					</table><p>The <a href="https://powermin.gov.in/" target="_blank" rel="noopener">Ministry of Power</a> has released the twelfth annual integrated ratings and rankings report for the financial year (FY) 2023, which assessed the financial and operational performance of 55 power distribution companies (DISCOMs).</p>
<p>The evaluation was based on parameters such as Average Cost of Supply (ACS) – Average Realizable Revenue (ARR) gap, Aggregate Technical and Commercial (AT&amp;C) loss, billing efficiency, collection efficiency, governance, subsidy realized, and adherence to tariff cycle timelines.</p>
<p>The top ten DISCOMs ranked by the report are:</p>
<ul>
<li><strong>1. Adani Electricity Mumbai (</strong><a href="https://www.adanielectricity.com/" target="_blank" rel="noopener"><strong>AEML</strong></a><strong>) </strong>sold 9,033 MU, generating revenue of ₹ 80.26 billion (~$968.64 million). AEML’s net profit for FY23 was ₹10.78 billion (~$130.1 million).</li>
</ul>
<p>AEML’s ACS-ARR gap deteriorated by ₹0.44 (~$0.0053) to ₹-0.07 (~-$.00084)/ kWh.</p>
<p>AT&amp;C losses marginally improved to 6.5% from 6.7% YoY due to a marginal improvement in billing efficiency to 93.7% from 93.3% YoY.</p>
<p>AEML supplies power to 3,104,046 customers. C&amp;I consumers constitute 14.79% of total customers.</p>
<ul>
<li><strong>2.</strong> <a href="https://connect.torrentpower.com/tplcp/index.php" target="_blank" rel="noopener"><strong>Torrent Power Surat </strong></a>sold 3,692 MU, generating revenue of ₹30.08 billion (~$362.94 million). Its net profit for FY23 was ₹1.17 billion (~$14.11 million).</li>
</ul>
<p>Torrent Power Surat’s ACS-ARR gap worsened by ₹0.3 (~$0.0036) to ₹-0.24 (~-$0.0029)/ kWh.</p>
<p>AT&amp;C losses decreased to 3.7% from 3.8% YoY due to its billing efficiency improving to 96.8% from 96.6% YoY.</p>
<p>Torrent Power Surat supplies power to 631,695 customers. C&amp;I consumers constitute 32.64% of total customers.</p>
<ul>
<li><strong>3.</strong> <a href="https://connect.torrentpower.com/tplcp/index.php" target="_blank" rel="noopener"><strong>Torrent Power Ahmedabad </strong></a>sold 8,274 MU, generating revenue of ₹73.92 billion (~$891.88 million). Its net profit for FY23 was ₹5.1 billion (~$61.53 million).</li>
</ul>
<p>Torrent Power Ahmedabad’s ACS-ARR gap improved by ₹0.1 (~$0.0012) to ₹-0.55 (~-$0.0066)/ kWh.</p>
<p>AT&amp;C losses decreased to 4% from 4.8% YoY due to its collection efficiency improving to 99.7% from 99.4% YoY. Billing efficiency also increased to 96.3% from 95.8%.</p>
<p>Torrent Power Ahmedabad supplies power to 2,071,181 customers. C&amp;I consumers constitute 23.16% of total customers.</p>
<ul>
<li><strong>4.</strong> <strong>Dakshin Gujarat Vij Company (</strong><a href="https://www.dgvcl.com/" target="_blank" rel="noopener"><strong>DGVCL</strong></a><strong>) </strong>sold 28,517 MU, generating revenue of ₹218.48 billion (~$2.63 billion). PGVCL’s net profit for FY23 was ₹440 million (~$5.31 million).</li>
</ul>
<p>DGVCL’s ACS-ARR gap deteriorated by ₹0.11 (~$0.0013) to ₹-0.02 (~-$0.00024)/ kWh.</p>
<p>AT&amp;C losses improved to 1.7% from 3% YoY, with billing efficiency going up to 98.4% from 97% YoY.</p>
<p>DGVCL supplies power to 3,614,273 customers, of whom 14.98% are in the C&amp;I segment.</p>
<ul>
