					</table><p>The Godavari Marathwada Irrigation Development Corporation (<a href="https://wrd.maharashtra.gov.in/Site/1194/GMIDC" target="_blank" rel="noopener">GMIDC</a>) has invited expressions of interest (EoIs) to develop an 85 MW floating solar project with a co-located battery energy storage system (BESS).</p>
<p>The project will be developed on the Mukane Reservoir in Igatpuri, Nashik district, Maharashtra, through a public-private partnership.</p>
<p>The last date to submit bids is September 28, 2026. Bids will be opened the next day.</p>
<p>The document fee is ₹11,800 (~$124), inclusive of goods and services tax.</p>
<p>The project is estimated to cost ₹6.7 billion (~$70.3 million), comprising ₹4.25 billion (~$44.6 million) for the floating solar project, ₹2.04 billion (~$21.4 million) for the BESS, and ₹413.4 million (~$4.3 million) as interest during construction.</p>
<p>The project must be completed within 24 months from the appointed date.</p>
<p>The selected developer will be responsible for financing, designing, supplying, installing, commissioning, operating, and maintaining the floating solar and storage systems. The developer will also undertake the associated power evacuation works.</p>
<p>The project is expected to have an installed floating solar capacity of 85 MW AC. The feasibility assessment estimates a DC capacity of approximately 119 MWp, corresponding to a DC-to-AC ratio of 1.4. The final capacity and configuration will be determined during the detailed project report stage.</p>
<p>The BESS must have a power capacity equivalent to at least 50% of the renewable energy capacity and a minimum duration of two hours. This translates to a minimum storage configuration of approximately 42.5 MW/85 MWh for the proposed 85 MW solar project.</p>
<p>The storage system must also provide a modular augmentation pathway to four hours if the commercial operation date moves beyond the financial year 2030.</p>
<p>The feasibility assessment has identified approximately 133 hectares across four reservoir patches for development, subject to confirmation during the detailed project report. The nearest substation is Wadiarhe.</p>
<p>The developer must undertake bathymetric, topographical, and reconnaissance surveys; prepare the project design; conduct the environmental impact assessment; and secure the required statutory clearances and approvals.</p>
<p>The scope also includes installing floating platforms, solar modules, anchoring and mooring systems, and cables. Onshore infrastructure will include BESS containers, power conversion systems, fire protection systems, transformers, a pooling station, and a supervisory control and data acquisition control room.</p>
<p>The developer must also provide earthing, bonding, and lightning protection systems and ensure compliance with dam safety exclusion zones, reservoir drawdown conditions, flood management requirements, and environmental safeguards.</p>
<p>During the operation and maintenance period, the floating solar project must maintain a capacity utilization factor of at least 19%. The project must maintain a project availability of at least 95%, while BESS availability must be at least 97%.</p>
<p>The floating solar performance ratio must exceed 80%. The BESS round-trip efficiency requirement will be finalized at the request for proposal stage based on the original equipment manufacturer&#8217;s guaranteed value.</p>
<p>The developer will execute the power purchase agreement with the Maharashtra State Electricity Distribution Company, while the tariff will require approval from the Maharashtra Electricity Regulatory Commission.</p>
<p>Bidders must have developed at least 43 MW of floating solar projects and at least 22 MW of BESS capacity. They can alternatively qualify based on equivalent solar infrastructure or solar infrastructure public-private partnership projects completed during the five years preceding the EoI submission date.</p>
<p>They must also have operated and maintained at least 43 MW of renewable energy projects for at least two years.</p>
<p>Bidders must have an average annual turnover of at least ₹1.67 billion (~$17.5 million) during the five financial years from 2022 through 2026 and a positive net worth as of March 31, 2025.</p>
<p>The EoI follows a series of floating solar and storage projects proposed by GMIDC in Maharashtra. In August, the corporation invited EoIs for <a href="https://www.mercomindia.com/maharashtra-invites-eois-for-115-mw-floating-solar-project-with-battery-storage" target="_blank" rel="noopener">115 MW</a> and <a href="https://www.mercomindia.com/maharashtra-invites-eoi-for-170-mw-floating-solar-project-with-battery-storage" target="_blank" rel="noopener">170 MW</a> floating solar projects with battery storage.</p>

					</table><p>The Godavari Marathwada Irrigation Development Corporation (<a href="https://mwrdidc.in/gmidc/home" target="_blank" rel="noopener">GMIDC</a>) has invited bids from infrastructure developers, hydropower operators, renewable energy developers, engineering, procurement, and construction (EPC) contractors, and eligible consortiums for the proposed upgradation, operation, maintenance, and management of the Jayakwadi pumped storage project in Maharashtra on a public-private partnership (PPP) basis.</p>
