Railways Seeks Consultant for Analysis of 13 Wind Turbine Generators in Rajasthan

REMC Limited, a joint venture of Indian Railways and RITES, has invited bids to hire a consultant for technical conditions assessment and technical-cum-health analysis for 13 wind turbine generators of a 26 MW wind power project in the Jaisalmer district of Rajasthan.

The last date to submit the bids is August 5, 2022. Bids will be opened on the same day.

The estimated cost of work is ₹930,633 (~$11,637).

Bidders will have to submit ₹9,306 (~$116) as an earnest money deposit.

The work must be completed within 45 days from the seventh day of the issuance of the Letter of Award.

Preference will be given to ‘Class-I local suppliers’ over ‘Class-II local suppliers’ and ‘non-local suppliers.’

‘Class-I local supplier’ means a supplier or service provider whose goods, services, or works offered have local content equal to or greater than 50%. Similarly, for ‘Class-II local suppliers,’ the local content should be more than 20% and less than 50%. ‘Non-local suppliers’ are suppliers with local content equal to or less than 20%.

Bidders should have executed one similar work of value not less than ₹740,000 (~$9,253) or two similar works, each of value not less than ₹460,000 (~$5,752), or three similar works, each of value not less than ₹370,000 (~$4,626) in the last seven years prior to the bid submission date.

Alternatively, they should have completed one similar work with a capacity not less than 20 MW of wind power, or two similar works, each with a capacity of 13 MW of wind power, or three similar works, each with a capacity of 10 MW of wind power during the last seven years.

Bidders should have achieved a minimum annual financial turnover of ₹930,000 (~$11,629) in any one of the last three financial years.

They should have made a profit in any two of the last three financial years. Their net worth should be at least 15% of the project’s estimated cost.

If the work is not completed within the stipulated time, the consultant will have to pay an amount equivalent to 1% of the total contract value for each week of delay, subject to a maximum of 5% of the total contract price as liquidated damages.

Recently, REMCL, on behalf of Indian Railways, invited bids to procure 1 GW of round-the-clock  power from grid-connected renewable power projects with or without storage across India for 25 years. The projects will be developed on a build, own, and operate basis.

Earlier, Sembcorp Green Infra Wind Energy had won REMCL’s auction to procure 50 MW of wind power. The tariff-based bidding was held for the power consumption of Railways for traction in Maharashtra.