<li><strong>5.</strong> <strong>Uttar Gujarat Vij Company (</strong><a href="https://www.ugvcl.com/" target="_blank" rel="noopener"><strong>UGVCL</strong></a><strong>)</strong>sold 28,134 MU, generating revenue of ₹189.41 billion (~$2.28 billion). UGVCL’s net profit for FY23 was ₹370 million (~$4.46 million).</li>
</ul>
<p>UGVCL’s ACS-ARR gap reduced by ₹0.1 (~$0.0012) to ₹0.09 (~$0.0011)/ kWh.</p>
<p>AT&amp;C losses increased to 9.3% from 6.7% YoY as collection efficiency fell to 98.1%% from 99.4% YoY. Billing efficiency also dropped to 92.4% from 93.9%.</p>
<p>UGVCL supplies power to 4,099,965 customers, 12.57% of whom are in the C&amp;I segment.</p>
<ul>
<li><strong>6.</strong> <strong>Madhya Gujarat Vij Company (</strong><a href="https://www.mgvcl.com/" target="_blank" rel="noopener"><strong>MGVCL</strong></a><strong>) </strong>sold 12,979 MU, generating revenue of ₹95.56 billion (~$1.15 billion). MGVCL’s net profit for FY23 was ₹320 million (~$3.86 million).</li>
</ul>
<p>MGVCL’s ACS-ARR gap deteriorated by ₹0.05 (~$0.0006) to ₹0.01 (~$0.00012)/ kWh.</p>
<p>AT&amp;C losses increased to 9.3% from 8.7% YoY, driven by a reduction in billing efficiency at 91.6% from 92.3% YoY.</p>
<p>MGVCL supplies power to 3,486,812 customers, 11.62% of whom are C&amp;I consumers.</p>
<ul>
<li><strong>7.</strong> <strong>Noida Power Company (</strong><a href="https://www.noidapower.com/" target="_blank" rel="noopener"><strong>NPCL</strong></a><strong>) </strong>sold 2,870 MU, generating revenue of ₹ 23.25 billion (~$280.55 million). NPCL’s net profit for FY23 was ₹1.61 billion (~$19.42 million).</li>
</ul>
<p>NPCL’s ACS-ARR gap deteriorated by ₹0.32 (~$0.0039) to ₹-0.78 (~-$0.0094)/ kWh.</p>
<p>AT&amp;C losses marginally improved to 8.4% from 8.5% YoY due to marginal improvement in billing efficiency to 92% from 92.4% YoY.</p>
<p>NPCL supplies power to 135,214 customers. C&amp;I consumers constitute 7.1% of total customers.</p>
<ul>
<li><strong>8.</strong> <strong>Paschim Gujarat Vij Company (</strong><a href="https://www.pgvcl.com/" target="_blank" rel="noopener"><strong>PGVCL</strong></a><strong>) </strong>sold 34,449 MU, generating revenue of ₹251.14 billion (~$3.03 billion). PGVCL’s net profit for FY23 was ₹340 million (~$4.1 million).</li>
</ul>
<p>PGVCL’s ACS-ARR gap deteriorated by ₹0.08 (~$0.00097) to ₹0.05 (~$0.0006)/ kWh.</p>
<p>AT&amp;C losses increased to 18.3% from 16.7% YoY due to its collection efficiency falling to 98.9%% from 99.6% YoY. Billing efficiency also fell to 82.6% from 83.6%.</p>
<p>PGVCL supplies power to 6,594,912 customers. C&amp;I consumers constitute 12.14% of total customers.</p>
<ul>
<li><strong>9.</strong> <strong>TP Central Odisha Distribution (</strong><a href="https://www.tpcentralodisha.com/" target="_blank" rel="noopener"><strong>TPCODL</strong></a><strong>)</strong> sold 7,661 MU, generating revenue of ₹ 49.04 billion (~$591.81 million). TPCODL’s net profit for FY23 was ₹ 130 million (~$1.56 million).</li>
</ul>
<p>TPCODL’s ACS-ARR gap improved by ₹0.57 (~$0.0069) to ₹-0.1 (~-$0.0012)/ kWh.</p>
<p>AT&amp;C losses improved to 22.6% from 33.8% YoY with collection efficiency going up to 100% from 86.7% YoY. Billing efficiency also increased to 77.4% from 76.4%.</p>
<p>TPCODL supplies power to 2,782,979 customers. C&amp;I consumers constitute 8.01% of total customers.</p>
<ul>
