					</table>The Kuwait Authority for Partnership Projects (KAPP), the country’s central government agency for implementing public-private partnership projects, <a title="https://www.zawya.com/en/business/energy/totalenergies-acwa-masdar-in-race-for-major-kuwait-solar-project-upj5sdg2" href="https://www.zawya.com/en/business/energy/totalenergies-acwa-masdar-in-race-for-major-kuwait-solar-project-upj5sdg2" target="_blank" rel="noreferrer noopener">shortlisted</a> consortiums led by the France-headquartered group EDF Renouvelables, Hong Kong-based Jinko Power, China-headquartered Jinko Power, Saudi Arabia’s ACWA Power, and the UAE’s Masdar for the Al Dibdibah Power and Al Shagaya Renewable Energy – Phase III – Zone 2 Solar PV IPP. KAPP is collaborating with Kuwait’s Ministry of Electricity and Water and Renewable Energy (MEWRE) to implement the project, located in the country’s Jahra Governorate, west of Kuwait City, 100 km from the capital. The list released by KAPP, MEWRE, and the Kuwait Institute for Scientific Research lists only three companies: France’s TotalEnergies Renewables, Türkiye’s Limak Yatirim Enerji Uretim Sirketi Isletme Hizmetleri ve Insaat, and Kalyon Enerji Yatirimlari Anonim Sirketi as the only ones interested in implementing the project single-handedly without any consortium partners.
Egypt’s Ministry of Public Business Sector <a href="https://www.zawya.com/en/economy/north-africa/egypt-inks-letters-of-intent-for-dandara-solar-energy-project-to-power-egyptalum-complex-jwwqb6zh" target="_blank" rel="noopener">signed</a> letters of intent with international financial institutions to finance the Dandara Solar Energy Project, which will supply renewable power to the Egypt Aluminum Company (Egyptalum) complex in Nag Hammadi, Qena Governorate. The agreement involves Dandara Solar Energy Company, a subsidiary of Norway’s Scatec, and three lenders, the European Bank for Reconstruction and Development, the African Development Bank, and the European Investment Bank. Scatec will build and operate the solar project for 25 years.
The Emirates Water and Electricity Company (EWEC) <a href="https://ewec.ae/blog/ewec-announces-partners-to-develop-15gw-khazna-solar-photovoltaic-project-in-abu-dhabi" target="_blank" rel="noopener">awarded</a> the development of the 1.5 GW Khazna Solar Project in Abu Dhabi to ENGIE and Masdar. Located near Al Khazna, the project will feature approximately three million solar panels that track the sun’s movement to maximize energy output. ENGIE and Masdar will design, finance, build, and operate the project, while EWEC will purchase the net electricity produced. The project will also incorporate advanced digital technologies, including IoT-enabled sensors, cloud monitoring, and robotic cleaning systems, to enhance efficiency.
Zones (MODON), SIG, and Yellow Door Energy <a href="https://www.zawya.com/en/press-release/companies-news/under-the-patronage-of-modon-sig-and-yellow-door-energy-inaugurate-2-megawatt-solar-power-plant-at-sigs-riyadh-factory-jfnzpr30" target="_blank" rel="noopener">inaugurated</a> a 2 MW rooftop solar project at SIG’s aseptic carton factory in Riyadh, Saudi Arabia. The solar project, covering 8,000 square meters with over 3,200 solar panels, is one of the first industrial solar projects in Saudi Arabia to be connected to the national grid and directly supply an industrial facility. It is expected to generate 3.5 million kWh of clean electricity annually. Construction began in early 2025 and was completed within six months.

					</table>Kuwait’s Ministry of Electricity, Water, and Renewable Energy <a href="https://www.saudigulfprojects.com/2025/04/kuwait-receives-bids-for-400kv-ohtl-shagaya-solar-power-plant/" target="_blank" rel="noopener">received</a> proposals for the 400 kV overhead transmission line project connecting the Al Shaqaya Solar Power Station to the Al Wafra (Z) substation. Larsen &amp; Toubro submitted the lowest bid at KWD1.45 million (~$135.19 million). This project is part of Phase I of the Shagaya Renewable Energy Project, developed by the Kuwait Institute for Scientific Research, which includes a 50 MW concentrated solar power facility, a 10 MW wind farm, and a 10 MW solar facility.
The Electricity and Water Authority of Bahrain <a href="https://www.saudigulfprojects.com/2025/04/bahrain-receives-commercial-bids-for-44-mw-solar-pv-project/" target="_blank" rel="noopener">received</a> commercial bids for a 44 MW solar project to be developed at the University of Bahrain. Nine bidders submitted proposals for the initiative in January 2025. The solar project is expected to produce approximately 75 GW of clean energy annually. It will be executed on a turnkey basis, encompassing engineering, design, material supply, installation, testing, commissioning, and civil and electromechanical works.
Shanghai Electric <a href="https://www.stocktitan.net/news/SIELY/shanghai-electric-forms-major-partnerships-with-masdar-and-mawarid-ds5x1xcgr7ks.html" target="_blank" rel="noopener">entered</a> two renewable energy agreements in the Middle East. The company signed a 2 GW solar project with Masdar in Saudi Arabia and a comprehensive wind energy partnership with the Mawarid Group in Oman. The Saudi Arabia-based Sadawi solar project, covering 40 sq m, will supply over 6 billion kWh annually. Shanghai Electric’s partnership with the Mawarid Group includes wind turbine supply, technology transfer, and localized factory design.
The Oman Convention and Exhibition Centre <a href="https://solar-me.totalenergies.com/en/news/totalenergies-and-ocec-officially-commission-landmark-solar-rooftop-project" target="_blank" rel="noopener">launched</a> a large-scale rooftop solar project in Muscat in partnership with TotalEnergies Renewables Distributed Generation Middle East and Africa. The country’s OMRAN Group also supports the project. Commissioned in early 2025, the project includes 8,300 solar modules covering 16,600 sq m and is expected to meet around 25% of OCEC’s energy needs.
China’s LONGi has <a href="https://news.goalfore.com/detail/81885/longi-eyes-solar-panel-manufacturing-project-in-algeria.html" target="_blank" rel="noopener">expressed</a> interest in launching a large-scale solar manufacturing plant in Algeria. The company has presented a roadmap for its proposed project, including the full-scale production of solar panels. The Chinese delegation also outlined the project’s technical and logistical requirements, its implementation phases, and its potential value for the Algerian economy and the energy sector.

