In September 2025, the Ministry of Finance reduced the GST rate on high-value system components such as solar modules, cells, and inverters.</p>
<p>The Rajasthan High Court <a href="https://www.mercomindia.com/rajasthan-high-court-issues-protective-order-against-anti-dumping-duty-on-solar-modules" target="_blank" rel="noopener">issued</a> a temporary stay order on the Directorate General of Trade Remedies’ (DGTR) recommendation of imposing anti-dumping duties on imports of solar cells and modules. The High Court issued the stay order following a joint petition filed by the Rajasthan Solar Association and Pratapgarh Solar Developers, opposing the DGTR’s recommendation for imposing anti-dumping duties on imports of solar cells and modules.</p>
<p>Textile company Sangam India <a href="https://www.mercomindia.com/sangam-india-awards-27-mw-solar-project-epc-contract-to-ib-vogt" target="_blank" rel="noopener">awarded</a> an engineering, procurement, and construction contract to IB Vogt Solar India to set up a 27 MW solar power project in Sangarh Village, Jaisalmer district, Rajasthan. The project, which allows a ±5% variation in installed capacity, is intended to increase the company’s captive renewable energy consumption and lower power costs.</p>
<p>Utility-scale solar installations <a href="https://www.mercomindia.com/top-five-states-for-utility-scale-solar-in-2025-infographics" target="_blank" rel="noopener">continue</a> to expand rapidly, driven by supportive government policies, competitive tariffs, and growing demand for clean energy. A few states account for the majority of installed capacity, benefiting from abundant solar resources, availability of land, and robust transmission infrastructure, making them key contributors to the country’s utility-scale solar growth. India added 21.7 GW of utility-scale solar in the first nine months of 2025, according to Mercom India Research.</p>
<p>In 2025, Mercom India <a href="https://www.mercomindia.com/mercom-indias-most-read-news-stories-from-2025" target="_blank" rel="noopener">published</a> significant stories on the renewable energy sector, spanning rooftop solar markets, trade actions reshaping solar manufacturing economics, grid reliability concerns, tax reforms, and investments in clean energy manufacturing and transmission.</p>
<p>Solar power adoption in India’s commercial and industrial sector is <a href="https://www.mercomindia.com/honeywell-automation-cuts-power-costs-with-332-3-kw-rooftop-solar-system" target="_blank" rel="noopener">accelerating</a> as companies seek to manage rising electricity costs, meet sustainability targets, and ensure long-term energy security. One such company is Honeywell Industrial Automation, which has installed a 332.30 kW rooftop solar system at its facility in Dehradun.</p>
<p>The Central Electricity Regulatory Commission (CERC) <a href="https://cms.mercomindia.com/cerc-rejects-sjvns-plea-for-allocation-of-residual-greenshoe-solar-capacity/" target="_blank" rel="noopener">dismissed</a> a petition filed by SJVN seeking approval to allot 316 MW of unallocated renewable energy capacity under the greenshoe option in a firm-and-dispatchable renewable energy tender. The Commission concluded that neither the Ministry of Power’s competitive bidding guidelines nor the tender documents provided any mechanism for allocating residual capacity under the greenshoe option after completion of the bidding process.</p>
<p>The CERC <a href="https://www.mercomindia.com/cerc-approves-tariffs-for-nhpcs-2-gw-solar-projects" target="_blank" rel="noopener">approved</a> tariffs ranging from ₹2.56 (~$0.028)/kWh to ₹2.57 (~$0.029)/kWh discovered at NHPC’s auction for setting up 1,200 MW interstate transmission system-connected solar projects. For the additional 1.2 GW under the greenshoe option, ₹2.56 (~$0.028)/kWh was approved only for 800 MW of capacity.</p>
<p>West Bengal Electricity Regulatory Commission <a href="https://www.mercomindia.com/dvcs-psa-with-nhpc-for-250-mw-firm-and-dispatchable-renewable-energy-approved" target="_blank" rel="noopener">approved</a> a power sale agreement between the Damodar Valley Corporation and NHPC for procuring firm-and-dispatchable renewable energy from ACME Solar Holding’s 250 MW solar project coupled with a 250 MW/1,150 MWh battery energy storage system (BESS).</p>