<p>The last date to submit bids is September 21, 2026. Bids will be opened on September 23.</p>
<p>The project envisages a comprehensive renovation, modernization, and life extension of the existing 12 MW reversible pump-turbine unit, together with all associated electro-mechanical and hydro-mechanical auxiliary systems, with the overarching objective of restoring performance, enhancing reliability, and expanding the plant’s operational capabilities for the long term.</p>
<p>As part of this redevelopment initiative, a structured capacity augmentation program is proposed, under which the existing unit will be upgraded, based on detailed residual life assessment, design evaluation and techno-economic feasibility studies, to achieve an indicative installed capacity of approximately 25 MW, thereby enabling improved peak-power delivery and strengthened grid-support functions.</p>
<p>The proposed redevelopment of the Jayakwadi pumped storage project is envisaged to be implemented through a structured PPP arrangement between GMIDC and an experienced private sector concessionaire.</p>
<p>The concessionaire must maintain at least 95% plant availability in both turbine and pump modes and achieve a round-trip cycle efficiency of more than 70%.</p>
<p>The concessionaire should mobilize and secure the entire project financing, including arranging debt and equity in proportions consistent with the DPR and PPP framework. This includes achieving financial closure within the stipulated timelines, ensuring availability of funds throughout development and O&amp;M phases, and maintaining financial solvency and compliance with lender covenants throughout the concession period.</p>
<p>It should undertake comprehensive engineering tasks, including preparation of all technical designs, construction drawings, method statements, material specifications, and a detailed DPR covering uprating methodology, equipment selection, construction sequencing, quality assurance standards, testing plans, and performance enhancement strategies.</p>
<p>Bidders should have developed and maintained pumped storage projects with a cumulative capacity of at least 10 MW in the last seven years.</p>
<p>Bidders&#8217; average annual turnover over the last three financial years should be at least ₹1 billion (~$10.49 million), and they should have a positive net worth as of the last date of the preceding financial year.</p>
<p>All consortium members together must meet 100% of all the eligibility criteria (both technical and financial).</p>
<p>Recently, GMIDC <a href="https://www.mercomindia.com/gmidc-tenders-150-mw-floating-solar-plus-150-mwh-battery-storage-project" target="_blank" rel="noopener">invited</a> expressions of interest (EoIs) to set up a 150 MW floating solar project with at least 75 MW/150 MWh of battery energy storage system on the reservoir surface of Mula Major Dam on a public-private partnership basis in the state’s Ahilyanagar district.</p>

<p>Bids must be submitted by September 10, 2026. Bids will be opened the next day.</p>
<p>Bidders must furnish a document fee of ₹11,800 (~$123.33), inclusive of GST.</p>
<p>The scope of work entails the design, supply, install, test, and commission of the floating solar capacity with the co-located energy storage system. It also involves providing operation and maintenance services for 25 years.</p>
<p>Selected bidders must prepare detailed project reports and undertake site and technical studies. They must provide floating platforms, anchoring and mooring systems, solar modules, cabling, power conversion system, energy storage system containers, and fire-safety systems.</p>
<p>They must also provide the transformers, pooling station, supervisory control and data acquisition, earthing, lightning protection, and power evacuation infrastructure.</p>
<p>Successful bidders must secure statutory approvals and undertake complete grid integration. They must also comply with dam-safety, environmental, scheduling, and deviation settlement mechanisms (DSM).</p>
<p>The project must achieve a solar capacity utilization factor of at least 19%, solar availability of 98% annually, and a performance ratio of at least 80%.</p>
<p>The energy storage system must have a minimum availability of 97%. The system must provide a minimum two-hour duration, with provision for augmentation to four hours if commissioning slips beyond the commercial operation date.</p>
<p>The energy storage system must have a minimum capacity of 50% of the contracted renewable capacity.</p>
<p>Selected bidders must also ensure 98% reservoir/floating solar system uptime, 100% metering and scheduling/DSM compliance, and zero lost-time safety incidents.</p>
<p>The solar plus energy storage projects must be commissioned within 24 months.</p>
<p>Construction delays will attract liquidated damages of 0.5% per week, capped at 10%. Solar or energy storage availability shortfalls will result in a 0.1% premium deduction for every 1% shortfall. Penalties will also apply for performance ratio, energy delivery, energy storage duration or efficiency, and DSM non-compliance.</p>
