					</table><p>IRCON Renewable Power (<a href="https://www.ircon.org/index.php?lang=en" target="_blank" rel="noopener">IRPL</a>), a company incorporated by the Ministry of Railways,  has invited bids for the supply of monocrystalline Passivated Emitter and Rear Contact (PERC) bifacial solar modules for 600 MW of solar power projects at Pavagada in Karnataka under the domestic content requirement (DCR) category.</p>
<p>The scope of work includes manufacturing, supply, packing, forwarding, and transportation to the Pavagada site, including inland transit insurance of mono PERC bifacial solar modules (530 Wp+ nominal rating) of DCR category to the Pavagada solar project in Karnataka.</p>
<p>The last date to submit the bids is April 25, 2023. Bids will be opened the following day.</p>
<p>The project&#8217;s estimated cost is ₹5.98 billion (~$72.37 million).</p>
<p>Bidders will have to submit ₹30.52 million (~$369.35) as an earnest money deposit.</p>
<p>Bidders should have previously manufactured and supplied solar modules of a cumulative capacity of 40 MW or above, out of which at least one such supply order should be for a project of 10 MW or above capacity.</p>
<p>The bidder should be a group company, holding company, or subsidiary of the module manufacturer.</p>
<p>Solar-based supply orders for rooftop, floating solar power projects, which are grid-connected, will also be considered eligible for qualification purposes.</p>
<p>The average annual turnover of bidders should not be less than ₹1.28 billion (~$15.49 million) during the last three completed financial years.</p>
<p>The net worth of the bidders as of the last day of the preceding financial year should not be less than 100% of their paid-up share capital.</p>
<p>If the bidder does not satisfy the annual turnover criteria on its own, its holding company would be required to meet the stipulated turnover requirements, provided that its net worth as of the last day of the preceding financial year should be equal to or more than the paid-up share capital of the holding company.</p>
<p>IRCON said up to 25% of tendered quantity would be procured from micro and small enterprises (MSEs). MSE vendors quoting within the lowest price band (L1) + 15% will be eligible for supply but subject to the acceptance of the L1 price.</p>
<p>If the L1 bidder is not an MSE, all the MSE vendors who quote within L1 + 15% will be allowed to match the L1 price.</p>
<p>Only Class-I Local Suppliers can bid under this tender. The local content requirement to categorize a bidder as Class-I local supplier is a minimum of 50%.</p>
<p>If the vendor fails to supply the required quantity within the stipulated date, liquidated damages equivalent to 0.5% of the undelivered solar modules price per week or part thereof, subject to a maximum of 5% of the total contract price, will apply.</p>
<p>In January this year, IRCON <a href="https://www.mercomindia.com/railways-consultancy-tender-500-mw-solar-projects-karnataka" target="_blank" rel="noopener">invited</a> bids to hire a project management consultant for 500 MW grid-connected solar projects at Pavagada.</p>

					</table><p>IRCON Renewable Power (<a href="https://www.ircon.org/index.php?lang=en" target="_blank" rel="noopener">IRPL</a>), a subsidiary of the Union government-owned IRCON International, has invited bids to hire a project management consultant (PMC) for 500 MW grid-connected solar projects at Pavagada in Karnataka.</p>
<p>The estimated work cost is ₹55.7 million (~$684,641). The consultant must complete the work by September 2024.</p>
<p>The last day to submit the bids is February 02, 2023. The bids will be opened the next day.</p>
<p>The scope of work includes providing project management services such as establishing communication procedures, monitoring project progress, preparing reports, monitoring quality, health, safety, and environment (QHSE) compliance, monitoring procurement plans, and issuing work completion and material delivery certificates.</p>
<p>The bid participation fee has been set at ₹20,000 (~$245). Bidders must submit an earnest money deposit of ₹796,200 (~$9,785).</p>
<p>The selected consultant should submit performance security amounting to 3% of the work cost.</p>
<p>Micro and small enterprises (MSEs) registered under Udyog Aadhaar Memorandum will be exempted from paying bidding fees and earnest money deposit. There will be no exemption on performance security.</p>
<p>Bidders must have the requisite experience in providing consultancy services for three similar projects costing at least ₹20.88 million (~$256,626) each, or two similar projects costing at least ₹27.84 million (~$342,168) each, or one similar project costing at least ₹41.77 million (~$513,318).</p>
<p>Additionally, bidders must have at least seven years of experience working with solar developers and EPC contractors as project or construction management consultants for at least one solar project in India with a minimum capacity of 50 MW and a cumulative capacity of at least 200 MW.</p>
<p>The net worth of bidders must be at least ₹6.96 million (~$85,532). Their average annual financial turnover in the last three years must be at least ₹20.88 million (~$256,626).</p>
<p>For any delay in work, liquidated damages will be levied at 0.25% of the contract value each week. The recovery on account of compensation for delay will be limited to 5% of the contract value.</p>
<p>IRPL had <a href="https://mercomindia.com/epc-tender-500-mw-solar-projects-in-karnataka/" target="_blank" rel="noopener">issued</a> the EPC tender for this project in August last year.</p>

