PFC Consulting Invites Bids for 4.5 GW Renewable Energy Transmission System

PFC Consulting, a wholly-owned subsidiary of Power Finance Corporation, has invited bids to select transmission service providers to establish an interstate transmission system (ISTS) for the integration of the Krishnagiri Renewable Energy Zone (REZ) Phase-I in Andhra Pradesh on a build, own, operate, and transfer basis.

The last date to submit the bids is March 17, 2026, and the financial bids will be opened on March 27, 2026.

Bidders must submit an earnest money deposit of ₹ 817 million (~$9.05 million).

The transmission system will facilitate immediate integration and evacuation of 4.5 GW of renewable energy from projects in the Kurnool area out of the identified total potential of 23 GW.

The transmission service provider should ensure that the design, construction, and testing of all equipment, facilities, components, and systems of the project are in accordance with the transmission service agreement and applicable rules, orders, and guidelines issued by the Central Government.

Bidders should have experience in developing infrastructure projects over the last five years, with aggregate capital expenditure of at least ₹40.85 billion (~$4.53 billion). The capital expenditure of each project must not be less than ₹8.17 billion (~$90.51 million).

Alternatively, bidders should have received aggregate payments not less than ₹40.85 billion (~$4.53 billion) from its clients for construction works fully completed during the last five financial years. The payment received from each project should not be less than ₹8.17 billion (~$90.51 million).

Also, the biddesr’ net worth should not be less than ₹16.34 billion (~$181.02 million) in any of the last three financial years. They should have a positive net worth in the last three financial years.

Last November, PFC Consulting invited bids to establish an intrastate transmission system involving a 765/400/220 kV air-insulated substation (AIS) at Dolvi in the Raigad District of Maharashtra. AIS Dolvi has been planned to provide a reliable 3 GW power supply to bulk power consumers, support the production of green hydrogen and its derivatives, and facilitate renewable energy evacuation.

Earlier, PFC Consulting had issued a request for proposal to set up an intrastate transmission system for the air-insulated substation at Kandalgaon in Maharashtra’s Raigad district on a build, own, operate, and transfer basis.