<p>Metering violations can attract a ₹500,000 (~$5,226) penalty per meter, while major safety breaches may lead to suspension or intervention by the authority.</p>
<p>Bidders must have collectively developed at least 75 MW of floating solar projects and 38 MW of BESS projects, or equivalent solar infrastructure projects, during the five years preceding the EOI submission date.</p>
<p>Alternatively, they must have set up equivalent solar infrastructure projects during the same period.</p>
<p>Bidders must have operated and maintained at least 75 MW of renewable energy capacity for at least two years.</p>
<p>Bidders must have had a minimum average annual turnover of ₹2.96 billion (~$31 million) during the last five financial years.</p>
<p>They must have a net worth of at least ₹1.11 billion (~$11.09 million) as of March 31, 2025, equivalent to 25% of the ₹4.44 billion (~$44.36 million) amount specified in the eligibility criteria.</p>

<p>The project will be developed at the Shankarraoji Chavan Vishnupuri Project in Nanded, under a public-private partnership (PPP) model.</p>
<p>The EoI estimates the project cost at ₹975 million (~$10.22 million), comprising ₹572 million (~$6 million) for the solar component, ₹343 million (~$3.6 million) for the BESS, and ₹60 million (~$629,000) in interest during construction.</p>
<p>The last date to submit bids is September 7, 2026. Bids will be opened the following day.</p>
<p>Bidders must pay a non-refundable document fee of ₹5,000 (~$52.4), excluding GST.</p>
<p>The selected bidder will be responsible for designing, supplying, installing, testing, commissioning, operating, and maintaining the solar and co-located BESS facilities.</p>
<p>The proposed period is  25 years from the commercial operation date.</p>
<p>The solar project will be developed in the Rising Main Area of the Vishnupuri project. The BESS will be co-located with the solar project.</p>
<p>For the targeted commissioning in the financial year 2028-29, the storage system must have a power capacity equivalent to at least 50% of the contracted renewable energy capacity and a minimum duration of two hours. The project must also provide for modular augmentation to four hours if the applicable policy requirements change based on the commissioning timeline.</p>
<p>The project document separately proposes reserving one hectare adjacent to the switchyard for a 7 MW BESS with two hours of storage.</p>
<p>The project is intended to supply renewable energy for the Vishnupuri Lift Irrigation program and associated pumping infrastructure. The existing operational load includes four high-tension pumps rated at 850 HP each. The Water Resources Department also plans to add 15 pumps rated at 650 HP each. The load requirement for drinking-water pumping facilities is stated at 5 MW.</p>
<p>The successful bidder will be responsible for preparing the detailed project report, conducting technical studies, arranging financing, obtaining statutory approvals, developing the solar and storage facilities, and establishing associated transformers, switchgear, pooling station, supervisory control and data acquisition systems, and operation and maintenance facilities.</p>
<p>They will also be responsible for establishing and maintaining the power evacuation infrastructure from the project switchyard to the designated pooling substation. The project is proposed to synchronize with the Maharashtra State Electricity Distribution Company grid.</p>
<p>According to the EoI, the developer will execute a power purchase agreement with Maharashtra State Electricity Distribution Company, with tariff determination subject to approval by the Maharashtra Electricity Regulatory Commission.</p>
<p>The project must maintain a solar capacity utilization factor of at least 19%, plant availability of at least 98%, and a performance ratio above 80% during operations. The BESS must maintain availability of at least 97%, while its round-trip efficiency must meet the original equipment manufacturer&#8217;s guaranteed value.</p>
<p>The successful bidder will bear the risks associated with project planning, design, engineering, procurement, construction, commissioning, financing, operations, maintenance, and performance.</p>
<p>GMIDC will provide access to the designated land and facilitate statutory clearances falling within its jurisdiction.</p>

<p>The project is expected to have approximately 161 MWp of DC capacity and 115 MW of AC capacity. The feasibility assessment has identified approximately 180 hectares of usable reservoir surface across four patches. The final area will be determined during the detailed project report stage.</p>
<p>For projects commissioned during the targeted FY 2028 to FY 2029 period, the storage system must have a power capacity of at least 50% of the contracted renewable energy capacity and provide at least two hours of storage.</p>
<p>The storage system must also have a modular design that allows its duration to be increased to four hours if the project&#8217;s commissioning extends beyond FY 2029 and into FY 2030.</p>
