					</table><a href="https://gosmartroof.com/" target="_blank" rel="noopener">Smart Roof Solar Solutions</a> and <a href="https://www.gouravenergen.co.in/" target="_blank" rel="noopener">Gourav EnerGen India</a> have won Power Grid Corporation of India’s (<a href="https://www.powergrid.in/en" target="_blank" rel="noopener">POWERGRID</a>) auction to implement 3 MW of rooftop solar systems on its buildings in India’s western regions under the PM Surya Ghar: Muft Bijli Yojana.
Both companies won 1 MW at a contract value of ₹36.8 million (~$436,638) each. The remaining 1 MW capacity will be divided among other qualified bidders, including <a href="https://suncraftenergy.net/" target="_blank" rel="noopener">Suncraft Energy,</a> <a href="https://www.sunshellpower.com/" target="_blank" rel="noopener">Sunshell Power</a>, and <a href="https://www.reiljp.com/default.aspx" target="_blank" rel="noopener">Rajasthan Electronics and Instruments</a>.
The tender was <a href="https://www.mercomindia.com/powergrid-7-mw-rooftop-solar-systems" target="_blank" rel="noopener">floated</a> in February 2025 for the supply and installation of 7 MW of rooftop solar systems in the country’s northern and western regions. The western regions, including Gujarat, Madhya Pradesh, Dadra and Nagar Haveli, Daman and Diu, Maharashtra, Goa, and Chhattisgarh were assigned 3 MW.
The successful bidders will supply, install, and commission the solar systems. They will also provide a three-phase net meter, reverse power flow scheme, or zero export controller.
If a reverse power blocking scheme or zero export controller is required instead of a net meter, it must be included at no additional cost.
The systems must be installed within six months of issuing the work order. The companies will also undertake comprehensive system maintenance for five years from the commissioning date or the start of net metering, whichever is later.
Under the PM Surya Ghar program, the Ministry of New and Renewable Energy <a href="https://www.mercomindia.com/pm-surya-ghar-government-buildings" target="_blank" rel="noopener">plans</a> to install rooftop solar systems on all central and state government buildings by December 2025. With an outlay of ₹750 billion (~$9.04 billion), the program aims to increase residential rooftop solar capacity and empower households to generate electricity until 2026-27.
Recently, POWERGRID <a href="https://www.mercomindia.com/powergrid-wins-three-renewable-energy-transmission-projects-from-recpdcl" target="_blank" rel="noopener">received</a> letters of intent for three transmission projects from REC Power Development and Consultancy under tariff-based competitive bidding, cumulatively worth ₹107.5 billion (~$1.2 billion).
In January this year, POWERGRID <a href="https://www.mercomindia.com/powergrid-invites-bids-for-1-07-mw-rooftop-solar-project" target="_blank" rel="noopener">invited</a> bids for a 1.07 MW rooftop solar project at the National Institute of Technology Durgapur in West Bengal. This project is a part of POWERGRID’s corporate social responsibility initiatives.
In the same month, POWERGRID <a href="https://www.mercomindia.com/powergrid-bags-projects-to-augment-substation-capacity-in-gujarat-karnataka" target="_blank" rel="noopener">won</a> two projects from REC Power Development and Consultancy to establish an interstate transmission system and augment substation capacity in Gujarat and Karnataka.

Smart Roof Solar, Gourav EnerGen Win POWERGRID’s 3 MW Rooftop Solar Auction

The Indraprastha Power Generation Company Limited (<a href="http://ipgcl-ppcl.gov.in/" target="_blank" rel="noopener noreferrer">IPGCL</a>) has announced the tariff quoted by the lowest bidders (L1) for its rooftop solar projects under the RESCO model (Parts A and B).
IPGCL received an L1 bid of ₹3.09 (~$0.04)/kWh from SolarSmith Energy Private Limited for projects under the RESCO Part-A category. For Part-B, it received an L1 bid of ₹3.41 (~$0.05)/kWh from Broil Solar Energy Private Limited.
Projects under Part-A ranged between 25 kW and 100 kW, while projects under Part-B ranged between 100 kW and 500 kW in capacity.

