Railways Issue Empanelment Tender for 2.33 MW Rooftop Solar Projects

The Indian Railways has invited bids to empanel agencies to implement 2.33 MW rooftop solar power projects.

The last date for the submission of bids is June 3, 2024. Bids will be opened on the same day.

The present tender is without central financial assistance.

Bidders have to pay ₹34,810 (~$416.83) as cost of the bid document and ₹1.07 million (~$12,812)/MW as earnest money deposit.

The successful bidder has to pay a performance bank guarantee of ₹1.6 million ($19,158)/MW. The successful bidder should furnish the PBG within 30 days of signing the power purchase agreement (PPA).

Bidders should have installed grid-connected rooftop solar systems with a minimum total capacity of 200 kW as developers or EPC contractors before the technical bid submission deadline.

Alternatively, bidders should have installed and commissioned a minimum capacity of 1,000 kW in any grid-connected systems across various sectors, such as residential, social, industrial, commercial, or governmental, before the scheduled date for technical bid submission.

Bidders should have had an average annual turnover of ₹15 million (~$179,610) over the past three financial years and maintained a positive net worth.

The successful bidder must sign a 25-year PPA with the Railways.

Bidders may also be required to sign the PPA at the divisional level.

South Eastern Railway recently invited bids to empanel agencies to set up 8.383 MW of grid-connected rooftop solar power projects in Odisha, Jharkhand, and West Bengal through public-private partnerships on a design, build, finance, operate, and transfer basis.

Last May, South Eastern Railway invited bids from agencies for 13.54 MW of rooftop solar projects in Odisha, Jharkhand, and West Bengal railway zones.
