SECI Issues Tender for 3.8 MW Solar Projects at Six Locations

The Solar Energy Corporation of India (SECI) has issued a request for selection to set up 3,850 kW grid-connected rooftop and ground-mounted solar projects at six campuses across New Delhi, Madhya Pradesh, Puducherry, and Meghalaya.

The projects will be at the following locations with specific earnest money deposit and ceiling tariff requirements:

Bids must be submitted by July 28, 2025. Bids will be opened on July 31.

Bidders must submit a processing fee of ₹6,000 (~$69.67).

Selected bidders furnish the following performance bank guarantees for projects per their locations:

  • Indian Institute of Technology (IIT), Indore – ₹3,580 (~$41.57)/kW
  • Indian Institute of Management (IIM), Shillong – ₹3,715 (~$43.14)/kW
  • Rest of the locations – ₹3,375 (~$39.19)/kW

They must sign a 25-year power purchase agreement.

Apart from installing the solar projects for the client campuses’ use, the scope of work entails their complete design, engineering, supply, storage, civil work, erection, testing, and commissioning. It also involves providing operation and maintenance (O&M) services for 25 years, as well as net-metering and grid connectivity for the projects.

The O&M will include servicing for wear and tear, project overhauling, and machine breakdown. It will also involve obtaining insurance and replacing defective modules, inverters/power conditioning units, spares, consumables, and other project components.

Selected bidders must obtain no-objection certificates from the distribution companies for all the functions within the scope of work, along with the necessary permits, approvals, and licenses. They must also provide training and other necessary items and services to complete the projects.

Projects in Indore, Bhopal, New Delhi, and Puducherry must have a capacity utilization (CUF) of 15%. The project in Shillong must have a CUF of 13.5%.

Only components from the Approved List of Models and Manufacturers must be used.

Bidders must have the following net worth per the project for the financial year 2025 or seven days before the bid submission deadline:

  • IIT, Indore – ₹9.54 million (~$110,788.52)
  • Indira Gandhi Rashtriya Manav Sangrahalaya (IGRMS), Bhopal – ₹2.16 million (~$25,084.19)
  • Indira Gandhi National Open University, New Delhi (IGNOU), New Delhi – ₹6.3 million (~$73,162.23)
  • Inter-University Accelerator Centre (IUAC), New Delhi – ₹1.35 million (~$15,677.62)
  • National Institute of Technology (NIT), Puducherry – ₹6.84 million (~$79,433.28)
  • IIM, Shillong – ₹9.9 million (~$114,969.22)

They must have the following working capital per project for the financial year 2025 or seven days before the bid submission deadline:

  • IIT, Indore – ₹11.92 million (~$138,485.65)
  • IGRMS, Bhopal – ₹2.7 million (~$31,355.24)
  • IGNOU, New Delhi – ₹7.87 million (~$91,452.79)
  • IUAC, New Delhi – ₹1.68 million (~$19,597.02)
  • NIT, Puducherry – ₹8.55 million (~$99,291.6)
  • IIM, Shillong – ₹8.25 million (~$95,807.68)

Recently, SECI invited bids to set up 1,200 MW of interstate transmission system-connected solar projects integrated with 600 MW/3,600 MWh energy storage systems.
