PFC Consulting has invited bids for the establishment of an interstate transmission system (ISTS) to facilitate the drawal of renewable energy at the South Kalamb Substation in Maharashtra.
The project will be executed on a build, own, operate, and transfer basis.
Bids must be submitted by December 26, 2025. Bids will be opened on the same day.
Bidders must furnish a bid bond of ₹102 million (~$1.22 million) and a document fee of ₹500,000 (~$5,636.50) plus 18% GST.
Successful bidders must submit a contract performance guarantee of ₹255 million (~$3.04 million), calculated as 5% of the aggregate capital cost, within ten days of receiving the letter of intent.
The scope of work also includes the design, engineering, procurement, erection, testing, and commissioning of the assets, as well as preparing a detailed project report, arranging financing, project management, and land acquisition. It also entails obtaining the right-of-way, statutory consents, and permits.
Selected bidders must undertake line-in-line-out connections for the Nagothane–Padghe, Pune–Navi Mumbai, and Pune–Vikhroli lines, with eight bays to be constructed at the South Kalamb substation.
Selected bidders must operate the project for 35 years from the commercial operation date, after which the assets, land, right-of-way, and clearances will be transferred to the Central Transmission Utility at no cost.
The scope of work also includes setting up transmission infrastructure, including three 1,500 MVA, 765/400 kV interconnecting transformers, two 330 MVAr 765 kV bus reactors, and two 125 MVAr 420 kV bus reactors, along with multiple 765 kV and 400 kV bays and sectionalizers.
Substation location limits have been specified, with a maximum radius of 3 km for generation pooling substations, 5 km for load-serving substations, and 10 km for intermediate substations, all measured from the location identified in the bid processing coordinator survey.
The projects must be executed within 24.
Bidders must have developed infrastructure projects worth at least ₹5.1 billion (~$60.83 million) over the last five years, with individual projects exceeding ₹1.02 billion (~$12.17 million). Alternatively, they must have construction experience with payments received of a similar value during the same timeframe.
Bidders must have a net worth of at least ₹2.5 billion (~$29.82 million) in any of the last three financial years.
In August of this year, PFC Consulting issued a request for proposal to establish an intrastate transmission system, aiming to enhance power evacuation capacity by 1.5 to 2 GW from the renewable energy-rich areas of Wagdari, Akkalkot, and South Solapur in Maharashtra.
In June this year, PFC Consulting invited bids to augment the ISTS to evacuate 7 GW of solar power from Dharashiv, Beed district, Maharashtra.
