Poland Awards 16 TWh of Renewable Energy Capacity in Latest Auctions
The most competitive auction was for solar projects above 1 MW

Poland’s Energy Regulatory Office (URE) awarded 16 TWh of renewable energy for PLN5 billion (~$1.37 billion) across two auctions held this month. Of the 129 winning bids, 126 were for solar installations and three for wind.
Tenders were issued for a capacity of 75.9 TWh with a maximum value of slightly over PLN31 billion (~$8.51 billion).
The most competitive auction was for projects above 1 MW, which attracted 73 bidders and 98 bids. Solar dominated this segment with 95 bids. This auction offered 32.25 TWh with a budget of nearly PLN8.9 billion (~$2.22 billion).
Ultimately, 15.8 TWh was awarded through 76 offers from 57 producers, totaling nearly PLN4.8 billion (~$1.31 billion), which utilized approximately 49% of the volume and 54% of the budget. These results could lead to the addition of 1,623 MW of solar capacity and 82.7 MW of onshore wind.
Reference prices were PLN389 (~$106)/MWh for solar and PLN324 (~$89)/MWh for wind energy. Successful bids ranged from PLN100 (~$27)/MWh to PLN320 (~$88)/MWh for wind and from PLN216.90 (~$60)/MWh to PLN329.68 (~$90)/MWh for solar projects.
The second concluded auction covered projects with a capacity below 1 MW. It received 83 bids from 33 producers, all for solar projects, totaling approximately 47.7 MW. This auction offered 11.25 TWh with a budget of approximately PLN3.82 billion (~$1.04 billion). Only 0.48 TWh was awarded through 53 offers from 20 producers, amounting to approximately PLN0.17 billion (~$46.65 million).
The reference price for solar was PLN414 (~$113)/MWh. Winning bids ranged from PLN314.77 (~$86)/MWh to PLN374.77(~$103)/MWh.
For the second consecutive year, auctions for hydropower projects, agricultural biogas projects, biomass installations, and non-agricultural biogas projects failed to settle due to insufficient bids.
Auctions targeting biomass-only projects, non-agricultural biogas, new agricultural biogas projects above 1 MW, and installations using bio-liquids, geothermal, or hydropower were also not resolved. The rules require at least three valid qualifying bids to settle an auction.
Poland’s expanding solar capacity has increased market competition in Europe, leading to localized price reductions, according to a report by LevelTen. The European wind and solar power purchase agreements (PPA) markets remained stable in the first quarter of 2025. Solar PPA prices in the Market-Averaged Continental Index rose by 1% from the previous quarter, while wind PPA prices increased by 1%.