<p>The Bihar Electricity Regulatory Commission <a href="https://www.mercomindia.com/bihar-proposes-generic-renewable-energy-tariffs-for-fy-2026" target="_blank" rel="noopener">released</a> a draft tariff order proposing generic levelised tariffs for electricity generated from select renewable energy sources for the financial year 2025-26. Biomass gasifier-based power projects have been assigned a tariff of around ₹9.49 (~$0.106)/kWh, compared to ₹9.12 (~$0.102)/kWh in the previous year.</p>
<p>Gujarat Urja Vikas Nigam <a href="https://www.mercomindia.com/guvnl-issues-335-mw-670-mwh-standalone-bess-tender" target="_blank" rel="noopener">invited</a> bids to set up 335 MW/670 MWh of standalone BESS in Gujarat (Phase VIII). Bids must be submitted by January 22, 2026. Bids will be opened on January 28. The scope of work includes the design, financing, supply, installation, testing, commissioning, operation, and maintenance of a standalone, utility-scale BESS. The minimum bid size is 130 MWh (65 MW x 2 hours).</p>
<p>Ahmedabad-based integrated power transmission equipment manufacturer Diamond Power Infrastructure <a href="https://www.mercomindia.com/diamond-power-secures-power-cable-supply-order-from-solar-epc-firm" target="_blank" rel="noopener">received</a> a letter of intent from Hild Projects, a solar engineering, procurement, and construction contractor, for the supply of power cables. The total value of the order stands at ₹661.8 million (~$7.35 million). The order is scheduled for execution between January 1, 2026, and June 30, 2026.</p>
<p>Solar module manufacturer GREW Solar <a href="https://www.mercomindia.com/grew-solar-to-supply-modules-for-ntpcs-1-46-gw-solar-projects" target="_blank" rel="noopener">secured</a> a contract valued at over ₹20.28 billion (~$225.82 million) from NTPC Renewable Energy (NREL) to supply high-efficiency solar modules with an approximate capacity of 1,464.5 MW for power projects across Uttar Pradesh. Grew Solar secured the order after winning NREL’s auction for the supply of crystalline bifacial modules for its upcoming solar projects in Lalitpur and Chitrakoot districts of Uttar Pradesh, with a total capacity of 1,000 MW.</p>
<p>Waaree Power, a wholly owned subsidiary of Waaree Energies, <a href="https://www.mercomindia.com/waaree-commissions-3-gw-solar-inverter-facility-in-gujarat" target="_blank" rel="noopener">commissioned</a> two 1.52 GW solar inverter manufacturing lines, totalling 3.05 GW, at its facility in Sarodhi-Valsad, Gujarat. The company will manufacture single-phase and three-phase on-grid inverters. According to the Mercom India Solar Market Leaderboard 2025, string inverters captured a larger market share than central inverters during the year.</p>
<p>Solar energy solutions GRE Renew Enertech <a href="https://www.mercomindia.com/gre-renew-enertech-gets-bse-principle-nod-for-ipo" target="_blank" rel="noopener">received</a> an in-principle approval from BSE for its proposed initial public offering (IPO). The company proposes to issue up to 3,768,000 equity shares of face value of ₹10 (~$0.11) in the IPO. GRE plans to utilize a portion of the IPO proceeds to develop a 7.2 MW ground-mounted solar power project under the renewable energy service company model.</p>

					</table><p>The <a href="https://hcraj.nic.in/" target="_blank" rel="noopener">Rajasthan High Court</a> has issued a temporary stay order on the Directorate General of Trade Remedies’ (<a href="https://www.dgtr.gov.in/en" target="_blank" rel="noopener">DGTR</a>) recommendation of imposing anti-dumping duties on imports of solar cells and modules.</p>
<p>The High Court issued the stay order following a joint petition filed by the <a href="https://rajasthansolarassociation.com/" target="_blank" rel="noopener">Rajasthan Solar Association</a> and Pratapgarh Solar Developers, opposing the DGTR’s recommendation for imposing anti-dumping duties on imports of solar cells and modules. Anti-dumping duties on solar cells and modules have a public interest impact, as they may raise solar power tariffs for consumers.</p>
<p>The High Court kept any orders passed by the respondents in the case, namely DGTR, Union of India, the Commissioner of Customs (Jodhpur), and the Assistant Commissioner of Customs (Jodhpur), in abeyance until January 5, 2026.</p>
<p>The High Court highlighted that the stay order was passed due to the paucity of time and ensuing vacations for judges.</p>
<p>The petitioner’s and respondents’ submissions will be heard on the next date of hearing.</p>
