					</table>India’s total installed pumped storage project (PSP) capacity is expected to reach approximately 87 GW by 2033-34, according to the Central Electricity Authority’s (<a href="https://cea.nic.in/" target="_blank" rel="noopener">CEA</a>) Roadmap to 100 GW of Hydro Pumped Storage Projects by 2035-36.
The average annual capacity addition is projected to be 9 GW, resulting in total installed capacity exceeding 100 GW by 2035-36.
However, the roadmap stated that PSP commissioning may accelerate in later years as projects’ potential increases, particularly for off-stream closed-loop projects with approximately four years of gestation.
Need for Flexible Generation
CEA advocated flexible generation assets that can efficiently and economically supply base load and peak power to address India’s evolving energy needs.
Energy supply from variable renewable energy sources cannot be regulated because it depends on the time of day, seasons, and changing weather conditions.
Therefore, energy storage assets are facing increasing demand. CEA stated that PSPs are best suited to address this surging demand and are an ideal complement to modern clean energy systems.
PSPs provide adequate storage scale and have a service life of approximately 100 years. These projects have a 40-year periodic renovation and modernization requirement. CEA said the PSPs’ service life is longer than that of other storage technologies available.
The longer service life also results in lower delivered energy costs over the projects’ lifetimes. PSPs also account for more than 95% of the installed global energy storage capacity. Pumped hydro projects globally store up to 9,000 GWh of electricity.
How PSPs Work
PSPs use surplus electricity to pump water from lower reservoirs to higher levels before releasing it to generate energy during high-demand periods. These projects help with effective power management for multi-hour storage needs, reduce renewable energy curtailment, and meet peak demand.
Additionally, PSPs provide voltage control, frequency support, and black-start capabilities. Black-start refers to a battery&#8217;s ability to initiate the restoration of an electric grid after a total or partial blackout without relying on external power.
Due to these characteristics, PSPs offer proven, reliable solutions to support power systems with high renewable energy penetration.
Future Storage Needs 
The CEA roadmap said India’s resource adequacy studies highlight increasing requirements for long-duration energy storage. It stated that while battery energy storage systems (BESS) are effective for short-duration applications, PSPs are critical for meeting evening peaks and extended demand periods.
Storage durations of at least six hours are expected to become more important in renewable energy-heavy grids. PSPs will help enable round-the-clock renewable power supply, specifically for large commercial and industrial consumers and utilities.
Such projects will help cut dependence on thermal plants and support grid stability.
CEA stated that India’s total storage capacity is forecast to reach 62 GW by 2029-30, 161 GW by 2034-35, and 476 GW by 2046-47.

Pumped Storage Potential
CEA estimated India’s pumped storage potential at roughly 267 GW. This potential includes 58 GW of on-stream and 209 GW of off-stream PSPs.
Approximately 7 GW of pumped storage capacity was operational as of December 31, 2025. Additionally, 10 PSPs with a total capacity of 12 GW are under construction. Projects with CEA-approved detailed project reports (DPRs) totaling 9.6 GW have yet to begin construction. States such as Andhra Pradesh, Maharashtra, Madhya Pradesh, Karnataka, Odisha, and Uttar Pradesh offer viable PSP sites.
India’s assessed PSP potential rose from approximately 97,565.6 MW as of the end of 2022 to 124,290.6 MW at the end of 2023. It further increased to 183,330.6 MW by the end of 2024 and to 266,845.6 MW by the end of 2025.
However, converting this potential into operational capacity will require sustained project execution, regulatory clarity, and timely infrastructure development.
Investment Needed 
PSPs with an aggregate capacity of 100,810 MW are expected to be commissioned by 2035-36. This includes 11,620 MW of PSPs under construction.