<li><strong>10.</strong> <strong>TP Western Odisha Distribution (</strong><a href="https://www.tpwesternodisha.com/" target="_blank" rel="noopener"><strong>TPWODL</strong></a><strong>)</strong> sold 10,610 MU, generating revenue of ₹ 70.23 billion (~$847.56 million). TPCODL’s net profit for FY23 was ₹910 million (~$10.98 million).</li>
</ul>
<p>TPCODL’s ACS-ARR gap improved by ₹0.53 (~$0.0064) to ₹-0.55 (~-$0.0066)/ kWh.</p>
<p>AT&amp;C losses improved to 20.5% from 30.7% YoY due to an improvement in collection efficiency to 97.5% from 87.8% YoY.</p>
<p>TPCODL supplies power to 2,068,560 customers. C&amp;I consumers constitute 5.03% of total customers.</p>

<p>Only 51 were included in the ranking because the others consisted of state power departments and DISCOMs that have not yet completed three full years of operations.</p>
<p>The evaluation was based on parameters such as Average Cost of Supply (ACS) – Average Realizable Revenue (ARR) gap, Aggregate Technical and Commercial (AT&amp;C) loss, billing efficiency, collection efficiency, governance, subsidy realized, and adherence to tariff cycle timelines.</p>
<p>The top ten DISCOMs, according to the report, are:</p>
<p><strong>Maharashtra</strong></p>
<p><strong>Adani Electricity Mumbai (</strong><a href="https://www.adanielectricity.com/" target="_blank" rel="noopener"><strong>AEML</strong></a><strong>)</strong> secured the top rank among 51 utilities. The DISCOM sold 7,956 million units (MU), generating revenue of ₹71.2 billion (~$866.9 million). AEML’s net profit for FY22 was ₹10.8 billion (~$131.6 million).</p>
<p>AEML’s ACS-ARR gap improved significantly to ₹-0.55 (~-$0.0067)/ kWh in FY22 from ₹0.37 (~$0.0045)/ kWh year-over-year (YoY).</p>
<p>AT&amp;C losses improved to 6.7% compared with 8.9% YoY, primarily driven by an improvement in billing efficiency, reaching 93.3% from 91.7% YoY.</p>
<p>AEML supplies power to 3,072,704 customers comprising 14.8% commercial and industrial (C&amp;I) consumers.</p>
<p><strong>Tata Power Mumbai (<a href="https://www.tatapower.com/" target="_blank" rel="noopener">TPML</a>) </strong>secured the eighth rank. The DISCOM had sold 4,730 MU generating revenue of ₹34.8 billion (~$423.7 million). TPML’s net profit for FY22 was ₹1.48 billion (~$18 million).</p>
<p>TPML’s ACS-ARR gap improved to ₹-0.10 (~-$0.0012)/ kWh from ₹0.10 (~$0.0012)/ kWh YoY.</p>
<p>However, AT&amp;C losses worsened to 2.1% from 0.2% YoY due to a decline in billing efficiency at 98.7% from 100% YoY.</p>
<p>TPML supplies power to 1,885,578 customers, 14.17% are C&amp;I consumers.</p>
<p><strong>Gujarat</strong></p>
<p><strong>Uttar Gujarat Vij Company (</strong><a href="https://www.ugvcl.com/" target="_blank" rel="noopener"><strong>UGVCL</strong></a><strong>)</strong> secured the second rank. The DISCOM sold 26,157 MU, generating revenue of ₹156.87 billion (~$1.9 billion). UGVCL’s net profit for FY22 was ₹780 million (~$9.5 million).</p>
<p>UGVCL’s ACS-ARR gap deteriorated significantly to ₹-0.01 (~-$0.00012)/ kWh from ₹-0.23 (~$0.0028)/ kWh YoY.</p>
<p>AT&amp;C losses improved to 6.7% from 6.8% YoY due to its billing efficiency currently at 93.9%.</p>
<p>UGVCL supplies power to 3,936,893 customers, 12.3% of who are in the C&amp;I segment.</p>
