					</table><p>Renewable energy company <a href="https://blupineenergy.com/" target="_blank" rel="noopener">BluPine Energy</a> has announced the financial closure of ₹5.11 billion (~$61.3 million) for its 120 MW solar project in Gujarat.</p>
<p>The green loan financing for the project was secured from <a href="https://www.sc.com/in/" target="_blank" rel="noopener">Standard Chartered</a>.</p>
<p>The total investment for the project is valued at ₹6.65 billion (~$79.8 million). Upon completion, the project is expected to generate about 323,000 MWh of solar energy annually, offsetting an estimated 296,000 tons of CO<sub>2</sub> and providing power to approximately 270,000 households.</p>
<p>The power generated from the project will be supplied to Gujarat Urja Vikas Nigam (GUVNL) under a power purchase agreement for 25 years from the scheduled commercial operation date.</p>
<p>Bluepine Energy had <a href="https://www.mercomindia.com/blupine-engie-tata-power-upc-winners-guvnls-750-mw-solar-auction" target="_blank" rel="noopener">won</a> the capacity under GUVNL’s auction to procure power from 750 MW of grid-connected solar projects with a greenshoe option of an additional capacity of up to 750 MW (Phase XVI).</p>
<p>The company had quoted the lowest tariff of ₹2.49 (~$0.031)/kWh to win 120 MW capacity.</p>
<p>“We are happy to announce the successful financial closure of our first 120 MW solar project in Gujarat. This accomplishment underscores our strategic vision and commitment to pioneering sustainable energy solutions. With a green loan valued at ₹5.11 billion (~$61.3 million), this visionary project not only contributes to India&#8217;s ambitious clean energy goals but also highlights our unwavering dedication to innovation and environmental responsibility,” Sanjeev Bhatia, CFO of BluPine Energy.</p>
<p>BluPine Energy’s cumulative solar and wind energy capacity in Gujarat will scale up to 360 MW and 290 MW, respectively, across three projects under GUVNL with the addition of this project.</p>
<p>Moreover, the overall renewable energy capacity will reach approximately 1.5 GW, with 360 MW currently operational.</p>
<p>BluPine Energy was established in India by Actis, a global investor with an investment of ₹800 million from Actis’ Energy Fund 5. The company aims to develop a 4-plus GW renewable energy portfolio in India exclusively.</p>
<p>Blupine was among the <a href="https://www.mercomindia.com/blupine-acme-winners-ruvnls-1-2-gw-solar-storage-auction/" target="_blank" rel="noopener">winners</a> in Rajasthan Urja Vikas Nigam’s auction to set up 1,200 MW of solar power projects anywhere in India with a committed supply for at least six hours from an energy storage system during peak demand periods. BluPine Energy won 100 MW by quoting a tariff of ₹6.68 (~$0.081)/kWh.</p>
<p>According to Mercom Capital Group’s <a href="https://mercomcapital.com/product/9m-q3-2023-solar-funding-ma-report/" target="_blank" rel="noopener">9M and Q3 2023 Solar Funding and M&amp;A Report</a>, the total announced large-scale project funding in the first nine months (9M) of 2023 came to $27.5 billion in 169 project funding deals, a 20% increase compared to $22.9 billion in 128 projects in 9M 2022.</p>