Railways Issues Consultancy Tender for 500 MW Solar Projects in Karnataka

					</table><p>IRCON Renewable Power (<a href="https://www.ircon.org/index.php?lang=en" target="_blank" rel="noopener">IRPL</a>) has invited bids for an engineering, procurement, and construction (EPC) package with a 220 kV substation for 500 MW of grid-connected solar power projects at Pavagada in Karnataka.</p>
<p>The successful bidder must oversee the project&#8217;s operation and maintenance for three years.</p>
<p>The scope of work includes the design, engineering, manufacturing, supply, packing and forwarding, transportation, unloading, storage, all related and associated civil works, installation, and commissioning of 500 MW of grid-connected solar power projects.</p>
<p>The project will be developed under the domestic content requirement (DCR) category.</p>
<p>The company plans to finance the project through a financing arrangement.</p>
<p>The last date to submit the bids is September 20, 2022. Bids will be opened the following day.</p>
<p>Bidders must submit ₹114.95 million (~$1.44 million) as an earnest money deposit. The successful bidder must furnish a contract performance security of 3% of the contract price within 28 days of award notification.</p>
<p>The project must be completed within 17 months of the award.</p>
<p>Bidders should have as EPC contractors or as developers designed, erected, and commissioned grid-connected solar power projects of cumulative installed capacity of 80 MW or higher, out of which at least one plant should have been 20 MW or higher capacity. The reference project of 20 MW or higher capacity must have been in operation for at least six months before the bid opening date.</p>
<p>Bidders should have executed at least one electrical substation of 220 kV or above voltage level, consisting of equipment such as 220 kV or above voltage level circuit breakers and power transformers. The project should have been in successful operation for at least one year prior to the bid opening date.</p>
<p>Alternatively, bidders should have executed in the last ten years an industrial project either as a developer or as an EPC contractor in the area of power, steel, oil &amp; gas, petrochemical, fertilizer, cement, coal mining, or any other process industry, of a value of ₹1.8 billion (~$22.49 million) or more in a single project. The same should have been in operation for at least one year before the bids are opened.</p>
<p>The bidders&#8217; average annual turnover should not be less than ₹1.8 billion (~$22.49 million) for any three of the last five financial years. If they do not satisfy the annual turnover criteria on their own, their holding companies would be required to meet the stipulated turnover requirements.</p>
<p>The net worth of bidders as of the last day of the preceding financial year should not be less than 100% of the paid-up share capital.</p>

