					</table><p>Despite the risks posed by U.S. anti-dumping/countervailing duty (AD/CVD) petitions, Indian solar companies are downplaying potential impacts on their exports.</p>
<p>Solar cell and module manufacturers exporting to the U.S. dismiss claims that Indian companies are selling below cost or that the government has subsidized them.</p>
<p>A few prominent American companies, under the banner of The Alliance for American Solar Manufacturing and Trade (<a href="https://americansolartradecmte.org/" target="_blank" rel="noopener">AASMT</a>), recently <a href="https://www.mercomindia.com/us-trade-petitions-against-solar-exports-india" target="_blank" rel="noopener">filed</a> petitions seeking AD/CVD investigations into solar imports from India, Indonesia, and Laos.</p>
<p>These petitions allege that companies based in India were engaging in illegal trade practices by undercutting the U.S. solar manufacturing industry and flooding the market with cheaper imports. The petitions seek a dumping margin of 213.96% against Indian solar imports.</p>
<p>“I think the investigation has just begun. And there is a pretty long period for these investigations to get completed, and any duty to get effective,” said Vinay Rustagi, Director at Premier Energies, at a recent investors’ call.</p>
<p>He said the two main grounds for any such duty are that the exporters are selling goods at below the cost, which “is definitely not the case in India.” The second main ground is companies receiving government subsidies, which again is not true.</p>
<p>Rustagi said there was no case for U.S. manufacturers to demand any import duties because the cell capacity in the U.S. is “actually very, very limited in relation to the domestic demand. So, for them to claim injury because of any cheap or subsidized imports from India is not actually a legitimate argument. That is why I say that we do not believe that there&#8217;s any kind of solid ground for this investigation.”</p>
<p>Another module manufacturer, Waaree Energies, which has set up facilities in the U.S., concurs. “There is no question of any predatory pricing policy … we are in a position of strength when we are going to talk to the U.S. authorities about the AD/CVD investigation. We will be in a position to defend our case well,” Amit Paithankar, CEO at Waaree Energies, told analysts in a post-earnings call.</p>
<p>The issue figured at the recent <a href="https://www.mercomindia.com/event/renewables-summit-2025" target="_blank" rel="noopener">Mercom India Renewables Summit 2025,</a> where two solar module manufacturers dismissed U.S. companies’ grounds for an AD/CVD probe.</p>
<p>“None of us are supplying modules because we have excess capacity. Neither are we circumventing products from different countries. India also has a strong domestic demand, and our manufacturing sector is not being set up to export,” said Suhas Donthi, President and CEO at Emmvee Group.</p>
<p>Prashant Mathur, CEO at Saatvik Solar, also <a href="https://www.mercomindia.com/india-must-step-up-solar-module-capacity-to-meet-clean-energy-targets" target="_blank" rel="noopener">emphasized</a> that India was not subsidizing solar module manufacturing to sell below cost.</p>
<p>The trade petitions against Indian companies come at a time when the U.S. has emerged as the biggest destination for Indian solar cell and module exports. In the first quarter of 2025, the U.S. <a href="https://www.mercomindia.com/indias-solar-exports-up-26-imports-surge-80-2-qoq-in-q1-2025" target="_blank" rel="noopener">accounted</a> for 99.5% of the total solar exports.</p>
<p>According to Indian government data, solar modules and cells worth $1.5 billion were exported to various countries in 2024. Modules made up 97.7% of total shipments, with cells accounting for 2.3%.</p>