BluPine Secures ₹5.11 Billion Loan for 120 MW Solar Project

<p>Saudi Arabia’s energy giant <a href="https://www.acwapower.com/en/about-us/introduction/" target="_blank" rel="noopener noreferrer">ACWA Power</a>, along with the Gulf Investment Corporation (GIC) and Asia-Pacific Economic Cooperation (<a href="https://www.apec.org/" target="_blank" rel="noopener noreferrer">APEC</a>), has achieved the financial closure for a 500 MW solar independent power project (IPP) at Ibri in the Sultanate of Oman.</p>
<p>Ibri is also the largest utility-scale solar project in the country.</p>
<p>According to the ACWA’s press statement, the $400 million project will be funded on a debt to equity ratio of 70:30. The term of the offtake contract for the project will be 15 years from the commercial operation date (CoD).</p>
<p>“A syndicate of six international and local lenders will provide the $275 million senior debt. The mandated lead banks, including Asian Infrastructure Investment Bank (AIIB), Bank Muscat, Riyad Bank, Siemens Bank, Standard Chartered Bank, and Warba Bank, helped structure the largest utility-scale solar PV project in Oman on a 16.5-year door-to-door tenure,” states the company.</p>
<p>Door-to-door tenure means the period within which the total debt borrowed is to be paid back by the borrower to the lender. The deal also represents the first renewable energy financing in Oman as well as the Gulf Cooperation Council (GCC) region by AIIB.</p>
<p>Speaking on the occasion, Paddy Padmanathan, chief executive officer of ACWA Power, said that the successful financial closure during these challenging times is a “testament to the determination of all the stakeholders in this project to keep doing the best we can within the constraints we all need to work within.”</p>
<p>The 500 MW Ibri II solar project will be developed on a build, own, and operate (BOO) basis. The project will utilize cutting-edge solar PV technology to generate renewable power.</p>
<p>As per the company statement, at peak generation capacity, the project’s output will be enough to supply approximately 33,000 homes with electricity and will offset 340,000 tons of carbon dioxide emissions a year.</p>
<p>Rajit Nanda, a chief investment officer of ACWA Power, said, “The project which is the largest utility-scale solar PV project in Oman will also be the first renewable energy financing for AIIB in the GCC region, paving the way for a stronger partnership with the Beijing based international multilateral bank in the future.”</p>
<p>In February 2020, <a href="https://mercomindia.com/aiib-offers-oman-500-mw-solar-project/" target="_blank" rel="noopener noreferrer">Mercom</a> reported that the Asian Infrastructure Investment Bank offered a loan of $60 million (~₹4.3 billion) for a 500 MW solar project located at Ibri.</p>
<p><strong> </strong>Earlier, it was reported that a consortium of Kuwait and Saudi Arabian companies <a href="https://mercomindia.com/kuwait-saudi-consortium-wins-500-mw-solar-oman/" target="_blank" rel="noopener noreferrer">won</a> the bid to develop 500 MW of large utility-scale solar IPP located at Ibri. In November, Oman Power and Water Procurement Company received bids from three international consortia for the $400 million solar project.</p>

500 MW Solar Project in Oman’s Ibri Achieves Financial Closure

<p>Paving the way for the development of 500 MW of grid-connected solar projects in the state, the Uttar Pradesh Electricity Regulatory Commission (UPERC) has accepted the changes proposed by Uttar Pradesh New and Renewable Energy Development Agency (UPNEDA) in the request for selection (RfS) and power purchase agreement (PPA) of the projects.</p>
<p>UPNEDA had tendered the capacity in <a href="https://mercomindia.com/uttar-pradesh-solar-tender-500-mw/" target="_blank" rel="noopener noreferrer">January 2019</a>. The Uttar Pradesh Power Corporation Limited (<a href="https://www.upenergy.in/" target="_blank" rel="noopener noreferrer">UPPCL</a>) has agreed to procure the entire power generated from the proposed grid-connected solar PV projects.</p>
<p>UPNEDA had petitioned the commission to approve the ceiling tariff of ₹3.05 (~$0.043)/kWh for the tender, allow the proposed solar PV project to be set up on the land or waterbody identified by the successful bidder, and set the minimum project capacity of 5 MW at a single location.</p>
<p>UPNEDA had also requested the state commission to approve the financial closure period of 12 months for the solar PV projects.</p>
<p>The UPERC observed that the ceiling tariff set by UPNEDA is in line with the rates discovered in recent auctions and that the UPPCL is willing to procure at this tariff.</p>
<p>The commission has also approved the minimum project capacity at a single location, but it did not approve the financial closure timeline of 12 months for the solar PV projects. Instead, the UPERC has set a financial closure timeline of eight months. According to the UPERC, a timeline of 12 months for financial closure leads to delays in project execution and then petitions for extensions.</p>
<p>UPNEDA has revised the ceiling tariff by five paise (~$0.00071)/kWh when compared to the previous ceiling tariff of ₹3.10 (~$0.0424)/kWh that was set for the 550 MW tender issued in <a href="https://mercomindia.com/uttar-pradesh-comes-up-with-550-mw-solar-tender/" target="_blank" rel="noopener noreferrer">October 2018</a>. In that auction, the lowest discovered bid was ₹<a href="https://mercomindia.com/upneda-solar-auction-550-mw/" target="_blank" rel="noopener noreferrer">3.02 (~$0.04306)/kWh</a>.</p>

