					</table><p><a href="https://prostarm.com/" target="_blank" rel="noopener">Prostarm Info Systems</a> has won <a href="https://ser.indianrailways.gov.in/" target="_blank" rel="noopener">South Eastern Railway</a>’s auction to set up 2.059 MW rooftop solar systems under the Santragachi division in Howrah, West Bengal.</p>
<p>Prostarm won the project at a contract value of ₹134.3 million (~$1.48 million).</p>
<p>The tender was <a href="https://www.mercomindia.com/south-eastern-railways-floats-tender-for-1-37-mw-rooftop-solar-projects" target="_blank" rel="noopener">floated</a> in November 2025.</p>
<p>The scope of work includes the design, supply, erection, testing, and commissioning of rooftop on-grid solar systems with capacities ranging from 1 kW to 50 kW across multiple sites.</p>
<p>Each system will include solar modules, inverters, balance-of-system components, and mounting structures.</p>
<p>It also covers a five-year comprehensive maintenance contract.</p>
<p>Prostarm must complete the project within 12 months from the date of the letter of award.</p>
<p>The company has executed and commissioned rooftop solar projects totalling 7.35 MW across over 100 sites in the last three financial years.</p>
<p>In 2018, the company expanded its operations into the engineering, procurement, and construction segment, specifically focusing on installing rooftop solar systems..</p>
<p>Last year, Prostarm <a href="https://mercomindia.com/prostarm-to-set-up-1-2-gwh-bess-manufacturing-plant-in-haryana" target="_blank" rel="noopener">announced</a> it was establishing a 1.2 GWh battery energy storage system manufacturing plant at the Reliance Model Economic Township in Jhajjar, Haryana, at a cost of ₹250 million (~$2.9 million).</p>
<p>According to Mercom India’s Q3 2025 India Rooftop Solar Market Report, India <a href="https://mercomindia.com/india-added-4-9-gw-rooftop-solar-capacity-in-9m-2025" target="_blank" rel="noopener">added</a> 4.9 GW of rooftop solar capacity in the first nine months (9M) of the calendar year 2025, compared to 1.9 GW in the previous year, a 161% year-over-year increase.</p>
<p>In 2024, South Eastern Railway <a href="https://www.mercomindia.com/railway-rooftop-solar-three-states" target="_blank" rel="noopener">invited</a> bids to empanel agencies to set up 8.38 MW of grid-connected rooftop solar projects in Odisha, Jharkhand, and West Bengal through public-private partnerships on a design, build, finance, operate, and transfer basis.</p>
<p>In the same year, the Asansol Division of Eastern Railway in West Bengal <a href="https://mercomindia.com/eastern-railway-1-mw-rooftop-solar-asansol" target="_blank" rel="noopener">invited</a> bids from solar developers to install 1 MW grid-connected rooftop solar projects on a design, build, finance, operate, and transfer basis.</p>

					</table><p><a href="https://ser.indianrailways.gov.in/" target="_blank" rel="noopener">South Eastern Railway</a> has invited bids for state-wise empanelment of agencies for the implementation of rooftop solar projects of 2.3447 MW in Odisha and 1.4738 MW in Jharkhand.</p>
<p>The project must be commissioned within 240 days of receiving the work order. The developers must also provide comprehensive operation and maintenance services for 25 years.</p>
<p>The last day to submit the bids is May 10, 2023. The bids will be opened on the same day.</p>
<p>The bidders must furnish an earnest money deposit of ₹1.07 million (~$13,016)/ MW. The selected bidders must submit a performance security of ₹1.6 million (~$19,464)/ MW to zonal railways within 30 days of signing the power purchase agreement (PPA).</p>
<p>The successful bidders must provide a bid process management fee of ₹75,000 (~$912)/ MW of the awarded capacity within 30 days of signing the PPA.</p>
<p>The projects would be developed in two capacity ranges: i) more than 10 kW and up to 100 kW, and ii) more than 100 kW and up to 500 kW.</p>
<p>The empanelment duration will be one year from the work order issue date. Upon completion, the empanelment may be extended for another year based on agency performance and requests from Zonal Railways.</p>
