SJVN Issues Consultancy Tender to Develop Solar Projects Across India

SJVN Limited has invited bids from consultants to prepare detailed project reports (DPR) to develop solar power projects and parks across India.

The contract period is two years from the letter of award (LoA). The selected consultants will be required to submit the final DPR for each project within 75 days from the date of LoA.

The last date to submit the bids is May 20, 2022. Bids will be opened on the same day.

Bidders must submit an earnest money deposit amount of ₹554,600 (~$7,242). The successful bidders must submit a performance bank guarantee (PBG) amount equivalent to 3% of the contract value.

The scope of work includes studying, investigating, and preparing a report on the topography of the land, soil and subsoil environment, ambient conditions, and water. The consultant must also prepare a detailed master plan to suit the requirement of a solar park or a power project of indicated capacity, with all the infrastructure facilities and network of main water distribution, power evacuation and distribution, sewage disposal, and water treatment plant.

The scope would mainly include the preparations of DPRs for the seven solar projects. The projects include the 400 MW Kinnaur solar park at Thang Karma Village, Kinnaur district, Himachal Pradesh; two solar projects of capacity from 10 to 50 MW anywhere in India; two solar projects of capacity from 50 to 100 MW anywhere in India; and two solar projects of capacity from 100 to 200 MW anywhere in India.

Bidders must have experience preparing three DPRs for solar projects of 10 to 20 MW or two DPRs for solar projects of capacity ranging from 20 to 50 MW in the last seven years. Alternatively, they should have prepared DPR for at least one solar project with a capacity of more than 50 MW. They should also have prepared DPR for at least one solar park with more than 70 MW capacity.

Bidders must have a minimum average annual turnover of ₹8.4 million (~$104,459) for the last three financial years. They must have a positive net worth during the last financial year, i.e., 2020-21. Further, out of the last three financial years, 2018-19,2019-20, and 2020-21, the net worth must be positive for two years.

If there is a delay in the completion of the project, the consultant will be charged liquidated damages at 0.5% of the price quoted for the job per week or part thereof of delay subject to a maximum of 5% of the total contract price.

Recently, the Ministry of New and Renewable Energy (MNRE) granted approval to SJVN to develop a 400 MW Solar Park at District Kinnaur under Mode 8, i.e., Ultra Mega Renewable Energy Power Parks of its Solar Park Program.

In February this year, SJVN floated two tenders for land procurement to set up solar projects in Himachal Pradesh and Punjab.