<p><strong>Madhya Gujarat Vij Company (</strong><a href="https://www.mgvcl.com/" target="_blank" rel="noopener"><strong>MGVCL</strong></a><strong>)</strong> secured the third rank. The DISCOM sold 12,209 MU, generating revenue of ₹79.92 billion (~$973.6 million). MGVCL’s net profit for FY22 was ₹1.03 billion (~$12.5 million).</p>
<p>MGVCL’s ACS-ARR gap deteriorated marginally to ₹-0.05 (~-$0.00061)/ kWh from ₹-0.13 (~$0.0016)/ kWh YoY.</p>
<p>AT&amp;C losses improved to 8.7% from 10% YoY– driven by an improvement in billing efficiency at 92.3% from 90% YoY.</p>
<p>MGVCL supplies power to 3,409,802 customers, 11.51% of whom are C&amp;I consumers.</p>
<p><strong>Paschim Gujarat Vij Company (</strong><a href="https://www.pgvcl.com/" target="_blank" rel="noopener"><strong>PGVCL</strong></a><strong>)</strong> secured the fifth rank. The DISCOM sold 32,213 MU, generating revenue of ₹211.11 billion (~$2.5 billion). PGVCL’s net profit for FY22 was ₹970 million (~$11.8 million).</p>
<p>PGVCL’s ACS-ARR gap improved to ₹-0.22 (~-$0.0027)/ kWh from ₹-0.04 (~-$0.00049)/ kWh YoY.</p>
<p>AT&amp;C losses improved to 16.7% from 17.9% YoY due to improvement in billing efficiency of 83.6% from 82.1% YoY.</p>
<p>PGVCL supplies power to 6,385,410 customers. C&amp;I consumers constitute 12.09% of total customers.</p>
<p><strong>Dakshin Gujarat Vij Company (</strong><a href="https://www.dgvcl.com/" target="_blank" rel="noopener"><strong>DGVCL</strong></a><strong>) </strong>secured the sixth rank. The DISCOM sold 24,748 MU, generating revenue of ₹173.96 billion (~$2.1 billion). PGVCL’s net profit for FY22 was ₹950 million (~$11.5 million).</p>
<p>DGVCL’s ACS-ARR gap deteriorated to ₹0.07 (~$0.00085)/ kWh from ₹-0.25 (~-$0.0030)/ kWh YoY.</p>
<p>AT&amp;C losses improved to 4.8% from 7.4% YoY due to an improvement in billing efficiency of 97% from 92.6% YoY.</p>
<p>DGVCL supplies power to 3,512,052 customers, 14.68% are in the C&amp;I segment.</p>
<p><strong>Dadra &amp; Nagar Haveli</strong></p>
<p><strong>DNH Power Distribution Corporation (</strong><a href="https://www.dnhddpcl.in/" target="_blank" rel="noopener"><strong>DNHPDCL</strong></a><strong>)</strong> secured the fourth rank. The DISCOM sold 6,648 MU, generating revenue of ₹35.88 billion (~$437.2 million). DNHPDCL’s net profit for FY22 was ₹1.06 billion (~$13 million).</p>
<p>DNHPDCL’s ACS-ARR gap deteriorated to ₹-0.14 (~-$0.0017)/ kWh from ₹-0.39 (~$0.0048)/ kWh YoY.</p>
<p>AT&amp;C losses improved to 3.5% from 5.2% YoY– driven by an improvement in collection efficiency of 99.4% from 98.5% and billing efficiency of 97.1% from 96.4% YoY.</p>
<p>DNHPDCL supplies power to 89,219 customers, with 12.67% of them being C&amp;I consumers.</p>
<p><strong>Uttar Pradesh</strong></p>
<p><strong>Noida Power Company (</strong><a href="https://www.noidapower.com/" target="_blank" rel="noopener"><strong>NPCL</strong></a><strong>)</strong> secured the seventh rank. The DISCOM sold 2,338 MU, generating revenue of ₹20.55 billion (~$250.4 million). PGVCL’s net profit for FY22 was ₹1.5 billion (~$18.3 million).</p>
<p>NPCL’s ACS-ARR gap deteriorated to ₹-1.09 (~-$0.013)/ kWh from ₹-1.47 (~-$0.018)/ kWh YoY.</p>
<p>AT&amp;C losses improved to 8.5% from 9.8% on the back of an improvement in collection efficiency to 99.4% from 98.5% YoY.</p>
<p>NPCL supplies power to 117,755 customers, 7.47% of whom are C&amp;I consumers.</p>
<p><strong>Haryana</strong></p>