<p>The generated solar power will be utilized solely by zonal railways through the net metering system for their respective locations under zones.</p>
<p>Evaluation of successful bidder for each capacity and range for each state will be done independently.</p>
<p>Bidders must have experience in the successful installation of a minimum aggregate 200 kW capacity of grid-connected solar rooftop systems in Developer or EPC mode before the scheduled bid submission deadline.</p>
<p>Bidders with experience in successfully installing and commissioning minimum aggregate 1 MW capacity of any grid-connected systems in Developer or EPC mode in any sector such as residential, social, industrial, commercial, government, or any other client can also submit bids.</p>
<p>They must have had an average turnover of ₹15 million (~$182,493) per year during the last three years. They should also have had a positive net worth in all the last three financial years.</p>
<p>The successful bidder must sign PPA for 25 years with the railway for which it is issued the letter of award. The bidder may also be required to sign the PPA at the divisional level if required by zonal railways.</p>
<p>Earlier, the Danapur railway division of the East Central Railway <a href="https://mercomindia.com/railways-empanel-3-mw-rooftop-solar-systems/" target="_blank" rel="noopener">invited</a> bids for state-wise empanelment of agencies to implement 3.252 MW of grid-connected rooftop solar projects in Bihar and Uttar Pradesh.</p>

<p>The projects are to be developed in two capacity ranges: i) more than 10 kW and up to 100 kW, and ii) more than 100 kW and up to 500 kW.</p>
<p>The scope of work includes the engineering, design, procurement, erection, installation, testing, and commissioning of rooftop solar systems. The selected project developer will also operate and maintain the systems for 25 years after commissioning.</p>
<p>The last date to submit the bids is March 20, 2023. Bids will be opened on the same day.</p>
<p>The projects will be developed on a design-build-finance-operate and transfer basis. The South Eastern Railways will sign a 25-year power purchase agreement with the selected project developer.</p>
<p>Bidders must submit a bid document fee of ₹34,810 (~$421.07) and an earnest money deposit of ₹1.07 million (~$12,943)/MW.</p>
<p>The successful bidders must submit a performance bank guarantee of ₹1.60 million (~$19,354)/MW within 30 days of signing the power purchase agreement.</p>
<p>Bidders must have installed a minimum of 200 kW aggregate capacity of grid-connected rooftop solar systems as a developer or an engineering, procurement, and construction (EPC) contractor.</p>
<p>Alternatively, bidders must have experience installing and commissioning a minimum aggregate 1 MW capacity of any grid-connected systems as a developer or EPC contractor in any sector – residential, social, industrial, commercial, and government &#8212; before the bid submission deadline.</p>
<p>Bidders must have an average annual turnover of ₹15 million (~$181,451) and a positive net worth during the last three financial years.</p>
<p>The empanelment duration will be one year from the issue of the letter of award, which could be extended for another year based on performance.</p>
<p>The developers are required to install the projects within 240 days of signing the PPA.</p>
<p>The Railways will use the generated solar power through the net metering system.</p>
<p>The modules to be used in this project must be listed in the Approved List of Models &amp; Manufacturers published by the Ministry of New and Renewable Energy.</p>
<p>Solar adoption by the Indian Railways has been on the rise in the last couple of years.</p>
<p>In November last year, the Western Railways of India <a href="https://mercomindia.com/daily-news-wrap-up-western-railways-saves-going-solar/" target="_blank" rel="noopener">announced</a> it had saved ₹30 million (~$362,902) on energy bills during the financial year 2021-22 by installing 6.6 MW of solar power projects across 97 railway stations and 3.92 MW of solar power projects at 46 railway office buildings.</p>
