RUMSL Floats Tender to Develop 114 MW Solar Projects at Thermal Project Sites

Rewa Ultra Mega Solar Limited (RUMSL) has floated a tender to develop 114 MW ground-mounted solar power projects at Madhya Pradesh Power Generation Company’s (MPPGCL) thermal power project sites in three different districts.

The last date for the submission of bids is September 22, 2023. Bids will be opened on the same day.

The proposed solar power capacities for the three thermal power generating stations are as follows: Site A, known as the Sanjay Gandhi Thermal Power Station located in Birsinghpur, is set to have a solar project with a capacity of 31.6 MW.

Site B, the Amarkantak Thermal Power Station in Chachai, will have a solar project capacity of 38.6 MW. Lastly, Site C, the Shree Singaji Thermal Power Station in Khandwa, is proposed to have a solar power capacity of 43.8 MW.

Collectively, the cumulative capacity of these three sites is projected to be 114 MW.

Power procured by MPPGCL from the above projects has been provisioned to replace thermal power through the existing Power Purchase Agreement (PPA) of MPPGCL with the Madhya Pradesh Power Management Company. If the thermal generator is not able to replace thermal power, then the solar power may be sold in Exchange as per the provisions of the Flexibility Program.

MPPGCL will provide the land for the development of the project.

Bidders must submit a bid security of ₹800,000 (~$9,643) per MW of the quoted capacity.

The selected bidders chosen for the projects must provide a Performance Bank Guarantee (PBG) of ₹1.6 million (~$19,287) per MW of the allotted capacity to MPPGCL seven days before signing the PPA.

The bidders must have completed ground-mounted solar power projects in India, with a total combined capacity of at least 92 MW, either at one location or multiple locations, within the last seven years before the proposal due date. Additionally, there should be a single project with a minimum capacity of 44 MW at one location.

However, if the bidder has altered the proposed capacity, they must have accomplished ground-mounted solar power projects in India with a total capacity equal to 80% of the revised project capacity within the last seven years.

This capacity should be achieved at either one location or multiple locations, and there should still be a single project with a minimum capacity of 44 MW at one location.

Bidders must have a net worth of at least ₹8 million (~$96,427) per MW of the quoted project capacity.

Recently, NTPC Renewable Energy, SJVN Green Energy, and Hinduja Renewables Energy won RUMSL’s auction to develop a 300 MW floating solar park (Phase II) at the Omkareshwar reservoir in Madhya Pradesh.