<p>In an earlier order passed by the High Court on December 15, 2025, it also asked the respondents to share an update on the anti-dumping duties recommended by the DGTR on solar modules/cells.</p>
<p>The High Court said that under Rule 17 of the Customs Tariff (Identification, assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995, the duration for completing the investigation and imposing anti-dumping duties is three months, ie, December 29, 2025.</p>
<p>The Court directed that if the central government issues a notification imposing an anti-dumping duty on imports of solar cells and modules, the notification must remain in abeyance until the next hearing date (January 5, 2026). In effect, even if an anti-dumping duty notification is issued, it will not be effective during this interim period, shielding the petitioners from immediate adverse consequences.</p>
<p>In September 2025, DGTR <a href="https://www.mercomindia.com/india-slaps-30-antidumping-duty-on-solar-cell-imports-from-china" target="_blank" rel="noopener">recommended</a> imposing antidumping duties up to 30% on imports of solar cells, whether or not assembled into modules, originating in or exported from China for three years.</p>
<p>The investigation was initiated following petitions filed by solar manufacturers alleging that the dumping of imported solar cells and modules hurt the domestic solar manufacturing sector.</p>
<p>DGTR had <a href="https://www.mercomindia.com/dgtr-opens-anti-dumping-investigation" target="_blank" rel="noopener">initiated</a> the investigation in October 2024.</p>
<p>While welcoming the DGTR&#8217;s move to <a href="https://www.mercomindia.com/will-antidumping-duties-on-cells-spark-a-new-wave-of-solar-investment-in-india" target="_blank" rel="noopener">impose</a> anti-dumping duties on imports of solar cells and modules, the solar industry highlighted the gap in domestic cell and module manufacturing capacity, which could lead to short-term supply issues for modules.</p>


Rajasthan High Court Issues Protective Order Against Anti-Dumping Duty on Solar Modules

					</table><p>The <a href="https://www.commerce.gov.in/">Ministry of Commerce and Industry</a> has finalized anti-dumping duties on imports of textured tempered solar glass from China and Vietnam.</p>
<p>A ministry investigation concluded that dumping of solar glass by the two countries had caused material injury to the domestic industry.</p>
<p>To offset the impact of dumped imports on the domestic industry, the investigation found it necessary to impose anti-dumping duties on the solar glass imports.</p>
<p>Anti-dumping duties have been determined within the range of $658-$664/MT for China and $570-$664/MT for Vietnam.</p>
<p>The investigation found the landed value of the imported solar glass is below the selling price of the domestic industry, thereby leading to price suppression.</p>
<p>It added that import prices have not moved along with the cost of production, which has prevented the domestic industry from increasing its prices.</p>
<p>It also revealed that in the investigation period from January 2023 to December 2023, imports from China and Vietnam increased significantly from 29,980 MT in 2020-21  to 779,017 MT during the period of investigation.</p>
<p>The investigation also added that due to the impact of dumped imports, the domestic industry&#8217;s market share declined significantly.</p>

<p>Borosil Renewable initiated the investigation which <a href="https://www.mercomindia.com/dgtr-anti-dumping-probe-solar-glass">began</a> in February 2024.</p>
<p>In November 2024, the Ministry of Finance <a href="https://www.mercomindia.com/india-slaps-anti-glass-from-china-and-vietnam">issued</a> provisional anti-dumping duties on imported textured, tempered, coated, and uncoated solar glass from China and Vietnam.</p>
<p>Additionally, the Ministry of Commerce concluded its anti-subsidy investigation on the import of solar glass from Vietnam.</p>
<p>Countervailing duties have been determined within the range of within the range of $539-$664/MT.</p>

<p>The investigation concluded that the imports from Vietnam increased manifold during the investigation period. It concluded that countervailing duties must be imposed on imports of solar glass Vietnam for five years in parallel with the imposition of anti-dumping duties.</p>
