PFC Invites Bids to Evacuate Renewable Energy from Rajasthan

PFC Consulting Limited (PFCCL) has invited bids to build an inter-state transmission system (ISTS) for the evacuation of power from Rajasthan renewable energy zones (REZ) on a build, own, operate, and transfer (BOOT) basis.

These zones are Ph-IV (Part- 1) (Bikaner Complex): PART-C and PART-D.

The last date for the submission of bids is May 8, 2023. Bids will be opened on the same day.

The scope of the work includes building 765/400/220kV Bikaner-III and 765/400kV Neemrana-II substations and interconnections between Bikaner-III PS and Bikaner (PG)/Bikaner-II PS through 400kV lines.

Additionally, a 765kV high-capacity corridor, namely Bikaner-III-Neemrana-II-Bareilly (PG), and 400kV interconnections with Gurgaon (PG), Sohna Road, and Kotputli has be implemented for further dispersal of power from Bikaner-III PS.

Bidders must obtain the tender documents by paying a non-refundable fee of ₹500,000 (~$6,068) plus 18% GST.

They must furnish ₹280 million (~$3.3 million) as an earnest money deposit.

The successful bidder will have to furnish a performance bank guarantee of ₹420 million (~$5 million). The performance guarantee will be valid for up to three months after the scheduled commercial operation date of the project.

The bidder should have a transmission license from the regulator.

The successful bidder, who will acquire 100% equity shares of a special purpose vehicle, will be responsible for owning, financing, developing, designing, engineering, procuring, constructing, commissioning, operating, and maintaining the project, as well as providing transmission service.

Bidders should quote the transmission charges according to the pre-specified structure mentioned in the tender documents.

They must either be a company incorporated under the relevant laws or a consortium of companies, with one of the companies acting as the lead member of the bidding consortium.

Further, bidders must either have experience in developing infrastructure sector projects with an aggregate capital expenditure or should have received aggregate payments of no less than ₹14 billion (~$169 million) in the past five years, but with each project’s capital expenditure being no less than ₹2.8 billion (~$34 million).

Bidders should have a net worth of not less than ₹5.6 billion (~$67.9 million) in any of the last three financial years. Their net worth in any of the past three financial years should not be negative.

In November 2022, PFC Consulting invited bids to set up ISTS projects under the Western Region Expansion Program on a build, own, operate, and transfer basis.

Earlier, PFC Consulting had invited bids to develop an ISTS network to evacuate 20 GW of power from the renewable energy zone in Rajasthan under Phase-III, Part-A1.
