					</table>The Rajasthan Renewable Energy Corporation (<a href="https://energy.rajasthan.gov.in/content/raj/energy-department/rrecl/en/home.html" target="_blank" rel="noopener">RRECL</a>) has invited bids to commission public electric vehicle (EV) charging infrastructure across 236 locations in the state.
The chargers are being <a href="https://www.mercomindia.com/government-notifies-guidelines-for-charging-stations-under-pm-e-drive" target="_blank" rel="noopener">installed</a> under the PM E-DRIVE program.
The last day to submit the bids is August 27, 2026. The technical bids will be opened on August 31.
The cost of the tender document is ₹2,950 (~$30.86), while the bid processing fee is ₹2,500 (~$26.16).
The selected bidder must pay RRECL a fixed land usage charge of ₹1/kWh (~$0.01/kWh) for electricity sold to EV users. Bidders must also quote a revenue share from the service charge component on a per-kWh basis.
The bidder offering the highest revenue share to RRECL will be selected for each package.
The service charge ceiling for direct current fast charging is ₹11/kWh (~$0.12/kWh) during solar hours from 9 a.m. to 4 p.m. and ₹13/kWh (~$0.14/kWh) during non-solar hours from 4 p.m. to 9 a.m. These charges exclude the electricity tariff, land charge, and applicable goods and services tax.
The package-wise bid security is ₹3.23 million (~$33,889) for Jaipur I, ₹2.93 million (~$30,694) for Jaipur II, ₹2.93 million (~$30,671) for Udaipur, ₹1.89 million (~$19,836) for Kota, ₹3.21 million (~$33,634) each for Ajmer and Alwar, and ₹2.52 million (~$26,400) for Jodhpur.
Selected bidders must submit a performance security equivalent to 10% of the estimated package value.
A bidder may apply for up to four packages and receive up to four packages. However, a bidder cannot participate in both the Jaipur I and Jaipur II packages simultaneously.
The tender covers 696 chargers across Ajmer, Udaipur, Alwar, Jodhpur, Jaipur, and Kota. The proposed infrastructure comprises 316 light electric vehicle direct current chargers with capacities of up to 12 kW and 380 CCS II direct current fast chargers rated at 120 kW.
The charging infrastructure has been divided into seven packages comprising Jaipur I, Jaipur II, Ajmer, Alwar, Udaipur, Jodhpur, and Kota.
Ajmer and Alwar will each have 110 chargers across 40 locations, comprising 50 12 kW chargers and 60 120 kW chargers.
Udaipur will have 102 chargers across 32 locations, comprising 42 12 kW chargers and 60 120 kW chargers.
Jodhpur will have 92 chargers across 26 locations, comprising 40 12 kW chargers and 52 120 kW chargers.
The Jaipur I package will cover 114 chargers across 38 locations, comprising 54 12 kW chargers and 60 120 kW chargers. Jaipur II will include 98 chargers across 38 locations, comprising 46 12 kW chargers and 52 120 kW chargers.
Kota will have 70 chargers across 22 locations, comprising 34 12 kW chargers and 36 120 kW chargers.
The estimated values of the Jaipur I and Jaipur II packages are ₹161.96 million (~$1.69 million) and ₹146.70 million (~$1.53 million), respectively.
The Ajmer and Alwar packages are each valued at ₹160.74 million (~$1.68 million).
The Udaipur, Jodhpur, and Kota packages are valued at ₹146.59 million (~$1.53 million), ₹126.17 million (~$1.32 million), and ₹94.80 million (~$991,839), respectively.
The project will be implemented under a revenue-sharing model for 10 years. The contract may be extended by up to five years through mutual agreement between RRECL and the selected bidder.
RRECL will provide the identified land locations.
The selected bidders will be responsible for financing, designing, installing, commissioning, operating, and maintaining the charging stations and associated upstream electrical infrastructure.
The bidders must also construct charging canopies and designated flagship carports in accordance with designs approved by RRECL.
Solar modules must be installed on the canopy roofs based on the available shadow-free area.
The selected bidders must complete the energization of all chargers and onboard them on the Ministry of Heavy Industries portal within six months from the issuance of the letter of award.
Bidders may install chargers with capacities higher than those specified in the tender at their own cost. However, the subsidy will be calculated based on the capacity specified in the tender. Installation of chargers with capacities lower than the specified rating will not be permitted.
The bidders must obtain electricity connections from the relevant distribution companies and secure all permissions, approvals, and no-objection certificates required for commissioning and operating the charging stations.
The charging stations must maintain a minimum monthly uptime of 90% at each location.
A penalty of ₹2,000 (~$20) will be imposed for each percentage point by which uptime falls below 90%.
If uptime falls below 85% for three consecutive months, RRECL may forfeit the performance security.
Under Category A, charging stations located at government offices, hospitals, educational institutions, residential complexes, central public sector enterprises, and other government establishments are eligible for subsidies covering up to 100% of the upstream infrastructure and charging equipment costs, subject to the applicable benchmark costs.
Under Category B, stations at government-owned or controlled locations, including railway stations, airports, public sector oil marketing company outlets, bus stations, municipal parking areas, toll plazas, and highway amenities, are eligible for subsidies of up to 80% of upstream infrastructure costs and 70% of charging equipment costs.
The subsidy will be calculated on the lower of the applicable benchmark cost or the actual project cost.
Bidders must have a positive net worth as of March 31, 2026, and a minimum average annual turnover of ₹100 million (~$1.05 million) per package during the preceding three financial years. Those bidding for multiple packages must meet the cumulative turnover requirement.
Bidders must have experience successfully installing and operating electric vehicle charging stations in the previous three years, and the cited projects must remain operational when bids are submitted.
The minimum installed and operational charger capacity required is 2,400 kW for Jaipur I, 2,000 kW for Jaipur II, 2,300 kW each for Udaipur, Ajmer, and Alwar, 2,000 kW for Jodhpur, and 1,400 kW for Kota. Bidders must submit evidence of previously installed and operational charging stations, including system-generated energy sales records.
Bidders must also have implemented a charging management system and an app-based charging platform.
EV sales in India <a href="https://www.mercomindia.com/evs-account-for-over-10-of-vehicle-sales-in-q2-2026/" target="_blank" rel="noopener">reached</a> 837,453 units in the second quarter of 2026, a year-over-year increase of 52.3% over 549,900 units recorded in the corresponding quarter of 2025.
