SJVN Subsidiary Invites Bids for BOS Supply and O&M for 200 MW Solar Project

SJVN Green Energy (SGEL), a wholly owned subsidiary of SJVN, has invited bids for the supply of a balance of system (BOS) package along with comprehensive three-year operation and maintenance (O&M) services for a 200 MW grid-connected solar power project situated at Khavda Solar Park, Gujarat.

The last date to submit the bid is September 5, 2023. Bids will be opened the same day.

The scope of the work involves designing, engineering, supplying, constructing, erecting, testing, and commissioning the project. Notably, the supply of solar modules is not included in this, as they will be separately provided to the BOS contractor by SGEL.

Bidders must furnish ₹78 million (~$941,372) as an Earnest Money Deposit (EMD).

SGEL had won the capacity by quoting ₹2.88 (~$0.035))/kWh in May this year and has entered into a Power Purchase Agreement (PPA) with Gujarat Urja Vikas Nigam Limited (GUNVL).

The Engineering, Procurement, and Construction (EPC) activities must be completed within 375 days from the Letter of Award.

SJVN aims to enlist contractors to complete the project through this tender.

To be eligible, the bidder must have engaged in designing, supplying, erecting/supervising, and commissioning Balance of System/EPC for Solar Photo Voltaic (SPV) based grid-connected power plants totaling 30 MWp capacity or more, including at least one plant of 10 MW capacity or higher, in the last seven years.

Alternatively, the bidder should have functioned as a developer for solar photovoltaic-based grid-connected power projects totaling 30 MW capacity or more, including at least one project of 10 MW capacity or higher.

The 10 MW or higher capacity reference project must be operational for at least three months before the last day of the month before the issuance of this tender.

Alternatively, the bidder should have executed an industrial project, either as a developer or EPC Contractor, in power/steel/oil and gas/petrochemical/fertilizer/cement/coal mining sectors or any other process industry, with a value of at least ₹1.17 billion ($14 million) in a single project or work.

This project should be operational for at least six months before the last day of the month prior to the issuance of this tender.

Additionally, the bidder should have commissioned at least one electrical sub-station of 33 kV or higher voltage level, consisting of equipment like 33 kV or above voltage level circuit breakers and power transformers, as a developer or EPC contractor, operational for at least six months before the last day of the month prior to the issuance of the tender.

The bidder must possess an annual average turnover of ₹1.17 billion ($14 million) for the preceding three financial years.

The bidder’s net worth should be positive for the immediate preceding financial year and should also be positive in at least two out of the three preceding financial years.

Recently, the Ministry of New and Renewable Energy (MNRE) has designated SJVN Limited as the implementing agency responsible for floating tenders for renewable energy projects. It will also act as the intermediary procurer of power.
