Punjab Invites Bids for 10 MW of Rooftop Solar Systems on Government Buildings

The Punjab Energy Development Agency (PEDA) has invited bids to install and commission 10 MW of grid-connected rooftop solar systems with the net metering facility on government buildings across the state under the renewable energy service company (RESCO) model.

The successful bidder will have to take care of the project’s operation and maintenance for 25 years.

The last date to submit the bids online is January 30, 2023. Bids will be opened the following day.

Bidders must submit ₹900,000 (~$10,882)/MW as an earnest money deposit. Within 15 days from the allocation letter, the successful bidder should furnish ₹1 million (~$12,092)/MW as a performance security.

Bidders can apply for a minimum aggregate capacity of 2 MW and a maximum capacity of 5 MW.

Bidders should have completed the supply, installation, and commissioning of grid-connected rooftop or ground-mounted solar power projects of a minimum of 50% (cumulative capacity) of the quoted capacity in the last seven financial years.

The net worth of bidders should be equal to or more than ₹9 million (~$108,829)/MW of the quoted capacity as on the last day of the previous financial year.

The average annual turnover of bidders should be at least ₹18 million (~$217,658)/MW of the quoted capacity during the last three financial years.

Bidders should have a working capital of at least ₹11.25 million (~$136,036)/MW of the quoted capacity as on September 30, 2022.

As per the tender document, the minimum capacity utilization factor (CUF) for each year from the date of commissioning of the project should be a minimum of 15%.

The solar modules to be used for the project must be from the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

PEDA has stated that the total solar array capacity should not be less than the allocated capacity and should comprise of solar crystalline modules of a minimum of 250 Wp and above wattage. The efficiency of the modules should not be less than 16%.

In October this year, PEDA invited bids for the installation and commissioning of grid-connected rooftop solar systems with a cumulative capacity of 4.5 MW under the RESCO model at various locations in the state.

Earlier, PEDA had invited bids to empanel vendors to install a cumulative capacity of 5 MW of grid-connected rooftop solar systems on government buildings in the state.