EPC Tender Floated for 500 MW of Solar Projects in Karnataka

<p>IRCON International Limited (<a href="https://intranet.ircon.org/" target="_blank" rel="noopener noreferrer">IRCON</a>), a public sector enterprise, signed a Memorandum of Understanding  (MoU) with the National Investment and Infrastructure Fund Limited (NIIFL) and Ayana Renewable Power Private Limited. Through this agreement, the three entities aim to explore and collaborate on opportunities in the solar energy sector.</p>
<p>According to a filing on <a href="https://www.bseindia.com/" target="_blank" rel="noopener noreferrer">BSE Limited</a>, NIIFL and IRCON will evaluate strategic partnerships across infrastructure projects and have also agreed in-principle to identify and execute solar projects either through joint ventures or consortium arrangements.</p>
<p>IRCON, formerly Indian Railways Construction Company Limited, is a specialized construction organization under the Ministry of Railways. It covers the entire spectrum of construction activities and services in the infrastructure sector. Ayana is an independent power producer with 800 MW of renewable energy projects under development.  NIIF, anchored by the central government, is a fund manager that invests in infrastructure and related sectors in India.</p>
<p>“The partnership will further consider suitable opportunities for solar energy production for the Indian Railways as they intend to increase the share of renewables in their overall energy mix. This collaboration will enable execution of renewable energy projects at scale by utilizing the complementary strengths of all partners,” states the company’s press release.</p>
<p>During the announcement of the Budget 2020, Finance Minister Nirmala Sitharaman had <a href="https://mercomindia.com/budget-2020-renewable-220-billion/" target="_blank" rel="noopener noreferrer">stated</a> that solar capacity would be deployed along the railway tracks on lands owned by the Indian Railways. She had mentioned that the government aims to electrify 27,000 km of railway tracks.</p>
<p>Commenting on the MoU, S.K. Chaudhary, chairman, and managing director, IRCON, said, “Through this collaboration, we are diversifying our business in the solar energy sector. Further, this collaboration is aligned with the Government of India’s policies on the renewable energy sector, and we believe the solar energy sector has enormous opportunities. We hope our association with AYANA and NIIFL to explore projects in the solar energy sector will be rewarding to all stakeholders.”</p>
<p>Sujoy Bose, the managing director, NIIFL, said, “Given the vast untapped potential of this sector and our focus on making sustainable investments, we are confident that through this partnership, we will be able to develop solar projects at scale and through them bring further efficiency into the energy mix in India.”</p>
<p>In January 2020, Mercom had reported that IRCON had <a href="https://mercomindia.com/indian-railways-develop-solar-projects/" target="_blank" rel="noopener noreferrer">invited</a> an expression of interest (EoI) from specialist construction contractors to associate with the company for its upcoming solar projects. The scope of work entailed the empanelment of contractors for the Seabird Project of Indian Navy at Karwar, Karnataka, along with other future projects.</p>
<p>Earlier, EverSource Capital and the National Investment and Infrastructure Fund of India had <a href="https://mercomindia.com/ayana-eversource-niif-renewable/" target="_blank" rel="noopener noreferrer">announced</a> that their partnership with Ayana Renewable Power, could see an investment of nearly $330 million (₹24.45 billion) cumulatively by all the three partners in India’s renewable projects.</p>

Indian Railways Ties Up with New Strategic Partners to Execute Solar Projects

<p>IRCON International Limited (<a href="https://www.ircon.org/index.php?lang=en" target="_blank" rel="noopener noreferrer">IRCON</a>), (formerly Indian Railways Construction Company Limited), has invited an expression of interest (EoI) from specialist construction contractors to associate with IRCON for its upcoming projects.</p>
<p>The contractors should have experience in effluent treatment p-lants, chilled water distribution systems, and solar-based grid-connected power projects. The firm should have the experience of carrying out work headed by the state and central authorities in India or similar authorities abroad.</p>
<p>The scope of work entails the empanelment of contractors for the Seabird Project of Indian Navy at Karwar, Karnataka along with other future projects. The validity of empanelment will be initially for one year and may be extended further based on the performance of the applicant.</p>
<p>The last date for the submission of bids is January 20, 2020.</p>
<p>For solar power projects at the dockyard, the bidder should have designed, supplied, erected, supervised, and commissioned rooftop solar projects of cumulative installed capacity of 5 MW or more out of which one project should be at least 1.75 MW capacity. The project should have been in operation for the last seven years ending six months before the last date of submission of the request for qualification (RfQ).</p>
<p>For solar power projects in fleet base buildings, the bidder should have designed, supplied, erected, supervised, and commissioned grid-connected rooftop solar projects of cumulative installed capacity of 2 MW or more out of which one project should be at least 500 kW capacity.</p>
<p>IRCON is a specialized construction organization under the Ministry of Railways covering the entire spectrum of construction activities and services in the infrastructure sector. According to IRCON, it has so far completed about 380 infrastructure projects in India and 128 projects across the globe in more than 24 countries.</p>
<p>In June 2019, the Indian Navy <a href="https://mercomindia.com/indian-navy-renewable-energy-generation/" target="_blank" rel="noopener noreferrer">announced</a> that it had pledged 1.5% of its entire works budget towards renewable energy generation. To achieve this goal, it has formulated a plan called the Indian Navy Environment Conservation Roadmap (INECR), with specific action plans covering the entire gamut of operations, maintenance, administration, and infrastructure. It also reported that nearly 24 MW of solar PV projects consisting of both rooftop solar and ground-mounted solar projects are under execution at various shore establishments of the Navy.</p>
<p>Recently, the Military Engineer Services (MES) <a href="https://mercomindia.com/military-engineer-services-tender-rooftop-solar-tamil-nadu/" target="_blank" rel="noopener noreferrer">issued</a> a tender for a 500 kW rooftop solar power project at Indian Naval Air Station at Rajali, Arakkonam in Tamil Nadu.</p>