<p>The successful developer will be responsible for preparing the detailed project report, arranging financing, engineering, procurement, construction, testing, commissioning, and operation and maintenance of the floating solar and storage facilities.</p>
<p>The scope also includes floats, anchoring and mooring systems, transformers, switchgear, pooling infrastructure, supervisory control and data acquisition systems, BESS infrastructure, grid connectivity, and associated onshore facilities.</p>
<p>The developer must undertake bathymetric, topographical, geotechnical, and hydrographic surveys and obtain the statutory approvals required for the project.</p>
<p>The project must be completed within 24 months from the appointed date.</p>
<p>The developer will enter into a power purchase agreement with Maharashtra State Electricity Distribution Company. The tariff will be subject to approval by the Maharashtra Electricity Regulatory Commission.</p>
<p>GMIDC will provide the required rights over the reservoir surface, switchyard, and associated land and facilitate approvals under the irrigation department&#8217;s jurisdiction.</p>
<p>Bidders must have developed at least 58 MW of floating solar capacity and 29 MW of BESS capacity or have relevant experience in solar infrastructure projects developed under the public-private partnership model during the preceding five years.</p>
<p>They must also have operated and maintained at least 58 MW of renewable energy capacity for at least two years.</p>
<p>Bidders must have an average annual turnover of at least ₹2.27 billion (~$23.8 million) during the five financial years from FY 2022 to FY 2026 and a positive net worth as of March 31, 2026.</p>
<p>The floating solar project must achieve a minimum capacity utilization factor of 19%, while the BESS must maintain availability of at least 97%. The project must also maintain a performance ratio above 80%.</p>
<p>Reservoir operations, including water releases required for irrigation and dam safety, will take precedence over floating solar operations.</p>

<p>The document fee is ₹11,800 (~$123), inclusive of goods and services tax.</p>
<p>The estimated project cost is ₹13.26 billion (~$139 million). This includes ₹8.70 billion (~$91 million) for the floating solar component, ₹3.74 billion (~$39 million) for the BESS, and ₹820 million (~$8.6 million) toward interest during construction.</p>
<p>The proposed floating solar project will have an AC capacity of 170 MW and an estimated DC capacity of approximately 238 MWp, based on a DC-to-AC ratio of 1.4.</p>
<p>The BESS must have a minimum power capacity of 50% of the contracted renewable energy capacity and a minimum storage duration of two hours. For the proposed 170 MW project, this translates into a minimum BESS capacity of 85 MW/170 MWh.</p>
<p>If the project commissioning extends beyond the financial year 2029 to 30, the storage system must be capable of augmentation to four hours.</p>
<p>The project is expected to be commissioned within 24 months from the appointed date, with commercial operations targeted for the financial year 2028 to 29. The selected developer must achieve financial closure within 180 days.</p>
<p>The concession period will be 25 years from the commercial operation date. GMIDC may extend the concession by up to 10 years based on satisfactory performance and mutual agreement following a review after the twentieth year of operations.</p>
<p>The project is proposed to be connected at the 132 kV level. The feasibility assessment envisages an approximately 18 km, 132 kV double circuit transmission line connecting the project to the 132/33 kV Akhada Balapur Kalamnuri substation.</p>
<p>The project must maintain a minimum capacity utilization factor of 19% and a performance ratio exceeding 80%. BESS availability must be at least 97%.</p>
<p>The EOI specifies an operation and maintenance cost ceiling of less than ₹1 million (~$10,486 )/MW/year. Forced outages must remain below 2% of annual operating time, with no individual outage exceeding 48 hours. Grid response time must be less than 30 minutes.</p>
<p>Bidders must have collectively developed at least 85 MW of floating solar capacity and 43 MW of BESS capacity. Alternatively, applicants can demonstrate experience in equivalent solar public-private partnership projects undertaken during the five years preceding the bid submission date.</p>
<p>They must also have operated and maintained at least one renewable energy project of 85 MW or more for a minimum of two years. The qualifying experience must be supported by O&amp;M contracts, work orders, and client performance certificates.</p>
<p>Bidders must have recorded an average annual turnover of at least ₹3.3 billion (~$34.6 million) during the five financial years from 2021-22 to 2025-26. They must also have a positive net worth as of March 31, 2026.</p>
<p>In July, GMIDC <a href="https://www.mercomindia.com/maharashtra-invites-eois-for-200-mw-floating-solar-battery-storage-project/" target="_blank" rel="noopener">invited</a> EOIs for the development, operation, maintenance, and management of a 200 MW floating solar project with a co-located BESS at the Purna Project reservoir in Hingoli district, Maharashtra.</p>