Total investment requirement for upcoming PSPs is estimated at approximately ₹5.8 trillion (~$63.08 billion). This would include an average cost of ₹60 million (~$652,617)/MW.
The investment requirement per project typically includes 20% expenditure in the first year, 30% in the second year, 30% in the third year, and the remaining 20% in the fourth year.
CEA stated that 29 units of turbines and generators with a total capacity of 6,580 MW are needed for CEA-approved projects, and are yet to be ordered.
Policy Measures
CEA suggested multiple policy and regulatory measures to enable the scale-up of PSP development, improve bankability, accelerate construction starts, and sustain annual capacity additions needed to meet the 100 GW target.
These include streamlined land-acquisition and rehabilitation provisions for PSPs, budgetary support for enabling infrastructure, and a waiver of interstate transmission system charges.
The <a href="https://www.mercomindia.com/guidelines-pumped-storage-projects" target="_blank" rel="noopener">introduction</a> of tariff-based competitive bidding guidelines for storage procurement in February 2025 is also considered a critical reform that provides revenue visibility and encourages private participation.
It also highlights efforts to reduce delays in surveys, investigations, and DPR approvals, specifically for the projects that have already received CEA approval.
These include national guidelines to promote PSPs, the CEA’s guidelines for DPR formulation to fast-track report preparation, and faster DPR appraisal by CEA.
Transmission Planning 
CEA stated that a PSP transmission system’s concept-to-commissioning period generally falls between three and four years.
Planning for transmission must be done in advance to ensure commissioning aligns with PSP implementation.
Transmission for 35.6 GW of PSP is already planned to be taken up by 2031-32.
The summary of the transmission system planned for achieving 100 GW PSPs from the year 2025-26 to 2035-36 is as follows:

Environmental Clearances 
CEA noted that environmental and forest clearances remain among the most significant challenges for PSP development. It highlighted that these issues are critical, particularly for 75 GW of projects under survey and investigation.
While noting that the Ministry of Environment, Forest, and Climate Change is taking steps to relax survey-stage requirements in forest areas, CEA highlighted delays in compensatory afforestation, forest clearance, and approvals for off-stream projects, which continue to affect timelines. It calls for clearer guidelines, faster processing, and improved digital systems to balance environmental safeguards with project execution needs.
Financial Support for PSP
According to CEA, BESS costs have been declining, while PSP costs range from approximately ₹50 million (~$543,847.5)/MW to ₹60 million (~$652,617)/MW. These can make PSPs less cost-competitive with BESS. CEA calls for support initiatives such as viability gap funding for PSPs to address these issues.
Best Practices
CEA highlighted multiple best practices for future PSP development. These include suggestions covering the PSP design, development, and sustainability, prioritizing optimal site selection, efficient reservoir sizing, high-head layouts, and using proven reversible pump-turbines manufactured domestically.
Additionally, CEA calls for robust geological studies, optimized water conductor systems, and careful grid integration. Project execution must follow CEA guidelines and undertake realistic costing. It must also ensure the integration of renewable energy, strong safety standards, and efficient contracting.
CEA’s sustainability suggestions advocate for minimal environmental and social impact, local development, innovative site selection, and construction methods that reduce powerhouse timelines.
Global Pumped Storage Scenario
Global PSP installed capacity reached approximately 189 GW in 2024. Roughly 8.4 GW of new PSP capacity was added in 2024 alone. Global PSP development pipeline exceeds 600 GW. This includes over 105 GW under construction, with more than 90 GW in China.
Existing PSPs can store up to approximately 9,000 GWh of electricity.
China aims to achieve 120 GW to 130 GW of PSP development by 2030. Its system operators are projecting 129 GW of PSPs in their regions. China is expected to achieve 70 GW of under-construction PSPs to be commissioned by 2030.
About 90 GW of new PSP capacity is expected to be added by 2030, raising total capacity to approximately 280 GW, a nearly 50% increase from the current base.
CEA said this projection points to an average build rate of approximately 18 GW per year, roughly five to ten times the 2 GW to 4 GW added annually over the past two decades.
In May last year, the Forum of Regulators <a href="https://www.mercomindia.com/regulators-propose-exempting-psps-from-electricity-duty-ists-charges" target="_blank" rel="noopener">recommended</a> exempting electricity duty and cess on input energy for pumping to reduce costs and promote investments in PSP.