IPGCL said that all qualified bidders other than the L1 bidder in the bracket of (L1+25% of L1) or (L1+30% of L1, if the empaneled agencies are less than five) are expected to match the L1 bid and give their consent within three working days.
The RESCO or Renewable Energy Service Company model is a system where the developer owns the solar project, and the consumer only has to pay for the energy generated.
In May, IPGCL <a href="https://mercomindia.com/ipgcl-rooftop-solar-tender-receives-lowest-bid/" target="_blank" rel="noopener noreferrer">announced</a> the L1 bidders for projects under Parts A and E of the capital expenditure (CAPEX) category projects. Amplus KN One Power Private Limited emerged as the L1 bidder for both parts with the quoted project cost of ₹37,000 (~$492.3)/kW for Part A and ₹39,200 (~$521.6)/kW for Part E.
In February, IPGCL <a href="https://mercomindia.com/delhis-ipgcl-issues-tender-rooftop-solar-projects/" target="_blank" rel="noopener noreferrer">floated</a> a tender for the empanelment of firms for the supply, installation, and commissioning of 30 MW of rooftop solar systems. These grid-connected rooftop solar systems, ranging between 1 kW-10 kW and 10 kW-500 kW, were to be set up at various locations in Delhi. Of the 30 MW capacity, 10 MW was slated for each of Delhi’s three distribution companies.
Under this project, central financial assistance (CFA) of up to 40% will be given for systems up to 3 kW, while for systems above 3 kW capacity and up to 10 kW, a CFA of 40% would be applicable only for the first 3 kW capacity and for others, it has been set at 20%.  For group housing societies and residential welfare associations, the CFA will be limited to 20% for the installation of a rooftop system for the supply of power to common facilities.
Previously, Mercom <a href="https://mercomindia.com/ipgcl-extends-timeline-rooftop-solar/" target="_blank" rel="noopener noreferrer">reported</a> that IPGCL announced a 98-day extension for the completion of its 21.5 MW of rooftop solar projects to be developed on government buildings in Delhi.

IPGCL Secures Lowest Bid of ₹3.09/kWh for RESCO Bids in Residential Rooftop Solar

The Rajasthan Electronics and Instruments Limited (<a href="http://www.reiljp.com/" target="_blank" rel="noopener noreferrer">REIL</a>) has released a list of the lowest bidders (L1) for its tender to develop 50 MW of rooftop solar projects across the country.
REIL received bids from five bidders for the entire tendered capacity of rooftop solar projects. Ashlyn (Parent company: Green Affiliates) Solar Infra Private Limited, Broil Solar Energy Limited, DD Project Services Private Limited, Suryam International Private Limited, and Synergy Engineers Group Private Limited placed bids ranging from ₹3.64 (~$0.048)/kWh to ₹5.08 (~$0.067)/kWh.
The lowest tariff was quoted by DD Project Services Private Limited to set up about 2.4 MW of projects in the state of Tamil Nadu. Meanwhile, the highest tariff was quoted by Broil Solar Energy Limited for setting up 662 kW of projects in Arunachal Pradesh.
In October 2019, REIL had <a href="https://mercomindia.com/reil-invites-bids-rooftop-solar-buildings-across-india/" target="_blank" rel="noopener noreferrer">invited</a> bids to develop 50 MW of grid-connected and small-scale solar projects in various states and union territories under the Renewable Energy Service Company (RESCO) model.
The projects are to be developed on the rooftops of government buildings. Solar power generated from these projects may be utilized for captive consumption, and surplus power is expected to be fed to the grid. Bidders are expected to quote a levelized tariff for 25 years. The scope of work included the design, engineering, manufacture, supply, storage, civil work, erection, testing, and commissioning of the projects.
According to <a href="https://mercomindia.com/product/q1-2020-india-solar-market-update/" target="_blank" rel="noopener noreferrer">Mercom’s Q1 2020 India Market Update</a>, cumulative rooftop solar installations stand at 4.6 GW. Under the rooftop solar category, the commercial and industrial (C&amp;I) sector has been hit the most due to low power demand because of the COVID-19 pandemic.
In March, REIL <a href="https://mercomindia.com/reil-tenders-solar-projects-substations-maharashtra/" target="_blank" rel="noopener noreferrer">invited</a> bids for setting up 3.5 MW of solar-projects ranging between 500 kW and 2 MW or more, at various locations and substations of the Maharashtra State Electricity Distribution Company Limited (MSEDCL). The scope of work included the design, engineering, supply, construction, erection, testing, transportation, unloading, installation, and commissioning of the projects.