<p>The imposition of anti-dumping duties on solar glass imports has also <a href="https://www.mercomindia.com/anti-dumping-solar-glass-module-price-increases" target="_blank" rel="noopener">raised</a> concerns about further module price increases in an industry already grappling with higher costs since April following the reimposition of the Approved List of Models and Manufacturers.</p>


India Slaps Anti-Dumping Duties on Solar Glass Imports from China and Vietnam

Juniper, ReNew, Zelestra, and Hero won 200 MW, 150 MW, 140 MW, and 120 MW, respectively, at a tariff of ₹4.25 (~$0.0506)/kWh. Avaada was awarded 590 MW at a tariff of ₹4.26 (~$0.0507)/kWh. The tender was floated in March this year.</p>
<p><a href="https://www.mercomindia.com/cerc-changes-price-discovery-mechanisms" target="_blank" rel="noopener">The Central Electricity Regulatory Commission has issued a draft order addressing concerns related to price discovery</a> mechanisms, market liquidity, and contract structuring in the power exchanges. The proposals focus on Day-Ahead Contingency and Term-Ahead Market contracts. Stakeholders can submit their comments and suggestions by November 4, 2024. Stakeholders had expressed concerns about high prices in DAC contracts, especially since October 2023, when prices consistently exceeded those in the Day-Ahead Market. The price discrepancy, coupled with the introduction of new competing contracts such as Real-Time Market (RTM), had led to fears about potential price manipulations and inefficiencies in the current price discovery mechanism.</p>
<p><a href="https://www.mercomindia.com/pumped-storage-projects-to-receive-up-to-%E2%82%B920-million-mw-budgetary-support" target="_blank" rel="noopener">The Ministry of Power has modified the provision of budgetary support for hydroelectric and Pumped Storage Projects,</a> with a total outlay of ₹124.6 billion (~$1.48 billion). The ministry will support projects of a cumulative hydroelectric capacity of 31 GW, including 15 GW of PSP capacity from the financial year 2024-25 to 2031-32. The budgetary support is capped at ₹10 million (~$119,126)/MW for projects up to 200 MW and ₹2 billion (~$23.81 million) plus ₹7.5 million (~$89,345)/MW for projects exceeding 200 MW, with a potential increase to ₹15 million (~$178,676)/MW for exceptional cases.</p>
<p><a href="https://www.mercomindia.com/mnre-introduces-1-of-cfa-as-service-charge-under-pm-surya-ghar" target="_blank" rel="noopener">The Ministry of New and Renewable Energy has said 1% of the Central Financial Assistance component will be imposed as a service</a> charge on rooftop solar installations under the PM Surya Ghar: Muft Bijli Yojana to provide financial support to implementing agencies. The government has allocated ₹6.57 billion (~$78.24 million) to cover service charges associated with implementing the program’s various components. The funds will be utilized by REC and state implementing agencies (SIA). The Mission Directorate, headed by a joint secretary in charge of rooftop solar, will be responsible for the program’s implementation.</p>
<p><a href="https://www.mercomindia.com/gail-invites-bids-solar-project-in-madhya-pradesh" target="_blank" rel="noopener">GAIL (India) has invited bids for the design, engineering, procurement and supply, construction, erection, testing, commissioning, and operation</a> and maintenance of a 7.75 MW grid-connected floating solar project at Vijaipur in Madhya Pradesh. The last date for submitting bids is October 29, 2024. Bids will be opened on October 30. The project site is situated within the GAIL Vijaipur complex. Bidders will also be responsible for the project’s five-year operation and maintenance. They must construct a central monitoring and control station with SCADA, PPC panel, and associated equipment at an identified location within the solar project premises.</p>
<p><a href="https://www.mercomindia.com/coal-india-subsidiary-5-mw-floating-solar-project" target="_blank" rel="noopener">Central Mine Planning &amp; Design Institute, a subsidiary of Coal India, has invited bids to commission a 5 MW grid-connected floating solar project</a> for Eastern Coalfields at the quarry sump of Dalmia OCP Salanpur Area in West Bengal. The project should be commissioned within 270 days of receiving the work order. The developer must also oversee the project’s operation and maintenance for five years. The estimated tender value is ₹310.14 million (~$3.69 million). The last day to submit the bids is October 24, 2024. Bids will be opened on the next day.</p>