Uttar Pradesh Modifies Clauses in the 500 MW Solar Tender

<p>The Ministry of New and Renewable Energy (MNRE) has amended the guidelines for the implementation of its scheme under which the government aims to develop 5 GW of solar projects with Viability Gap Funding (VGF) under the fourth batch of the National Solar Mission (NSM) Phase-II.</p>
<p>According to the new amendment, if there is a delay in the allotment of land for the project or connectivity by the government, the Solar Energy Corporation of India (SECI) can now extend the time for the financial closure and commissioning date of the project, without any financial implications to the project developer.</p>
<p>Earlier, in such delays, SECI could extend the time for financial closure and commissioning date only up to three months. In case of extension beyond three months, SECI was earlier mandated to approach the MNRE with full justification for the delay, which would then be authorized to decide on further extension up to two months with the approval of its joint secretary and if the delay exceeds five months in total, the approval of MNRE’s secretary will be needed.</p>
<p>However, under the new amendment, if SECI itself is the solar park or project developer, then the approval for any extension will be given only by the MNRE.</p>
<p>This is the fourth time that the MNRE has made amendments to the VGF program guidelines. In <a href="https://mercomindia.com/mnre-amends-vgf-guidelines-solar/">June 2018</a>, MNRE amended the guidelines under which mandatory registration with state nodal agency will no longer be required for projects being implemented by SECI. Earlier, there was a requirement for registration with the state nodal agency and obtaining their approval for project implementation.</p>
<p>In June 2017, MNRE, for the <a href="https://mercomindia.com/mnre-amends-guideline-implementation-5000-mw-vgf-program/" target="_blank" rel="noopener">first time</a>, amended the guidelines for the implementation of 5,000 MW VGF program for solar under NSM Phase-II Batch-IV. The MNRE amendment <a href="http://mnre.gov.in/file-manager/UserFiles/Amendment-Scheme-for-over-5000MW-Grid-Connected-SPV-Power-Projects-with-VGF-under-JNNSM-22062017.pdf" target="_blank" rel="noopener">stated</a>, “SECI will tie up with buying entities and/or states for the entire capacity to be tendered, before the issue of request for selection (RfS).” Priority will be provided to the host state with the remaining power to be sold to other states or interested buying entities. The MNRE then amended the guidelines for the second time in <a href="https://mercomindia.com/mnre-amends-guidelines-solar-viability-gap-funding-program/" target="_blank" rel="noopener">September 2017</a>.</p>

