Punjab Invites Bids for 8.7 MW Solar Projects to Power Water Supply Systems

The Punjab Energy Development Agency (PEDA) has invited bids to commission 8.7 MW of solar projects at 970 rural piped water supply systems in the state.

The projects must be commissioned within 150 days from the issuance of the work order.

The successful bidder is required to oversee the project’s operation and maintenance for five years.

The last date to submit the bids online is April 10, 2023. Bids will be opened on April 12.

Bidders must submit ₹1 million (~$12,156) as an earnest money deposit. Within 15 days from the allocation letter, the successful bidder should furnish ₹500,000 (~$6,078) as a performance security.

The bidder can apply for a minimum aggregate capacity of 1 MW and a maximum aggregate capacity of 8.7 MW.

Eligible bidders should have completed the supply, installation, and commissioning of grid-connected rooftop or ground-mounted solar power projects of a minimum of 50% (cumulative capacity) of the quoted capacity in the last seven financial years.

The average annual turnover of bidders should be at least ₹60 million (~$729,192) of the quoted capacity during the last three financial years.

As per the tender document, the minimum capacity utilization factor for each year from the project’s commissioning date should be a minimum of 15%.

The solar module efficiency should be greater than or equal to 16%, and they must have a minimum capacity of 250 Wp.

The modules should carry a performance warranty of >90% during the first ten years and >80% during the next 15 years. Further, they should have a performance warranty of >97% during the first year of installation, and the modules’ degradation should be below 1% per annum.

The predicted electrical degradation of power generated should not exceed 20% of the minimum rated power over the 25 years and not more than 10% after ten years of the fully rated original output.

PEDA recently invited bids to install and commission 10 MW of grid-connected rooftop solar systems with the net metering facility on government buildings across the state under the renewable energy service company model.

Last October, PEDA invited bids for installing and commissioning grid-connected rooftop solar systems with a cumulative capacity of 4.5 MW under the RESCO model at various locations in the state.