<p><strong>Dakshin Haryana Bijli Vitran Nigam (<a href="https://www.dhbvn.org.in/web/portal/home" target="_blank" rel="noopener">DHBVNL</a>)</strong> secured the ninth rank. The DISCOM sold 27,752 MU, generating revenue of ₹185.74 billion (~$2.3 billion). DHBVNL’s net profit for FY22 was ₹1.79 billion (~$21.8 million).</p>
<p>DHBVNL’s ACS-ARR gap remained constant at ₹-0.11 (~-$0.0013)/ kWh.</p>
<p>AT&amp;C losses improved to 13.6% from 16.9% YoY– driven by an improvement in billing efficiency to 86.4% from 83.1% YoY.</p>
<p>DHBVNL supplies power to 3,960,432 customers. C&amp;I consumers constitute 11.39% of its customers.</p>
<p><strong>Uttar Haryana Bijli Vitran Nigam (</strong><a href="https://www.uhbvn.org.in/web/portal/home" target="_blank" rel="noopener"><strong>UHBVNL</strong></a><strong>) </strong>secured the tenth rank. The DISCOM sold 19,749 MU, generating revenue of ₹141.73 billion (~$1.7 billion). UHBVNL’s net profit for FY22 was ₹6.7 billion (~$81.6 million).</p>
<p>UHBVNL’s ACS-ARR gap improved to ₹-0.34 (~-$0.0041)/ kWh from ₹-0.22 (~-$0.0027)/ kWh YoY.</p>
<p>AT&amp;C losses improved to 14% from 17.2% YoY, as billing efficiency rose to 86% from 82.8% YoY.</p>
<p>UHBVNL supplies power to 3,422,373 customers, 12.47% of whom are C&amp;I consumers.</p>

					</table><p>The Aggregate Technical and Commercial (AT&amp;C) losses of distribution companies (DISCOMs) declined significantly to ~17% in the financial year (FY) 2021-22 from 22.32% in FY 2020-21, according to the recent data published by the <a href="https://powermin.gov.in/" target="_blank" rel="noopener">Ministry of Power</a>.</p>
<p>The AT&amp;C losses and the gap between the Average Cost of Supply (ACS) and Average Realizable Revenue (ARR) are key indicators of DISCOMs’ performance.</p>
<p>A smaller AT&amp;C losses figure suggests that a DISCOM is efficient in supplying electricity with minimal leakages. A lower ACS-ARR gap shows that a DISCOM is recouping most of the operational costs.</p>
<p>The preliminary analysis of the data for 56 DISCOMs contributing to more than 96% of energy input indicated that their AT&amp;C losses had come down due to the various measures taken by the ministry.</p>
<p>In the last two years, the AT&amp;C losses of DISCOMs were hovering at 21-22%. According to data <a href="https://mercomindia.com/average-atc-losses-for-discoms-increases-to-22-in-fy21/" target="_blank" rel="noopener">published</a> by the Power Finance Corporation, AT&amp;C losses for DISCOMs had increased from 20.73% in FY20 to 22.32% in FY21.</p>
<p>The gap between ACS and ARR on a subsidy received basis, excluding the regulatory income and Ujwal DISCOM Assurance Yojana (UDAY) grant, declined to ₹0.22 (~$0.002)/kWh in FY22 from ₹0.69 (~$0.008)/kWh in FY21.</p>
<p>The decline of 5 percentage points in AT&amp;C losses and ₹0.47 (~$0.005) in the ACS-ARR gap was achieved in just one year.</p>
<p>Union Power Minister RK Singh, early this year, <a href="https://mercomindia.com/power-minister-steps-improve-health-discoms/" target="_blank" rel="noopener">outlined</a> the various steps taken by the government to help improve the financial health of the DISCOMs in the country.</p>
<p>The ministry said access to financing would be available to the DISCOMs only if they commit to reducing their AT&amp;C losses and ACS-ARR gap within a specified timeframe.</p>
