess conversion losses based on the distribution companies&#8217; average power purchase cost for the previous financial year, and the corresponding monthly tariff payment will not be made.</p>
<p>The project must maintain annual system availability of at least 95%. A shortfall will attract liquidated damages calculated at twice the capacity charges attributable to the unavailable capacity, in accordance with the formula prescribed in the tender.</p>
<p>The minimum dispatchable capacity must remain at 97.5% of the initial capacity at the end of the first year, 95% at the end of the second year, and 92.5% at the end of the third year. It will gradually decline to 70% by the end of the twelfth year. The developer must submit an annual available-energy test report in accordance with IEC 62933-2-1.</p>
<p>Bidders must demonstrate a firm technology tie-up, collaboration, or supply agreement with a battery storage technology or equipment supplier. The proposed technology must be commercially established and operational.</p>
<p>To qualify technically, a bidder must meet at least one of the prescribed experience criteria. It may be an original equipment manufacturer of containerized battery energy storage systems, or an entity holding an Indian manufacturing license from a BESS manufacturer, with cumulative supplies of at least 100 MWh and at least one successfully commissioned project of 45 MWh or more.</p>
<p>Alternatively, the bidder may have commissioned a standalone or co-located BESS project of at least 45 MWh as an engineering, procurement, and construction contractor or developer.</p>
<p>Renewable energy developers and EPC contractors may also qualify if they have commissioned cumulative solar, small hydropower, or wind projects totaling at least 45 MW that have operated satisfactorily for at least six months and are connected to the grid at 33 kV or above. Alternatively, they may demonstrate one project of at least 25 MW meeting the same operating and grid-connectivity requirements.</p>
<p>The tender also permits qualification based on experience in designing, engineering, and constructing substations ranging from 33 kV to  400 kV. Such bidders must have completed projects with a cumulative value of at least ₹400 million (~$4.20 million) during the previous seven years, with the facilities operating satisfactorily for at least two years. Experience gained solely as a subcontractor to the principal EPC contractor will not be considered.</p>
<p>Bidders must have a minimum net worth of ₹7.4 million (~$77,707)/MW of quoted capacity. For the full 90 MW project, this translates to a minimum net worth requirement of ₹666 million (~$6.99 million). They must also have reported a profit in at least one of the three preceding financial years.</p>
<p>In February, Uttarakhand Power Corporation <a href="https://www.mercomindia.com/uttarakhand-invites-bids-for-250-mwh-standalone-bess-projects/" target="_blank" rel="noopener">floated</a> tenders to set up standalone BESS with a cumulative capacity of 100 MW/250 MWh.</p>
<p>In the same month, UJVNL also <a href="https://www.mercomindia.com/uttarakhand-invites-bids-to-set-up-16-mw-40-mwh-bess-in-haridwar" target="_blank" rel="noopener">floated</a> a tender to set up a 16 MW/40 MWh BESS at the Pathri substation and hydroelectric project in Uttarakhand&#8217;s Haridwar district.</p>

					</table><p><a href="https://ujvnl.uk.gov.in/" target="_blank" rel="noopener">UJVNL</a>, a Government of Uttarakhand undertaking, has floated a tender to set up a 16 MW/40 MWh battery energy storage system (BESS) at the Pathri substation and hydroelectric project in Uttarakhand’s Haridwar district.</p>
<p>The projects will receive viability gap funding support.</p>
<p>Bids must be submitted by March 5, 2026. Bids will be opened on March 7.</p>
<p>The project’s estimated cost is ₹882.4 million (~$9.74 million).</p>
<p>Bidders must furnish an earnest money deposit of ₹8 million (~$88,352.16), a document fee of ₹5,000 (~$55.22) plus 18% GST, and a processing fee of ₹400,000 (~$4,417.61) plus 18% GST.</p>
<p>Selected bidders must submit bank guarantees of ₹20 million (~$220,880) at the rate of ₹1.25 million (~$13,805.02)/MW. They must submit a payment security deposit of ₹500,000 (~$5,522.01)/MWh before the project is commissioned.</p>
<p>Successful bidders must sign a 12-year battery energy storage purchase agreement with UJVN.</p>
<p>Apart from setting up the BESS, the scope of work entails the procurement, installation, testing, maintenance, and operation of the electrical system installed in the project premises. It also involves providing the dedicated transmission network up to the interconnection/delivery point.</p>
<p>Selected bidders must obtain the no-objection certificate/environmental clearance, water usage approval, approval from the Chief Electrical Inspector, and other approvals for the BESS project and its transmission network.</p>
<p>They must ensure a monthly AC-to-AC round-trip efficiency (RtE) of 85%.</p>
