Sri Lanka Issues Tender for 50 MW Solar Project with BESS

Sri Lanka’s Trincomalee Power Company (TPCL), a 50:50 joint venture between Ceylon Electricity Board (CEB) and India’s NTPC, has issued an engineering, procurement, and construction (EPC) tender for a 50 MW (Phase I) ground-mounted solar photovoltaic power project at Sampoor in the Trincomalee region.

Bids must be submitted by February 18, 2026. Bids will be opened on February 19.

Bidders must submit a bid security of $585,000 and a bid document fee of $250. The scope of work includes the design, engineering, manufacturing, installation, testing, and commissioning of the solar project. It also includes the supply of solar modules and a battery energy storage system (BESS).

The scope also includes comprehensive operation and maintenance of the solar power plant along with all associated electrical equipment, BESS, consumables, and spare parts for a period of five years from the date of commissioning of the full project capacity.

The project mandates the installation of a BESS system with at least 20 MW/20 MWh.

The contract completion period for the EPC package has been fixed at 21 months.

Bidders must have commissioned or supervised the commissioning of a minimum of two solar projects of 50 MW or higher capacity on an EPC basis, including associated civil works.

Bidders must demonstrate operation and maintenance experience for one or more solar projects with an aggregate capacity of at least 50 MW for a minimum of two years in the fifteen years preceding the bid opening date.

They must have an average annual turnover of at least $38 million over the preceding three financial years as of the bid opening. Their net worth, as on the last day of the preceding financial year, must not be less than 100% of its paid-up share capital.

In August this year, the Ceylon Electricity Board issued an international competitive bidding tender for the development of 160 MW/640 MWh standalone BESS.

In 2024, India-based solar energy developer and EPC company U-Solar Clean Energy Solutions partnered with Ryse Energy, a distributor of renewable energy solutions specializing in wind turbines, to implement hybrid renewable energy systems off the coast of Jaffna in Sri Lanka.
