					</table><p>South Eastern Coalfields (<a href="http://www.secl-cil.in/index.php" target="_blank" rel="noopener">SECL</a>), the largest coal-producing subsidiary of Coal India, has invited bids for installing and commissioning 4 MW of grid-connected rooftop solar systems at 14 different locations under its jurisdiction in Chhattisgarh and Madhya Pradesh.</p>
<p>The successful bidder must undertake the project&#8217;s operation and maintenance for five years.</p>
<p>The estimated cost of the project is ₹195.57 million (~$2.41 million)</p>
<p>The last date to submit the bids is December 31, 2022. Bids will be opened on January 2, 2023.</p>
<p>Bidders will have to submit ₹2.445 million (~$30,021) as an earnest money deposit.</p>
<p>The project must be completed within 180 days from the date of issuance of the letter of award.</p>
<p>To participate in the process, bidders should possess experience in completing three similar works, each costing not less than 20% of the project&#8217;s estimated cost, or two similar works, each costing not less than 25% of the estimated cost of the project.</p>
<p>Alternatively, they should have executed one similar job, costing not less than 40% of the estimated cost put to tender during the last seven years.</p>
<p>Joint ventures would be allowed to participate only if they were to bid for a project with an estimated cost above ₹50 million.</p>
<p>The average annual financial turnover of bidders during the last three years should be at least 30% of the project&#8217;s estimated cost.</p>
<p>Bidders must submit the certificate of possessing adequate working capital of at least 20% of the annualized value or the estimated value of the work, whichever is less, including access to lines of credit and availability of other financial resources to meet the requirement.</p>
<p>According to the tender documents, only &#8216;Class-I local suppliers&#8217; and &#8216;Class-II local suppliers&#8217; are eligible to participate in the bidding process.</p>
<p>Purchase preference will be given to &#8216;Class-I local suppliers.&#8217; A &#8216;Class-I local supplier&#8217; means a supplier or service provider whose goods, services, or works offered for procurement, have local content equal to or more than 50%.</p>
<p>SECL has specified that 25% of the tendered quantity had been earmarked for micro and small enterprise (MSE) suppliers.</p>
<p>Of this quantity, 4% has been allocated for MSEs owned by Scheduled Caste and Scheduled Tribe entrepreneurs and 3% for MSEs owned by women entrepreneurs.</p>
<p>If the MSE vendor quotes within the price band of L1+15%, the vendor will be allowed to supply 25% of the requirement subject to acceptance of the L1 price.</p>
<p>In May this year, Coal India <a href="https://mercomindia.com/coal-india-tender-empanel-consultants/" target="_blank" rel="noopener">issued</a> a tender to empanel owner&#8217;s engineers-cum-project management consultants for solar projects by Coal India and its subsidiaries.</p>
<p>Earlier, CIL Navikarniya Urja, a wholly-owned subsidiary of Coal India, had <a href="https://mercomindia.com/coal-india-tender-15-mw-solar-project-madhya-pradesh/" target="_blank" rel="noopener">invited</a> bids for the design, engineering, procurement, construction (EPC), and commissioning of a 15 MW solar power project along with the associated transmission system in the Pench area of Western Coalfields in Madhya Pradesh.</p>

Coal India Invites Bids for 4 MW of Rooftop Solar Systems

<p>The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has invited bids to select land banks and parcels to set up a 100 MW solar project in Chhattisgarh.</p>
<p>The last date to submit the bids is May 31, 2021.</p>
<p>The nodal agency intends to develop a 100 MW solar project (with at least 50 MW at a single location) for South Eastern Coalfields Limited in Chhattisgarh.</p>
<p>For the project to take shape, SECI requires nearly 4,000 acres of land (a minimum of 200 acres plot at one location). To that end, SECI has invited bids from private landowners, farmers, cooperative societies, and land aggregators who are willing to sell their lands on an outright basis or a long-term lease (30 years) anywhere in Chhattisgarh.</p>
<p>The shortlisted land should meet the following criteria:</p>
<ul>
<li>The 400 acres of the continuous land parcel should be at a single location and preferably within 10 km from any existing 220 kV or 132 kV state transmission utility (STU) substation.</li>
<li>A minimum of 200 acres of continuous land parcel at two different locations (cumulatively 400 acres) should preferably be within 5 km from any existing 220 kV or 132 kV STU substation.</li>
</ul>
<p>The proposed solar project will be set up at locations that will be identified, acquired, and purchased by the contractor and transferred in the employer&#8217;s name as per the provisions of the land transfer details.</p>
<p>As per the bidding document, preference will be given to land banks, parcels based on the distance to the substation, availability of land bank as a single connected patch, water availability, topography, forest land, transmission lines within land bank, wildlife protected areas, and road connectivity, among others.</p>
<p>In January this year, SECI once again <a href="https://mercomindia.com/seci-extends-bid-submission-deadline-2/" target="_blank" rel="noopener">extended</a> the bid submission deadline for the 100 MW of solar projects along with a 40MW/120 MWh battery energy storage system. The project is to be developed in the Rajnandgaon district of Chhattisgarh.</p>