					</table>The U.S. Department of Energy (<a href="https://www.energy.gov/">DOE</a>) has introduced a comprehensive roadmap to expedite the integration of clean energy sources into the national transmission grid.
The Transmission Interconnection Roadmap outlines solutions for aligning interconnection processes with the increasing demand for renewable energy resources, which is driven by the rapid and widespread transition to clean energy.
The Interconnection Innovation e-Xchange (i2X) roadmap, released in April 2024, offers a range of solutions to diverse interconnection stakeholders, addressing both short-term and long-term challenges in the transmission system interconnection process.
The swift decarbonization of the U.S. electricity grid has resulted in a sharp uptick in requests to connect new clean energy generation sources such as solar, wind, and battery storage to the transmission system.
Between 2000 and 2010, the United States saw an average of 500 to 1,000 new transmission interconnection requests annually. However, over the past decade, this number has surged to 2,500–3,000 annually—an increase of 300-500%.
This backlog of requests has the potential to impede the deployment of clean energy significantly and result in heightened expenses for both project developers and electricity consumers.
A recent report by DOE&#8217;s Lawrence Berkeley National Laboratory <a href="https://www.mercomindia.com/solar-storage-wind-queues-as-backlog-rises">reveals</a> a substantial increase in generation and storage capacity seeking grid interconnection, with nearly 2,600 GW actively in the queue.
This surge has led to uncertainties, delays, and added costs for developers, consumers, utilities, and regulators.
Since the <a href="https://www.mercomindia.com/inflation-reduction-act-faster-transition-clean-energy-u-s">enactment</a> of the Inflation Reduction Act (IRA), over 1,200 GW of capacity (including more than 500 GW of solar, over 540 GW of storage, and 125 GW of wind) have applied for interconnection.

Interconnection procedures must adapt to accommodate the substantial volume of current and future requests. Moreover, technological advancements, particularly in data gathering, analysis, and software management systems, have opened up new possibilities for automating aspects of interconnection procedures.
The roadmap is structured around four key objectives, each essential to the overarching goal of the DOE i2X initiative: facilitating a simpler, quicker, and more equitable interconnection process for clean energy resources while enhancing the reliability, resilience, and security of our electrical grid.
This roadmap includes four target metrics for 2030 that can be measured using publicly available data:
<ul>
<li>Reduce the average time from interconnection request to interconnection agreement for completed projects to less than 12 months.</li>
<li>Decrease the variance of interconnection costs for all projects to less than $150 per kilowatt.</li>
<li>Increase completion rates for projects that enter the facility study phase to greater than 70%.</li>
<li>Eliminate annual North American Electric Reliability Corporation (NERC) disturbance events involving unexpected tripping of IBRs that are not identified in the analysis due to inaccurate IBR models.</li>
</ul>