<p><a href="https://www.mercomindia.com/south-western-railway-solar-power-systems" target="_blank" rel="noopener">The Mysore Division of the South Western Railway has invited bids to install 1.33 MW solar power systems on railway stations, service buildings</a>, level crossing gates, and staff quarters. The last date for the submission of bids is October 25, 2024. The scope of work covers the supply, testing, and commissioning of on-grid solar photovoltaic power systems projects with a total capacity of 1,330 kW, installation of 11 kV HT metering cubicles at 10 locations, and supply and installation of 36 off-grid solar systems of 1 kVA capacity each. The cost of the project is ₹95.3 million (~$1.13 million).</p>
<p><a href="https://www.mercomindia.com/torrent-power-to-supply-8-5mw-solar-power" target="_blank" rel="noopener">Torrent Power will supply 8.5 MW of solar power to the production units of The Lakshmi Mills, a yarn and fabric company based</a> in Coimbatore, Tamil Nadu, through open access. Torrent Power, Torrent Urja 17, and The Lakshmi Mills Company have signed a Share Subscription and Shareholders’ Agreement under which Lakshmi Mills will hold at least 26% of the aggregate equity shares of TU17. TU17 was incorporated by Torrent Power to undertake the business of generation, transmission, distribution, purchase, procurement, sale, trading, and import and export of all forms of power, including non-conventional and renewable energy.</p>
<p><a href="https://www.mercomindia.com/ev-battery-leasing-company-urja-mobility-raises-%E2%82%B91-billion" target="_blank" rel="noopener">Urja Mobility, an electric vehicle leasing company, has raised ₹1 billion (~$11.9 million) in its Pre-Series A funding round, comprising</a> debt and equity financing. Mufin Green Finance and Hindon Mercantile led the funding round. The company will use the funds to expand its energy consumption and supply chain management solutions, focusing on the e-mobility and energy storage sectors. The funding will enable UrjaMobility to scale its operations and extend its pay-per-use leasing model.</p>
<p><a href="https://www.mercomindia.com/us-slaps-anti-dumping-duties-on-indian-aluminum-extrusions-used-in-solar-racking" target="_blank" rel="noopener">The U.S. Department of Commerce has imposed anti-dumping duties at rates ranging from 2.02% to 376.85% and countervailing duties</a> at rates ranging from 1.44% to 168.81% on aluminum extrusions imported from 14 countries, including India. The aluminum extrusions are used in trackers and mounting structures for solar panels. These trade duties will not affect aluminum framing on imported solar modules. The department determined that 14 countries—China, India, Colombia, Ecuador, Indonesia, Italy, Malaysia, Mexico, South Korea, Taiwan, Thailand, Turkey, the United Arab Emirates, and Vietnam—have dumped subsidized aluminum extrusions into the U.S., violating international trade rules.</p>

<p>The office of the Directorate General of Anti-Dumping &amp; Allied Duties (DGAD) has recommended the imposition of an anti-dumping duty on castings for wind-operated electricity generators originating in or exported from China. The duties apply to castings that are:  machined, raw, in finished or sub-assembled form, are part of a sub-assembly, or part of equipment or component meant for wind-operated electricity generators.</p>
<p>The DGAD’s office notified all interested parties and opportunity was given to exporters, importers, and other interested parties to provide positive information on the aspects of dumping, injury, and the link between them.</p>
<p>After conducting the investigation into dumping, injury, and the link, the DGAD’s office established positive subsidy margins as well as injury to the domestic industry caused by such subsidized imports. DGAD views the imposition of an anti-dumping duty as a requirement to offset dumping and injury.</p>
<p>During the investigation, DGAD’s office found that Dalian Huarui Heavy Industry Casting Co. Ltd., Zhejiang Jiali Wind Power Technology Co. Ltd., Jiangsu Sinojit Wind Energy Technology Co. Ltd., Changzhou Sinojit Wind Energy Tech. Co. Ltd., JiangyinHenghua Machinery Co. Ltd., JiangyinQixing Technology Co. Ltd., Jiangyin Changling New Energy Co. Ltd., Nantong Hongde Mechanical Co. Ltd., KOIZUMI Machinery Co. Ltd., Jiangsu Faw Foundary Co. Ltd., and Yeong Guan Energy Tech. Group Company Limited had run afoul of India’s anti-dumping norms.</p>