Indian Solar Exporters Claim US Anti-Dumping Petitions Unfounded

					</table><p>The Ministry of New and Renewable Energy (<a href="https://mnre.gov.in/" target="_blank" rel="noopener">MNRE</a>) has issued an updated list of models and module manufacturers under the Approved List of Models and Manufacturers (ALMM) order to include 80 module manufacturers with 21.68 GW of listed module capacity.</p>
<p>The 14 new entrants are Abhishek Solar Industries, Aatmanirbhar Solar, Ameya Solar and Semiconductor, Agrawal Renewable Energy, Sunify Solar, Unique Sun Power, Ankur Traders and Engineers, Bharat Heavy Electricals, Credence Solar Panels, Ganesh Electrical, HR Solar Solution, Innovative Solar Solutions, Plaza Power and Infrastructure, and Urjastrot Enterprise.</p>
<p>Out of the listed manufacturers, only Waaree Energies and Credence Solar Panels have 650Wp modules registered in ALMM.</p>
<p>Ankur Traders and Engineers, another listed manufacturer, has registered a 585Wp Mono PERC C-Si Module.</p>
<p>Saatvik has 570Wp modules, while Premier Energies has 565Wp modules listed. Tata Power Systems and Emmvee photovoltaics both have 520Wp modules listed.</p>
<p>There are no Chinese module suppliers enlisted under ALMM so far.</p>
<p>The anticipated relief for net metering and open access projects did not come to <a href="https://mercomindia.com/future-uncertain-open-access-net-metering-attractive-almm/" target="_blank" rel="noopener">fruition</a> as the deadline passed without an extension from the government. As of October 1, 2022, developers are mandated to use domestically manufactured modules from ALMM.</p>
<p>According to industry stakeholders, this change has not negatively impacted ongoing or planned projects, as the cost savings for consumers remain appealing despite the new policy restrictions.</p>
<p>MNRE had <a href="https://mercomindia.com/mnre-almm-order-open-access-net-metering-projects/" target="_blank" rel="noopener">clarified</a> that open access and net metering renewable energy projects that have applied for approval before October 1, 2022, will not come under the purview of ALMM.</p>
<p>Mercom had <a href="https://mercomindia.com/almm-inclusion-irks-open-access/" target="_blank" rel="noopener">reported</a> that the amendment on open access and rooftop solar developers caused concerns as it limits consumers&#8217; choice to select high-output and technologically advanced modules. Developers of rooftop solar projects often use 400W or higher-rated modules to ensure efficient power generation, particularly in metro cities with limited space. However, the ALMM now includes several companies that provide higher-watt modules, increasing options for commercial and industrial (C&amp;I) solar projects.</p>
<p>To ensure proper oversight of solar component suppliers and their manufacturing facilities, MNRE <a href="https://mercomindia.com/mnre-issues-requirements-solar-manufacturing/" target="_blank" rel="noopener">made</a> it mandatory for solar cell and module manufacturers to register under ALMM. It later <a href="https://mercomindia.com/mnre-adds-projects-almm-including-open-access/" target="_blank" rel="noopener">expanded</a> the scope of this requirement to include C&amp;I solar projects constructed as rooftop and open access projects.</p>


MNRE Updates ALMM with 14 New Solar Module Manufacturers

					</table><p>Independent power producer <a href="https://www.azurepower.com/" target="_blank" rel="noopener">Azure Power Global</a> signed a Module Supply Agreement (MSA) with  <a href="https://premierenergies.com/" target="_blank" rel="noopener">Premier Energies Group</a> to procure modules up to 600 MW annually for the next four years.</p>
<p>Premier Energies will supply 2.4 GW of solar cells and modules with an estimated order value of over ₹40 billion (~$512.66 million).</p>
<p>According to Premier, the two companies have jointly invested ₹7 billion (~$89.60 million) to deploy a solar cell and solar module production facility, each with 1.25 GW capacity, in Telangana.</p>
<p>Azure said it had agreed to invest ₹1 billion (~$12.9 million) in Premier. Of this, ₹455 million (~$5.9 million) has been invested for equity and compulsorily convertible debentures for a 26% shareholding in Premier. The balance of ₹545 million (~$7 million) will be made in the form of a subscription for optional convertible debentures issued by Premier.</p>
<p>Premier Energies, in a statement, said that the production facilities in Telangana will create 1,000 jobs and help augment the ancillary industry by creating more than 2,000 employment opportunities locally.</p>
<p>Azure Power Chairman Alan Rosling said, &#8220;Having long-term supply visibility is an important factor towards de-risking our business. Premier is operating one of the country&#8217;s most advanced state-of-the-art solar cell and module lines, and we are pleased to partner with Premier.&#8221;</p>
<p>The basic customs duty on solar cell and module imports and the mandatory use of modules enlisted under the Approved List of Models and Manufacturers (ALMM) have restricted the choice of module supplies for Indian developers. With no international module suppliers listed under the ALMM until now, developers are compelled to source modules from domestic manufacturers. The module manufacturing capacity in India is now challenged to meet the growing demand, and developers are finding ways to ensure uninterrupted supplies.</p>
<p>In February 2021, Premier Energies <a href="https://mercomindia.com/premier-energies-solar-manufacturing-hyderabad/" target="_blank" rel="noopener">announced</a> the commissioning of a 1.5 GW solar photovoltaic cell manufacturing unit in Hyderabad. The facility produces metal catalyst chemical etching (MCCE)-textured multicrystalline cells and monocrystalline passivated emitter and rear cells (mono PERC).</p>
<p>Minister for Municipal Administration and Urban Development, Industry and Commerce, and Information Technology,, K.T.Kalvakuntla Taraka Rama Rao,, said that the government has had allocated 20 acres of land in Hyderabad for Premier&#8217;s expansion plan under the Telangana Mega Projects program.</p>
<p>According to Mercom&#8217;s <a href="https://mercomindia.com/product/mercoms-india-solar-market-leaderboard-2022-market-shares-and-profiles/" target="_blank" rel="noopener">India Solar Market Leaderboard 2022</a> report, Azure Power was one of the three top utility-scale solar developers for 2021, after ReNew Power and Adani Green.</p>