Transmission Interconnection Roadmap Goals
Goal 1: Enhance Data Accessibility, Transparency, and Security for Interconnection
Enhancing transparency in interconnection data would empower customers to evaluate and select potential projects, facilitate third-party modeling, streamline process automation, foster competition while ensuring fair outcomes, and enable the monitoring, tracking, and auditing of interconnection processes and improvements.
This objective acknowledges the importance of upholding data security through appropriate access control measures while expanding access to information regarding timelines, costs, and delays following the signing of an interconnection agreement (IA).
Solutions:
<ul>
<li>Enhance the breadth, accessibility, quality, and standardization of data pertaining to projects already in interconnection queues, encompassing project characteristics, cost projections, and post-IA information.</li>
<li>Improve the extent, timeliness, accuracy, and uniformity of interconnection study models and modeling assumptions provided by transmission providers to interconnection customers.</li>
<li>Develop tools for managing, analyzing, and visualizing transmission and interconnection data made available through the preceding two solutions, ensuring secure data-sharing protocols.</li>
</ul>
Goal 2: Enhance Interconnection Process Efficiency and Timeliness
Interconnection backlogs and delays often stem from the rapid increase in interconnection requests, inefficiencies within the interconnection processes, and limitations in workforce capacity.
In the United States, it&#8217;s anticipated that interconnection queue volumes will remain significant and potentially volatile in the foreseeable future. This objective encompasses solutions aimed at improving queue management practices, impacted system studies, inclusivity, fairness in processes, and workforce development.
Queue Management
<ul>
<li>Implementing stricter commercial readiness criteria, financial commitments, withdrawal penalties, and time constraints can help balance effectiveness, equity, and principles of open access.</li>
<li>Enforcing interconnection study timelines and offering incentives for minimizing study delays.</li>
<li>Continuing to automate certain aspects of the interconnection process, such as data validation, customer communications, and data sharing across processes and models.</li>
<li>Monitoring interconnection processing times and implementing interventions as necessary, such as additional temporary staffing or temporary fast-tracking.</li>
<li>Enhancing existing fast-track options and introducing new ones, like surplus and energy-only interconnection services.</li>
<li>Considering market-based approaches to rationing interconnection access.</li>
</ul>
Goal 3: Foster Economic Efficiency in Interconnection
This objective focuses on solutions to enhance cost allocation, minimize costs for electricity consumers, improve coordination between transmission planning and the interconnection process, and optimize transmission investment through advancements in interconnection studies.
Expanding interconnection service options and proactive transmission investments can reduce uncertainty and enhance the efficiency of cost allocations. Should ongoing efforts to alleviate interconnection bottlenecks prove ineffective, transmission providers may need to explore more significant departures from the current participant funding model for interconnection cost allocation.
Solutions:
<ul>
<li>Explore various methods for identifying and allocating the costs of proactive transmission investments, considering state, federal, and participant funding options.</li>
<li>Ensure that generators have the choice to opt for energy-only interconnection and potential re-dispatch instead of bearing the costs of network upgrades.</li>
<li>Investigate options to decouple the interconnection process from network upgrade investments to enhance upfront interconnection cost certainty.</li>
</ul>
Coordination Between Interconnection and Transmission Planning
Enhancing alignment in data inputs, assumptions, and process timelines between interconnection and long-term transmission planning can prevent transmission solutions that would be more efficiently identified in transmission plans from being triggered through the interconnection process.
Solution:
Align data inputs, assumptions, and process timing more closely between interconnection and transmission planning processes.
Goal 4: Ensure Grid Reliability, Resilience, and Security
In recent years, significant disturbances leading to the disconnection of inverter-based resources (IBRs) have highlighted performance issues not identified during the interconnection studies of the involved plants.
The solutions outlined under this goal aim to minimize these gaps by updating technical requirements within interconnection studies, models, and tools and enhancing industry interconnection standards.
Solutions:
<ul>
<li>The submission of validated electromagnetic transient (EMT) models for all IBRs is required during the interconnection process, and screening criteria must be established to identify when EMT studies are necessary within a region.</li>
<li>Develop regulations for dynamic model quality testing and validation for root-mean-square (RMS) and EMT simulations, ensuring plant performance aligns with relevant interconnection requirements.</li>
<li>Devise a study process flow that better aligns with project development timelines.</li>
<li>Enhance the computational speed of interconnection reliability assessments.</li>
</ul>
DOE Support to Implement Solutions 
DOE has multiple roles in implementing the solutions identified in the roadmap, such as facilitating solution adoption, providing funding and technical assistance, and supporting the research community.
Its Grid Deployment Office invests in accelerating the interconnection of clean energy generation through the $5 billion Grid Innovation Program, which supports the deployment of projects that use innovative approaches to enhance grid resilience and reliability.
DOE&#8217;s Solar Energy Technologies and Wind Energy Technologies Office recently released a $10 million funding opportunity for analytical tools and approaches to accelerate interconnection.
They will also lead a series of forthcoming public forums to implement interconnection standards to maintain a reliable, resilient, and safe grid.
Through the Title 17 Clean Energy Financing Program, the Loan Programs Office seeks to finance energy infrastructure projects, including infrastructure investments to support transmission interconnection, reconductoring transmission lines, and upgrading voltage.
The department also supports electric vehicle charging deployment through the Joint Office of Energy and Transportation (Joint Office). The Joint Office is convening stakeholders to identify gaps between transmission and transportation planning to accelerate transmission development within transportation rights-of-way.

The Delhi Lt. Governor has directed the power department to prepare a standard operating procedure (SOP) as well as a roadmap for promoting installation of solar power panels in the city. The SOP will help in facilitating various government departments and potential large users to install solar power. The Delhi government is also exploring possibilities of alternate sources of energy from outside the state, to reduce its dependency on power and to meet high demand in peak season.
The power department has been directed to prepare a roadmap for time-bound installation of rooftop solar panels on government buildings including schools and hospitals, and malls in the city to achieve the target of tapping 1 GW solar power by 2020. The governor has also asked for an awareness campaign for popularizing advantages of solar power and incentives given by government under the Delhi Solar Policy, to individual households for adopting solar power, through distribution of pamphlets along with power bills by the distribution companies.