MNRE Amends VGF Program Guidelines for Solar Projects Yet Again

<p><a href="http://www.azurepower.com/" target="_blank" rel="noopener">Azure Power (NYSE: AZRE)</a>, an independent solar power producer, has achieved financial closure for a 200 MW grid-connected solar photovoltaic (PV) project to be developed in the Bhadla Solar Park, Rajasthan.</p>
<p>Per the firm it closed a financing deal of ₹6 billion (~$88 million) for its 200 MW solar power project in Bhadla, Rajasthan ahead of schedule. The project is likely to be commissioned in 2019.</p>
<p>Speaking on this occasion, Inderpreet Wadhwa, Founder, Chairman and Chief Executive Officer, Azure Power said, “We are pleased to announce the closing of financing for our 200 MW plant in Bhadla. This financing is a testament to our strong financing, project development, engineering and execution capabilities. We are delighted to make this contribution towards realization of our Hon’ble Prime Minister’s commitment towards clean and green energy, through solar power generation.”</p>
<p>According to Mercom’s India Solar Project Tracker, Azure had quoted a tariff of ₹2.48 (~$0.0388)/kWh to develop the project. This was part of the 250 MW solar projects that was auctioned in <a href="https://mercomindia.com/azure-renew-winners-bhadla-auction/" target="_blank" rel="noopener">December 2017</a>.</p>
<p>Azure has been bidding to win projects and this was its second below ₹3/kWh. In September 2017, Azure won <a href="https://mercomindia.com/gujarat-government-agencies-push-low-bid-%E2%82%B92-65kwh-500-mw-guvnl-auction-india/" target="_blank" rel="noopener">260 MW</a> in the GUVNL auction with a bid of ₹2.67 (~$0.0417)/kWh.</p>
<p>In <a href="https://mercomindia.com/azure-raises-135-million-develop-200-mw-rooftop-solar/" target="_blank" rel="noopener">June 2018</a>, the company announced raising $135 million in debt financing from a consortium of development finance institutions, to finance approximately 200 MW of Azure Power’s rooftop solar photovoltaic (PV) projects across India.</p>
<p>Azure’s <a href="https://mercomindia.com/azure-revenue-up-29-percent-q1-19/" target="_blank" rel="noopener">total revenue</a> in the first quarter of FY19 was ₹2,422.5 million (~$35.4 million), which was up 29 percent from ₹1,877.9 million (~$27.36 million) during the same period in 2017. The increase in revenue was primarily driven by the commissioning of new projects, according to the company.</p>

Azure Power Closes $88 Million in Financing for its 200 MW Solar Project in Bhadla

<p><a href="http://www.equisenergy.com" target="_blank" rel="noopener">Equis Energy</a>, a renewable energy independent power producer (IPP), has achieved financial closure for the 127 MW Tailem Bend solar photovoltaic (PV) project in southern Australia.</p>
<p>The construction work for the grid-connected solar PV project will commence in February 2018 and Equis Energy plans to begin delivering the generated power to the grid in the first quarter (Q1) of the year 2019. The estimated cost of the project is $200 million (~₹12.95 billion).</p>
<p>Equis Energy has entered a Power Purchase Agreement (PPA) with Snowy Hydro Limited under which the latter will purchase 100 percent of the power from Tailem Solar for a period of at least 22 years.</p>
<p>Snowy Hydro is an Australian integrated energy business firm that owns and operates 5,500 MW of generation capacity across the country.</p>
<p>Tailem Solar, which is poised to become one of the lowest cost solar projects in Australia, will supply power equivalent to the annual needs of 41,600 households.</p>
<p>Commenting on the development, David Russell, the director of Equis Energy said in a press release, “Australia represents one of the most exciting solar power generation markets globally and Equis expects to build over $1 billion of new projects over the next 24‐36 months. As Asia’s largest renewable energy developer, Equis is able to leverage its economies of scale to deliver large scale, low‐cost, reliable renewable energy, which Australia needs, as well as providing employment opportunities and supporting economic growth in local communities.”</p>
<p>Equis will also develop Tailem Bend 2, a 111 MW solar project adjacent to Tailem Solar. Tailem Bend 2 will bring down power prices further by leveraging the existing infrastructure of Tailem Solar. The construction of Tailem Bend 2 is expected to kickstart in late 2018.</p>
<p>The two Tailem Bend solar projects will have a combined generation output of approximately 413,000 MWh/year, supplying power equivalent to the annual needs of 82,600 homes and cutting down over 200,000 tons of carbon dioxide emissions annually.</p>
<p>Equis Energy will also develop the <a href="https://mercomindia.com/equis-energy-develop-1-gw-solar-project-queensland-australia/" target="_blank" rel="noopener">1 GW</a> Wandoan South Solar Project in Queensland.</p>
<p>According to the company, Equis is the largest renewable energy IPP in the Asia‐Pacific region with 180 assets comprising 11,135 MW in Australia, Japan, India, Indonesia, the Philippines, Taiwan and Thailand.</p>
