SECI Tenders 3.5 MW Rooftop Solar Projects in Educational Institutions

The Solar Energy Corporation of India (SECI) has issued a request for selection to set up 3,540 kW grid-connected rooftop solar projects in educational institutions in three states in the country’s northeastern region under the renewable energy services company (RESCO) mode (RTSPV-Tranche-II).

The projects will be implemented at the following institutions:

Bids must be submitted by October 3, 2025. Bids will be opened on October 6, 2025.

Bidders must furnish the following earnest money deposit per location:

  • SMU, Tadong – ₹544,500 (~$6,217.11)
  • SMU, Majhitar – ₹693,000 (~$7912.68)
  • IIIT, Guwahati – ₹123,750 (~$1,412.98)
  • MU, Imphal – ₹163,350 (~$1,865.13)
  • IIT, Guwahati – ₹1.98 million (~$22,607.66)

They must also submit a bid processing fee of ₹6,000 (~$68.51).

Selected bidders must sign a 25-year power purchase agreement (PPA).

The scope of work entails the design, engineering, supply, storage, civil work, erection, testing, and commissioning of the solar projects. It also includes providing operation and maintenance services for 25 years.

Selected bidders must obtain no-objection certificates from the distribution companies for grid connectivity and secure net metering. They must also obtain the permits, approvals, licenses, and insurance, and provide training, as well as other items and services required to complete the projects.

All projects except for those at IIT Guwahati will be technology-agnostic. The solar systems at IIT Guwahati must utilize monocrystalline cells.

Only commercially established and operational technologies must be used to minimize the technology risk and achieve the projects’ timely commissioning. The components used must adhere to the Approved Models and Manufacturers of Solar Photovoltaic Modules.

The projects must be commissioned within 12 months of the PPA signing. A maximum six-months grace period will be allowed.

Bidders must have the following minimum net worth per project location:

  • SMU, Tadong – ₹5.44 million (~$62,171.05)
  • SMU, Majhitar – ₹6.93 million (~$79,126.8)
  • IIIT, Guwahati – ₹1.23 million (~$14,129.79)
  • MU, Imphal – ₹1.63 million (~$18,651.32)
  • IIT, Guwahati – ₹19.8 million (~$226,076.56)

Bidders must have the following minimum working capital per project location:

  • SMU, Tadong – ₹4.53 million (~$51,809.21)
  • SMU, Majhitar – ₹5.77 million (~$65,939)
  • IIIT, Guwahati – ₹1.03 million (~$11,774.82)
  • MU, Imphal – ₹1.36 million (~$15,542.76)
  • IIT, Guwahati – ₹16,5 million (~$188,397.13)

If bidders have inadequate working capital, they must supplement their applications with a letter from their lending institutions/banks/financial institutions approved by the government, confirming the availability of the line of credit for at least the mandated amount.

In June this year, SECI issued a request for selection to set up 3,850 kW grid-connected rooftop and ground-mounted solar projects at six campuses across New Delhi, Madhya Pradesh, Puducherry, and Meghalaya.