<p>Funds are available for DISCOMs from lending agencies like the Power Finance Corporation and REC Limited and under programs for strengthening the distribution system and the Revamped Distribution Sector Program.</p>
<p>The Fifteenth Finance Commission has also provided an additional borrowing window to states contingent on taking steps to reduce their DISCOMs losses.</p>
<p>In June this year, the Ministry of Power <a href="https://mercomindia.com/discoms-allowed-clear-dues-generators-48-installments/" target="_blank" rel="noopener">notified</a> the Late Payment Surcharge Rules, outlining the penalties and the payment structure for the DISCOMs.</p>
<p>The prospect of heavy penalties on delayed payments due to the new rules <a href="https://mercomindia.com/heavy-penalty-prompts-dues-worth-%e2%82%b9246-8-billion-since-june/" target="_blank" rel="noopener">prompted</a> the state-owned power DISCOMs to clear outstanding dues worth ₹246.8 billion (~$3 billion) in just four installments.</p>

DISCOMs AT&C Losses Decline to 17% in FY22 Due to Tough Reforms

					</table><p>The Average Cost of Supply (ACS) for distribution companies (DISCOMS) increased from ₹6.14 (~$0.074)/kWh in financial year (FY) 2019-20 to ₹6.19 (~$0.074)/kWh in FY 2020-21. The Average Revenue Realized (ARR) with tariff subsidy decreased from ₹5.85 (~$0.070)/kWh in FY20 to ₹5.62 (~$0.068)/kWh in FY21.</p>
<p>The gap with tariff subsidy received increased from ₹0.29 (~$0.0035)/kWh in FY20 to ₹0.57 (~$0.0069)/kWh in FY21. The gap with tariff subsidy received (excluding revenue grant under Ujwal DISCOM Assurance Yojana (UDAY) increased from ₹0.50 (~$0.0060)/kWh in FY20 to ₹0.71 (~$0.0085)/kWh in FY21.</p>
<p>The Cash Adjusted Gap increased from ₹0.83 (~$0.010)/kWh in FY20 to ₹0.95 (~$0.011)/kWh in FY21. While UDAY had set a target to reduce the ACS-ARR gap to zero by FY19, the revamped distribution sector program launched earlier this year extended the deadline to FY25.</p>
<p>The numbers were revealed in Power Finance Corporation’s (<a href="https://www.pfcindia.com/Home" target="_blank" rel="noopener">PFC</a>) report on DISCOMs’ performance. The report analyzed all state-owned DISCOMs and major private ones.</p>

<p>Most state-owned DISCOMs are struggling to recover the cost of electricity supply, which is technically referred to as the gap between ACS and ARR. Power System Operation Corporation had <a href="https://mercomindia.com/posoco-forbids-15-discoms-from-trading-in-power-exchanges/" target="_blank" rel="noopener">debarred</a> 15 DISCOMs in six states and a Union Territory from buying or selling electricity at power exchanges for not clearing their dues to generators under the Late Payment Surcharge Rules.</p>
<p>According to PFC, the aggregate losses for DISCOMs stood at ₹502.81 billion (~$6.11 billion) in FY21, an increase of 66% compared to ₹302.03 billion (~$3.67 billion) in FY20.</p>
<p>Dadra &amp; Nagar Haveli was the top-performing union territory with a cash-adjusted surplus of ₹0.47 (~$0.0057)/kWh. The other states and union territories that had cash adjusted surplus were Chandigarh at ₹0.41(~$0.0049)/kWh), Gujarat ₹0.12(~$0.0014)/kWh), Haryana ₹0.12(~$0.0014)/kWh), Daman &amp; Diu ₹0.05 (~$0.00060)/kWh), and Punjab ₹0.05 (~$0.00060)/kWh). Tripura broke even.</p>