MENA Round-Up: L&T Lowest Bidder for Kuwait Solar Project’s Transmission Line

A consortium of Kuwait and Saudi Arabian companies has won the bid to develop 500 MW of large utility-scale solar independent power projects (IPP) located at Ibri in Oman, according to Reuters.
<a href="https://mercomindia.com/oman-500-mw-solar-international-consortia/" target="_blank" rel="noopener">In November 2018,</a> Oman Power and Water Procurement Company (OPWP) had received bids from three international consortia for the $400 million solar project.
The winning consortium includes Saudi Arabia&#8217;s ACWA Power, Kuwait&#8217;s Gulf Investment Corporation and Alternative Energy Projects Company.
Other two consortiums which did not win the auction are &#8211; Abu Dhabi Future Energy Company PJSC (Masdar), Total Solar, Jinko Power (HK) Company Limited and Japanese conglomerate Marubeni Corporation, Oman Gas Company (OGC), Qatar-based Nebras Power, Bahwan Renewable Energy Company.
The Request for Proposals (RFP) for the development of Ibri II Solar IPP was issued on June 4, 2018.  Mercom had <a href="https://mercomindia.com/opwp-rfq-solar-project-oman/" target="_blank" rel="noopener">reported</a> earlier about OPWP’s Request for Qualification for the 500 MW utility-scale solar project in the country. The plant is expected to generate enough power to supply 33,000 homes and offset 340,000 tons of carbon dioxide emissions each year.
The project was announced last year in December by OPWP, a member of the Nama group. It will be developed under Build, Own and Operate model by the private sector.
<a href="https://mercomindia.com/oman-technical-consultancy-utility-solar-project/" target="_blank" rel="noopener">Last year in November</a>, <a href="http://www.omanpwp.com/new/Default.aspx" target="_blank" rel="noopener">OPWP</a> had initiated the process for the second utility-scale solar PV project to be connected to the main interconnected system in Oman. The project, with a capacity between 500 MW to 1,000 MW, will be known as Solar 2022 IPP. OPWP had sought proposals from interested bidders to provide technical consultancy services for the development of the project and to advise on the competitive tendering of the project.
<a href="https://mercomindia.com/acwa-financial-closure-300-mw-sakaka-solar/" target="_blank" rel="noopener">In the same month</a>, ACWA Power announced the financial closure of the Sakaka solar project, which was the first utility-scale renewable energy project developed in Saudi Arabia under the National Renewable Energy Program executed by REPDO (Renewable Energy Project Development Office).

Kuwait-Saudi Consortium Wins 500 MW Solar Project in Oman

Kuwait’s Ministry of Electricity and Water (<a href="https://www.mew.gov.kw/" target="_blank" rel="noopener">MEW</a>) has issued a request for procurement (RfP) for smart meters for electricity and water consumers with two-way communication technology.
A bidder can either bid for both types of meters (electricity and water) or only one.
The successful bidder will be responsible for the design, manufacturing, inspection, performance, and supply of the electricity meters.
To be eligible to bid, a bidder needs to submit references for three smart meter projects conducted in three different countries and these should have been completed during the last five years. Each project should have at least 2,00,000 electricity meters operating successfully for more than one year.
The bidder will have to submit accelerated life testing report for a minimum of 15 years, and submit a letter declaring that there is no intellectual property rights infringement against the manufacturer.
Bidders will also provide the operations and maintenance manual in English and Arabic and provide training for at least 30 MEW Kuwaiti employees.
India also plans to replace all existing electricity meters with smart prepaid meters in the next three years and many cities and agencies have floated tenders in order to phase out the conventional meters eventually.
<a href="https://mercomindia.com/uttar-prdesh-smart-meter-tenderelectricity-consumers/" target="_blank" rel="noopener">Recently in Uttar Pradesh</a>, the Madhyanchal Vidyut Vitran Nigam Limited issued a tender to set up bi-directional smart meters.  The bi-directional smart meters will be set up for each state-owned power distribution company in the state of Uttar Pradesh and benefit 4.5 million consumers.
<a href="https://mercomindia.com/ntpc-tender-smart-meters-faridabad/" target="_blank" rel="noopener">In January 2019,</a> the National Thermal Power Corporation issued a tender for the installation of smart meters for its Faridabad township.
<a href="https://mercomindia.com/ntpc-tender-smart-meters-faridabad/" target="_blank" rel="noopener">In October 2018</a>, the Asian Development Bank successfully completed the pilot phase of its satellite-based smart meter project in a village in Varanasi in which 5,000 households received the meters.
