The scope of work includes comprehensive operation and maintenance service for eight years. The last day to submit the bids is August 14, 2024. Bids will be opened on the same day. Bidders must furnish an earnest money deposit of ₹10 million (~$119,679). The bidders’ responsibilities under the contract encompass the entire process from inception to completion of the commissioned project for HPPCL.</p>
<p><a href="https://www.mercomindia.com/south-eastern-coalfields-invites-bids" target="_blank" rel="noopener">South Eastern Coalfields has issued a tender for a 1.5 MW grid-connected floating solar power project at the Sharda OC, Sohagpur, in Madhya Pradesh</a>. The scope of work covers the project’s design, engineering, construction, fabrication, erection, supply, installation, testing, and commissioning. It also includes civil, structural, and electrical works and evacuation arrangements. The successful bidder will also be responsible for the operation and maintenance of the project for ten years. The total cost of the work, including the GST, is ₹13.39 billion (~$160.25 million). The earnest money deposit (EMD) is ₹1.67 million (~$20,005). Bidders liable for EMD exemption must provide proof supporting the exemption. The total contract period is 11 years.</p>
<p><a href="https://www.mercomindia.com/adb-240-million-loan-rooftop-solar-india" target="_blank" rel="noopener">The Asian Development Bank (ADB) has approved loans of $240.5 million to finance rooftop solar systems in India</a>. The financing will be provided to the State Bank of India (SBI) and the National Bank for Agriculture and Rural Development (NABARD) to offer loans to developers and end-users for installing rooftop solar systems across India. ADB will allocate $90.5 million from its Clean Technology Fund (CTF) to SBI, while NABARD will receive $150 million, which includes $80 million from ADB’s ordinary capital resources and $70 million from the CTF.</p>

<p>Bidders must have experience in completing similar works mentioned below in the last seven years:</p>
<ul>
<li>Three works, each costing not less than the amount equal to 20% of the estimated cost</li>
<li>Two works, each costing not less than the amount equal to 25% of the estimated cost</li>
<li>One work costing not less than the amount equal to 40% of the estimated cost</li>
</ul>
<p>The bidders&#8217; average annual financial turnover during the last three years should be at least 30% of the estimated cost put to tender.</p>
<p>The financial turnover will be given a weightage of 5% per year to bring it to the current price level while evaluating the bidder&#8217;s qualification requirement. Such weightage will be considered from the end date of the financial year.</p>
<p>The qualifying criteria parameter of the individual partners of the JV or consortium will be added for the relevant financial year.</p>

					</table><p><a href="https://www.mercomindia.com/cerc-rejects-pgcil-plea-to-condone-delay-in-transmission-project" target="_blank" rel="noopener">The Central Electricity Regulatory Commission (CERC) has decided not to condone the delay beyond the revised Scheduled Commercial Operation Date</a> (SCOD) of October 31, 2017, for the Vindhyachal-Jabalpur 400 kV 2nd double circuit transmission line project associated with the 750 MW Rewa Ultra Mega Solar Park in Madhya Pradesh. However, the Commission allowed the capitalization of Interest During Construction (IDC) and Incidental Expenditure During Construction (IEDC) for the period between March 15, 2017 (originally the scheduled commercial operation date- SCOD) and October 31, 2017 (the revised SCOD).</p>
<p><a href="https://www.mercomindia.com/cerc-grants-license-to-energy-in-maharashtra" target="_blank" rel="noopener">CERC has granted a transmission license to Solapur Transmission to establish an inter-state transmission system for the evacuation</a> of 1,500 MW of power from renewable energy projects in the Solapur Solar Energy Zone in Maharashtra. The project will be developed on a build, own, operate, and transfer basis. It has directed STL to execute the transmission service agreement with the Central Transmission Utility within one month of the order. It must also secure the transmission charges and approvals. STL must approach the Commission to determine tariffs per Section 62 of the Electricity Act.</p>
<p><a href="https://www.mercomindia.com/ladakh-power-department-floats-rooftop-solar-projects" target="_blank" rel="noopener">Ladakh Power Development Department (LPDD) has invited bids for the design, supply, installation, and commissioning</a> of 2.632 MW grid-connected rooftop solar power systems on government buildings in the Kargil District, Union Territory of Ladakh. The scope of work includes comprehensive maintenance of the systems for five years. The last date to submit the bids is July 15, 2024. Bids will be opened the next day. LPDD aims to choose solar EPC contractors experienced in executing solar projects.</p>

<p>The project’s estimated cost is ₹448.52 million (~$5.37 million).</p>
<p>The last day to submit the bids is July 27, 2024. Bids will be opened on July 29.</p>
<p>Bidders must furnish an earnest money deposit of ₹5 million (~$59,887).</p>
<p>The work should commence within 30 days from the issue of the letter of acceptance and submission of performance security or seven days after handing over the site.</p>
<p>Bidders should have completed three similar completed works, each costing at least 20% of the estimated cost of the tender, two similar completed works, each costing at least 25% of the estimated cost of the tender, or one similar completed work costing at least 40% of the estimated cost of the tender during the last seven years.</p>
<p>Similar works refer to designing, supplying, installing, testing, and commissioning solar photovoltaic grid-connected power projects. The solar power project can be ground-mounted, rooftop, or floating in nature.</p>
<p>The average annual financial turnover during the last three years, ending March 31, 2024, should be at least 30% of the estimated tender cost.</p>
<p>Bidders must submit a certificate demonstrating possession of adequate working capital (at least 20% of the annualized or estimated value of the work, whichever is less), including access to lines of credit and other financial resources to meet the requirement.</p>
<p>The Central Mine Planning and Design Institute recently <a href="https://www.mercomindia.com/coal-india-subsidiary-invites-solar-projects/" target="_blank" rel="noopener">invited</a> bids to commission grid-connected solar power projects with a cumulative capacity of 35 MW.</p>