<p>The DGAD office has recommended imposing an anti-dumping duty of 18.48 percent on exports to India from Dalian Huarui Heavy Industry Casting Co. Ltd., 6.27 percent on exports from Zhejiang Jiali Wind Power Technology Co. Ltd., and 14.44 percent on exports from Jiangsu Sinojit Wind Energy Technology Co. Ltd. and Techtone HK ltd.</p>
<p>The DGAD office also recommended imposing an anti-dumping duty of 18.64 percent on exports from Nantong Hongde Mechanical Co. Ltd., 28.83 percent on exports from Jiangsu Faw Foundary Co., Ltd., 15.46 percent on exports from Ningbo Yeong Shang Casting lron Co. Ltd., and Yeong Chen Asia Pacific Co. Ltd.</p>
<p>Apart from recommending the imposition of duties on exports from the above-mentioned entities, the DGAD’s office has also specified an anti-dumping duty of 35.92 percent on other wind exports from any other exporter in China.</p>
<p>In its investigation, DGAD found:</p>
<ul>
<li>The product under consideration has been exported to India from China PR at rates below normal values.</li>
<li>The domestic industry has suffered material injury due to these imports from China.</li>
<li>Material injury has been caused by the dumped imports from China.</li>
</ul>
<p>The DGAD’s office issued the recommendation as part of the completed investigation into the anti-dumping petition filed by Larsen &amp; Toubro.</p>
<p>According to Mercom India Research, the lowest ever wind tariff of Rs.3.46 (~$0.054)/kWh was recently recorded in India. The imposition of an anti-dumping duty may lead to a spike in costs for the developers.</p>
<p>When asked about the effect that anti-dumping duties will have on the wind sector in India, a DGAD official told Mercom, “Imposing anti-dumping duties might slightly affect the price of castings but, to ensure fair competition in the Indian market, anti-dumping measures are necessary.” If we do not help the manufacturers here, the sector won’t truly grow, the DGAD official added.</p>
<p>Mercom <a href="https://mercomindia.com/indias-anti-dumping-investigation-solar-imports-china-taiwan-malaysia-underway/" target="_blank" rel="noopener">previously reported</a> that the DGAD’s office was investigating an anti-dumping petition filed against solar imports from China.</p>
<p>“This result is an ominous sign for the solar sector as DGAD just <a href="https://mercomindia.com/indias-anti-dumping-investigation-solar-imports-china-taiwan-malaysia-underway/" target="_blank" rel="noopener">initiated</a> anti-dumping investigation against solar imports from China, Taiwan, and Malaysia. It will be very important to watch if these duties will be accepted and imposed,” said Raj Prabhu, CEO of Mercom Capital Group.</p>


DGAD Recommends Imposition of Anti-Dumping Duty on Imports of Wind Turbine Castings from China

<p>The Indian Ministry of Trade and Commerce has concluded its solar anti-dumping investigations and has recommended imposition of anti-dumping duties on solar cell imports from China, the United States, Malaysia, and Taiwan. This by no means is a &#8220;done deal&#8221; as this recommendation now moves to the Ministry of Finance, which has to make the final decision. It will be imperative that the Ministry of Finance decides on this sooner than later as project development in India will likely remain frozen until there is absolute clarity around the issue.</p>
<p>The recommended tariffs range from $0.11 to $0.81 per watt. It has been noted that the Ministry of Finance almost always accepts such recommendations, but this is an extraordinary situation that overlaps two administrations each with different views about support for solar. This is a big test for the new Modi administration, which has said the right things about its support for solar during election campaigning, but now will be under enormous pressure to make the right call. As we mentioned in <a href="https://mercomindia.com/india-solar-market-quarterly-update-mercom-capital-group-cautiously-reiterates-india-solar-installation-forecast-eyes-indias-new-government-get-industry-back-track/">last week’s update</a>, for a sector that hasn’t grown a lot since 2012, imposition of an anti-dumping duty will be disastrous, and will increase uncertainty, and raise solar power prices.</p>
