REIL Floats Tender for 17.5 MW Rooftop Solar Projects Across India

Rajasthan Electronics and Instruments (REIL) has invited bids for the installation of grid-connected rooftop solar systems with a cumulative capacity of 17.5 MW on government buildings across different states and union territories under the Renewable Energy Service Company (RESCO) model.
The last date to submit bids is February 16, 2026. Bids will be opened the following day.
Bidders must submit an earnest money deposit of ₹45,000 (~$490.98)/MW.
Successful bidders must furnish a performance bank guarantee of ₹112,500 (~$1,227)/MW for general category regions and ₹123,750 (~$1,350)/MW for special category regions.
REIL has set a ceiling tariff of ₹4.64 (~$0.051)/kWh for general-category sites and ₹5.15 (~$0.056)/kWh for special-category sites.
The estimated cost of the project is ₹45,000 (~$490.9)/kW for the general region and ₹ 49,500 (~$540.08)/kW for the special category regions.
Each project should be above 20 kW, separately connected to the grid, and may have separate meters, as per the distribution company’s connection.
The tender was floated in January last year but canceled for administrative reasons.
Bidders should have a net worth of ₹4.5 million (~$49,098)/MW of the quoted capacity.
They should have a minimum average annual turnover of ₹13.5 million (~$147,296)/MW of the quoted capacity during the last three financial years.
Bidders should have completed three similar works, each with a capacity not less than 40% of the quoted capacity; two similar works, each with a capacity not less than 50% of the quoted capacity; or one similar work with a capacity not less than 80% of the quoted capacity.
The solar modules to be used for the project should be manufactured in India and sourced from the list of Models and Manufacturers issued by the Ministry of New and Renewable Energy.
The total solar array capacity should comprise solar crystalline modules with a minimum capacity of 540 W.
In June last year, REIL invited bids for rate contracts to set up 1 MW rooftop solar power projects on government buildings in Andhra Pradesh, Karnataka, Kerala, Tamil Nadu, Telangana, Lakshadweep, and Puducherry.
Earlier, REIL had invited bids for rate contracts to set up 1.35 MW of grid-connected rooftop solar projects on government buildings in Uttar Pradesh.