<p>Only commercially established and operational technology must be used in the BESS project.</p>
<p>The project must incorporate electrochemical batteries, including lead acid, lithium-ion, solid-state, or flow technologies.</p>
<p>The project must be commissioned within 18 months.</p>
<p>Delays in commissioning the project and failure to meet the RtE and other performance standards will result in liquidated damages.</p>
<p>Bidders must meet any of the following requirements:</p>
<ul>
<li>They must be an original equipment manufacturer of containerized BESS, or they must have an Indian manufacturing license agreement with manufacturers who have supplied a cumulative BESS capacity of at least 100 MWh. At least one BESS project must have had a capacity of at least 15 MWh.</li>
<li>They must have set up a standalone or co-located BESS with at least 20 MWh capacity as an engineering, procurement, and construction (EPC) contractor or a developer</li>
<li>They must have commissioned renewable energy projects, including solar, wind, and small hydro, with a minimum cumulative capacity of 45 MW as an EPC contractor or developer. These projects must have been operational for at least six months while connected to a minimum 33 kV grid.</li>
<li>They must have commissioned renewable energy projects, including solar, wind, and small hydro, with a minimum capacity of 15 MW at a single location. These projects must have been operational for at least six months while connected to a minimum 33 kV grid.</li>
<li>They must have designed, engineered, and constructed a substation from 400 kV to 33 kV voltage level, costing a total of at least ₹250 million (~$2.76 million) in the last seven years. These substations must have been operational for the previous two years.</li>
</ul>
<p>Bidders must have a minimum net worth of ₹7.4 million (~$81,725.75)/MW of the quoted capacity at the end of the previous financial year or at least seven days before the bid submission deadline.</p>
<p>Bidders must have been profitable in at least one of the preceding three years.</p>

<p>The project will be located near the existing 132/33 kV Dhakrani substation and will be connected at the 33 kV level. The BESS will be developed under a build-own-operate-and-transfer model.</p>
<p>The project is part of a larger three-package program aggregating 60 MW/150 MWh of battery storage capacity and is supported by viability gap funding of ₹1.8 million (~$19,700)/MWh through the Power System Development Fund.</p>
<p>Bidders must furnish an earnest money deposit of ₹15 million (~$164,400), a tender document of ₹5,000 (~$55) plus 18% GST, and a security deposit of ₹500,000 (~$5,480)/MWh, totaling ₹37.5 million (~$411,000) for 75 MWh.</p>
<p>Successful bidders must submit a performance bank guarantee (PBG) of ₹1.25 million (~$13,700)/MW, amounting to ₹37.5 million (~$411,000).</p>
<p>The estimated project cost is ₹1.71 billion (~$18.7 million). The ceiling tariff has been specified at ₹396,747 (~$4,350)/MW per month.</p>
<p>The scope of work includes the design, engineering, supply, installation, testing, commissioning, operation, and maintenance of the 30 MW/75 MWh BESS, including the dedicated transmission system up to the interconnection point at the state transmission utility substation.</p>
<p>The project must be completed within 18 months from the signing of the battery energy storage purchase agreement. Operation and maintenance must be carried out for the full contract period.</p>
<p>Bidders must be original equipment manufacturers of containerized BESS, having supplied a cumulative minimum of 100 MWh of BESS, including at least one successfully commissioned project of 15 MWh or higher.</p>
<p>Alternatively, they should have experience as engineering, procurement, and construction (EPC) contractors of BESS projects with a minimum of 20 MWh commissioned capacity.</p>
<p>EPC contractors/developers for renewable energy projects (solar, wind, or small hydro) with either a cumulative commissioned capacity of 45 MW or a single commissioned project of at least 15 MW, connected at 33 kV or above, and operating satisfactorily for at least six months can also submit bids.</p>
<p>Bidders who have executed EPC works for substations ranging from 33 kV to 400 kV, with a cumulative project value of at least ₹250 million (~$2.74 million) over the past seven years, and operating for a minimum of two years, are also eligible to bid.</p>
<p>Bidders must have a minimum net worth or assets under management of ₹7.4 million (~$81,100)/MW of quoted capacity, along with profitability in at least one of the last three financial years.</p>
<p>Any delays beyond the scheduled commissioning date until actual commissioning will attract liquidated damages. The damages will be calculated based on the delayed capacity and duration of delay.</p>
<p>Selected bidders must maintain a minimum annual availability of 95%. Failing to do so will result in liquidated damages,</p>