					</table><p>South Eastern Coalfields (<a href="http://www.secl-cil.in/index.php" target="_blank" rel="noopener">SECL</a>), the largest coal-producing subsidiary of Coal India, has invited bids for installing and commissioning 4 MW of grid-connected rooftop solar systems at 14 different locations under its jurisdiction in Chhattisgarh and Madhya Pradesh.</p>
<p>The successful bidder must undertake the project&#8217;s operation and maintenance for five years.</p>
<p>The estimated cost of the project is ₹195.57 million (~$2.41 million)</p>
<p>The last date to submit the bids is December 31, 2022. Bids will be opened on January 2, 2023.</p>
<p>Bidders will have to submit ₹2.445 million (~$30,021) as an earnest money deposit.</p>
<p>The project must be completed within 180 days from the date of issuance of the letter of award.</p>
<p>To participate in the process, bidders should possess experience in completing three similar works, each costing not less than 20% of the project&#8217;s estimated cost, or two similar works, each costing not less than 25% of the estimated cost of the project.</p>
<p>Alternatively, they should have executed one similar job, costing not less than 40% of the estimated cost put to tender during the last seven years.</p>
<p>Joint ventures would be allowed to participate only if they were to bid for a project with an estimated cost above ₹50 million.</p>
<p>The average annual financial turnover of bidders during the last three years should be at least 30% of the project&#8217;s estimated cost.</p>
<p>Bidders must submit the certificate of possessing adequate working capital of at least 20% of the annualized value or the estimated value of the work, whichever is less, including access to lines of credit and availability of other financial resources to meet the requirement.</p>
<p>According to the tender documents, only &#8216;Class-I local suppliers&#8217; and &#8216;Class-II local suppliers&#8217; are eligible to participate in the bidding process.</p>
<p>Purchase preference will be given to &#8216;Class-I local suppliers.&#8217; A &#8216;Class-I local supplier&#8217; means a supplier or service provider whose goods, services, or works offered for procurement, have local content equal to or more than 50%.</p>
<p>SECL has specified that 25% of the tendered quantity had been earmarked for micro and small enterprise (MSE) suppliers.</p>
<p>Of this quantity, 4% has been allocated for MSEs owned by Scheduled Caste and Scheduled Tribe entrepreneurs and 3% for MSEs owned by women entrepreneurs.</p>
<p>If the MSE vendor quotes within the price band of L1+15%, the vendor will be allowed to supply 25% of the requirement subject to acceptance of the L1 price.</p>
<p>In May this year, Coal India <a href="https://mercomindia.com/coal-india-tender-empanel-consultants/" target="_blank" rel="noopener">issued</a> a tender to empanel owner&#8217;s engineers-cum-project management consultants for solar projects by Coal India and its subsidiaries.</p>
<p>Earlier, CIL Navikarniya Urja, a wholly-owned subsidiary of Coal India, had <a href="https://mercomindia.com/coal-india-tender-15-mw-solar-project-madhya-pradesh/" target="_blank" rel="noopener">invited</a> bids for the design, engineering, procurement, construction (EPC), and commissioning of a 15 MW solar power project along with the associated transmission system in the Pench area of Western Coalfields in Madhya Pradesh.</p>

Coal India Invites Bids for 4 MW of Rooftop Solar Systems

<p>The Solar Energy Corporation of India (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) has invited bids to select land banks and parcels to set up a 100 MW solar project in Chhattisgarh.</p>
<p>The last date to submit the bids is May 31, 2021.</p>
<p>The nodal agency intends to develop a 100 MW solar project (with at least 50 MW at a single location) for South Eastern Coalfields Limited in Chhattisgarh.</p>
<p>For the project to take shape, SECI requires nearly 4,000 acres of land (a minimum of 200 acres plot at one location). To that end, SECI has invited bids from private landowners, farmers, cooperative societies, and land aggregators who are willing to sell their lands on an outright basis or a long-term lease (30 years) anywhere in Chhattisgarh.</p>
<p>The shortlisted land should meet the following criteria:</p>
<ul>
<li>The 400 acres of the continuous land parcel should be at a single location and preferably within 10 km from any existing 220 kV or 132 kV state transmission utility (STU) substation.</li>
<li>A minimum of 200 acres of continuous land parcel at two different locations (cumulatively 400 acres) should preferably be within 5 km from any existing 220 kV or 132 kV STU substation.</li>
</ul>
<p>The proposed solar project will be set up at locations that will be identified, acquired, and purchased by the contractor and transferred in the employer&#8217;s name as per the provisions of the land transfer details.</p>
<p>As per the bidding document, preference will be given to land banks, parcels based on the distance to the substation, availability of land bank as a single connected patch, water availability, topography, forest land, transmission lines within land bank, wildlife protected areas, and road connectivity, among others.</p>
<p>In January this year, SECI once again <a href="https://mercomindia.com/seci-extends-bid-submission-deadline-2/" target="_blank" rel="noopener">extended</a> the bid submission deadline for the 100 MW of solar projects along with a 40MW/120 MWh battery energy storage system. The project is to be developed in the Rajnandgaon district of Chhattisgarh.</p>