<p>Andaman &amp; Nicobar had the highest ACS-ARR gap at ₹23(~$0.28)/kWh). Lakshadweep had an ACS-ARR gap of ₹19.44 (~$0.23)/kWh), Mizoram ₹6.08 (~$0.073)/kWh), Arunachal Pradesh ₹4.97 (~$0.060)/kWh), and Tamil Nadu ₹2.04 (~$0.025)/kWh).</p>
<p><strong>Cost and Revenue Structure</strong></p>
<p>The average Cost of Power (including own generation) for DISCOMs decreased from ₹4.73 (~$0.057)/kWh in FY20 to ₹4.69 (~$0.056)/kWh in FY21. Interest and finance charges increased from ₹0.42 (~$0.0051)/kWh to ₹0.45 (~$0.0054)/kWh. Revenue from operations decreased from ₹4.38 (~$0.053)/kWh to ₹4.21 (~$0.051)/kWh. Tariff subsidy received decreased from ₹0.93 (~$0.011)/kWh to ₹0.91 (~$0.011)/kWh.</p>
<p>Equity, accumulated losses, and net worth equity (including share application money pending allotment) increased to ₹3.33 trillion (~$40.27 billion) in FY21 from ₹3.23 trillion (~$39.06 billion) in FY20. Accumulated losses of distribution utilities is ₹5.16 trillion (~$62.38 billion). The combined net worth of DISCOMs is negative at 441.16 billion (~$5.37 billion).</p>
<p>Last December, the Ministry of Power said that 39 out of 55 electricity DISCOMs had <a href="https://mercomindia.com/discoms-submit-draft-proposals/" target="_blank" rel="noopener">submitted</a> draft proposals under the ₹3.03 trillion (~$40.82 billion) reforms-based result-linked power distribution program. The program aimed to improve the operational efficiencies and financial sustainability of DISCOMs by providing financial assistance to modernize and strengthen distribution infrastructure. The program also sought to improve the reliability and quality of supply to end consumers.</p>
<p><strong>Total Borrowings</strong></p>
<p>Total borrowings increased from ₹5.05 trillion (~$61.05 billion) in FY20 to ₹5.86 trillion (~$70.85 billion) in FY21. State government loans as a percentage of total borrowings decreased from 15.05% in FY20 to 11.57%. This is due to the conversion of loans taken over by state governments under UDAY into grants and equity by some states.</p>
<p><strong>Receivables for the sale of power</strong></p>
<p>Receivables for the sale of power for DISCOMs increased from ₹2.15 trillion (~$26 billion) in FY20 to ₹2.38 trillion (~$28.77 billion) in FY21. Receivables for the sale of power increased from 140 days of sale to 161 days.</p>
<p><strong>Payables for the purchase of power</strong></p>
<p>Payables for purchasing power for DISCOMs increased from ₹2.56 trillion (~$30.95 billion) in FY20 to ₹2.73 trillion (~$33.01 billion) in FY21. Payables for purchasing power increased from 164 days of sale to 176 days.</p>

Gap Between DISCOMs’ Cost of Supply and Revenue Increases to ₹0.95/kWh in FY21

25 State Power Utilities Downgraded in Annual DISCOM Ratings

<p>Reform-linked borrowings have provided the necessary impetus for reforms in the power sector in many states in the country. According to the latest figures released by the <a href="https://finmin.nic.in/" target="_blank" rel="noopener">Ministry of Finance</a>, five more states &#8211; Bihar, Goa, Karnataka, Rajasthan, and Uttarakhand &#8211; have met the target of reduction in Aggregate Technical and Commercial (AT&amp;C) losses or achieved the targeted reduction in Average Cost of Supply and Average Revenue Realization (ACS-ARR) gap.</p>
