Punjab Invites Bids for Solarization of 200 Irrigation Pumps Under KUSUM

Punjab Energy Development Agency (PEDA) has issued a request for selection for the solarization of 200 irrigation pumps under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Uthan Mahabhiyaan (PM-KUSUM) in various divisions in Punjab.
Bidders must solarize the pumps coming under the 11 kV Kurali feeder in PSPCL Sub-Division Banur, the 11 kV Peerkot feeder in PSPCL Sub-Division Sub Maur, and the 11 kV Sadhowal feeder in PSPCL Sub-Division Rangian.
The last date to submit the bids is June 25, 2025. Bids open on the same day.
Bidders must furnish an earnest money deposit of ₹5 million (~$58,426.8).
Bidders must design, survey, supply, install, test, and commission 200 individual irrigation pumps to be solarized with net metering. All the existing AC pumps must be replaced with a minimum 3-star energy-efficient pump.
They must also provide comprehensive operations and maintenance services for a period of five years.
Each pump must be integrated with a grid-tied solar system to ensure the efficient utilization of renewable energy, while allowing surplus power to be fed back into the grid. The pump should operate on grid power when it is available. It should be capable of running on solar power if the grid is unavailable during the day.
In compliance with the Ministry of New and Renewable Energy guidelines, bidders must use only modules, inverter/controllers, balance of systems, and motor pumps that are manufactured indigenously in India.
The minimum module efficiency should be at least 19%, and the fill factor must be greater than 75%. The modules must guarantee output wattage, ensuring it remains no less than 90% of the rated wattage after 10 years and 80% after 25 years.
Bidders must use only commercially established and operational technologies to minimize technology risk and achieve timely project commissioning.
They should be any one of the following:
- Supplier/manufacturer of solar PV module having experience in similar works
- Supplier/manufacturer of solar pump having experience in similar works
- Supplier/manufacturer of solar inverter/pump controller/VFD using indigenous technology, having experience in similar works
- EPC experience in similar works with solar module supplier/manufacturer, or solar pump supplier/manufacturer, or supplier/manufacturer of solar inverter using indigenous technology.
Bidders should have experience in completing similar works during the last seven years. They should completed any one of the following:
- Three similar completed works costing not less than the amount equal to ₹90 million (~$1 million)
- Two similar completed works costing not less than the amount equal to ₹115 million (~$1.4 million)
- One similar completed work costing not less than the amount equal to ₹185 million (~$2.1 million)
Similar works refers to experience in supplying, installing, commissioning, and maintaining grid connected or off-grid solar photovoltaic systems, whether rooftop or ground-mounted, for any government department, public sector undertaking, or state nodal agency of any state in the last seven years.
Bidders must have an average annual turnover of ₹70 million (~$817,816). Their net worth in the last financial year should be ₹10 million (~$116,830).
Last year, Punjab Genco, a PEDA undertaking, invited bids to design, manufacture, supply, erect, and test two solar power projects of 4 MW each in Bathinda District.
