SECI Invites Bids for 600 MW ISTS-Connected Wind Projects

The Solar Energy Corporation of India (SECI) has issued a request for selection (RfS) to set up 600 MW of interstate transmission system (ISTS)-connected wind power projects across India under Tranche XIX.
The projects can be located anywhere in India. Bids must be submitted by November 24, 2025. Bids will be opened on November 27.
Bidders must furnish an earnest money deposit of ₹1.33 million (~$15,970)/MW/project, a document fee of ₹50,000 (~$600), and a processing fee of ₹20,000 (~$240)/MW.
Successful bidders must submit a performance bank guarantee of ₹3.33 million (~$39,980)/MW/project.
The minimum bid capacity allowed is 50 MW. The maximum awarded capacity for a single bidder is capped at 300 MW, excluding the additional allocation that may be offered under the greenshoe option.
Under this option, SECI can allocate and tie up an additional capacity of up to 300 MW beyond the initial 600 MW.
Selected bidders must sign a power purchase agreement (PPA) with SECI for 25 years.
The scope of work includes setting up the wind project and establishing the transmission network up to the interconnection or delivery point. It also involves land identification, securing ownership, and obtaining all approvals and clearances from relevant state and local authorities.
Selected bidders must conduct site selection at their own discretion and cost. Each project must be connected to the ISTS grid at a minimum voltage level of 220 kV.
The scope of work also includes operations and maintenance of the project for the PPA period.
Bidders must have a minimum net worth of ₹1.12 million (~$13,450)/MW of the quoted contracted capacity, and a minimum annual turnover of ₹7.65 million (~$86,321.19)/MW of the quoted capacity during the financial year 2025.
Alternatively, bidders must obtain an in-principle approval for a line of credit of at least ₹1.91 million (~$22,950)/MW to meet liquidity and working capital requirements.
Bidders can also offer a rebate of ₹0.02 (~$0.00024)/kWh to SECI in their monthly bills in exchange for the benefits of the payment security mechanism under the PPA.
Recently, SECI issued a tender to select developers for the assured peak supply of 4,800 MWh (1,200 MW X4 hours) of firm and dispatchable renewable energy from ISTS-connected projects with co-located energy storage systems (FDRE-Tranche VII).
In March this year, SECI invited bids to set up 400 MW of ISTS-connected wind power projects (Tranche-XVIII) under the build, own, and operate model.