<p>The reduction of AT&amp;C losses and ACS-ARR gap are two of the three reforms put forward by the Ministry of Finance. The borrowing cap for the states is linked to undertaking reforms in the power sector. The states are eligible to borrow an amount equal to 0.05% of the gross state domestic product (GSDP) for meeting the reduction in AT&amp;C losses and an additional 0.5% for meeting the ACS-ARR gap target.</p>
<p>Uttarakhand led the way in both the reduction in AT&amp;C losses and the ACS-ARR gap. The state achieved the target of 19.01% for the AT&amp;C losses as against the target of 19.35%. For the ACS-ARR gap target, the state achieved a figure of ₹0.36 (~$0.0048)/kWh as against the target of ₹0.40 (~$0.0054)/kWh. Goa was another state that brought the AT&amp;C losses to 11.21% as against the target of 13.53%.</p>
<p>Karnataka reduced the ACS-ARR gap to ₹0.44 (~$0.0059)/kWh compared to the target of ₹0.50 (~$0.0067)/kWh. Rajasthan also achieved the target and reduced the gap to ₹1.16 (~$0.015)/kWh compared to the target of ₹1.40 (~$0.018)/kWh.</p>
<p>Meeting the reform requirements has made these states eligible to mobilize additional resources of ₹20.94 billion (~$283.2 million), which have helped them fight the COVID-19 pandemic and enhance capital expenditure.</p>
<p>Andhra Pradesh and Madhya Pradesh have undertaken the third reform in the power sector, the Direct Benefit Transfer of electricity to farmers. Consequently, the two states were permitted additional borrowings of ₹29.38 billion (~$397.37 million). As of now, the seven states which have undertaken power sector reforms have been permitted additional borrowings of ₹50.32 billion (~$680.59 million).</p>
<p>The power sector reforms introduced by the Ministry of Finance aim at creating a hassle-free and transparent process in place for providing power subsidies to farmers and prevent leakages. The reforms also aim at improving the health of the distribution companies (DISCOMs) sustainably by providing them liquidity.</p>
<p>To help the states fight the challenges posed by the COVID-19 pandemic, the central government had increased the states&#8217; borrowing limits to 2% of their GSDP.</p>
<p>In all, 21 states have carried out at least one reform measure and have been granted reform-linked borrowings. The total reform-linked additional borrowing permission to states stood at ₹916.67 billion (~$12.39 billion).</p>
<p>In September last year, the Andhra Pradesh government decided to <a href="https://mercomindia.com/farmers-andhra-pradesh-power-subsidies/" target="_blank" rel="noopener">introduce</a> the Direct Benefit Transfer on the subsidy extended as free electricity to farmers. The decision came after the central government <a href="https://mercomindia.com/electricity-act-amendment-draft/" target="_blank" rel="noopener">issued</a> a draft proposal for the amending the Electricity Act 2003 to address issues in the power sector.</p>
<p>Earlier, Mercom <a href="https://mercomindia.com/5-75-billion-six-states-a-c-losses-unutilized/" target="_blank" rel="noopener">reported</a> that the Power Finance Corporation had written to six states about implementing the supervisory control and data acquisition (SCADA)/distribution management system under the government&#8217;s Restructured Accelerated Power Development and Reforms Program (R-APDRP) to enhance reliability in the power distribution network.</p>
