NTPC Issues Tender for 250 MW/500 MWh Battery Energy Storage System in Rajasthan

NTPC Renewable Energy has issued an invitation for bids (IFB) for the design, engineering, manufacturing, supply, installation, and commissioning of a 250 MW/500 MWh grid-connected standalone battery energy storage system (BESS) near Fatehgarh-III inter-state transmission system (ISTS) substation in Rajasthan.

Bidders must undertake all civil, structural, and architectural works for the BESS and associated electrical system, including 33 kV pooling switchgear and central monitoring and control station (CMCS) building. Bidders must also develop an internal 220 kV switchyard evacuation system from 33 kV pooling switchgear and the necessary transmission line for connection with the Fatehgarh-III ISTS substation.

The successful bidder must provide comprehensive operation and maintenance service for 12 years.

The last day to submit the bids is June 6, 2022. Bids will be opened on the same day.

Bidders must pay ₹22,500 (~$295) towards the cost of bidding documents. They must also remit ₹200 million (~$2.61 million) as bid security.

Bidders have multiple routes to achieve the technical criteria.

For the first route, bidders should have manufactured and supplied batteries for grid-interactive BESS of cumulative installed capacity of a minimum of 40 MW. At least one grid-interactive BESS should be of a minimum of 10 MW capacity. The reference grid-interactive BESS of a minimum of 10 MW must have been successfully operating for at least six months before the bid opening date.

For the second route, bidders must be integrators of grid-interactive BESS of cumulative installed capacity of a minimum of 40 MW. At least one grid-interactive BESS should be of a minimum 10 MW capacity. The reference grid-interactive BESS of a minimum of 10 MW must have been operating for at least six months before the bid opening date.

For the third route, bidders should have executed in the last ten years an industrial project either as a developer or as an EPC contractor in power, steel, oil and gas, petrochemical, or any other process industry, of a value not less than ₹2 billion (~$26.15 million) in a single project or single work respectively. The reference project must be in operation for at least one year before the bid opening date.

Bidders must have also executed at least one electrical substation of a minimum 33 kV voltage level, consisting of equipment such as 33 kV or above voltage level circuit breakers and power transformer, either as a developer or as an EPC contractor. The electrical substation must be in operation for at least one year before the techno-commercial bid opening date.

As of the techno-commercial bid opening date, bidders must have an average annual turnover of ₹2 billion (~$26.15 million) in the last three financial years. The net worth of the bidders as of the last day of the preceding financial year should not be less than 100% of the bidders’ paid-up share capital.

Previously, NTPC  invited bids for the engineering, procurement, and construction of a grid-connected BESS with 10 MW and 40 MWh rated AC discharge capacity at a 33 kV switchgear interconnection point in Ramagundam, Telangana.
