NTPC, EDF, JSW, and Torrent Power Winners in SECI’s 1.2 GW Wind Auction

NTPC Renewable, Halvad Renewables (EDF Renewables), JSW Neo Energy, and Torrent Power are winners in Solar Energy Corporation of India’s (SECI) auction for the 1.2 GW interstate transmission system (ISTS)-connected wind power projects (Tranche-XII).

NTPC Renewables won 200 MW quoting a tariff of ₹2.89 (~$0.0373)/kWh and EDF 300 MW at ₹2.93 (~$0.0378)/kWh. JSW won 300 MW at ₹2.94 (~$0.0379), and Torrent Power 300 MW quoting ₹2.94 (~$0.0379)/kWh.

SJVN quoted 60 MW at ₹2.97 (~$0.038)/kWh, and Evergreen quoted 40 MW out of 140 MW at ₹2.98 (~$0.038)/kWh. But both these bids did not qualify as they were above the L1+2% tariff cut-off criteria per the tender. The capacity allotted in the auction was 1,100 MW.

The lowest tariff of ₹2.89 (~$0.0373)/kWh is nearly 7.4% more than the lowest tariff of ₹2.69 (~$0.038)/kWh quoted in the Tranche XI auction.

SECI UpdatedThe tender was floated in October last year. The tender specified that the project should be designed to interconnect with ISTS as per Central Electricity Regulatory Commission regulations. The wind developer will be responsible for acquiring the land required to set up the project.

The declared annual capacity utilization factor (CUF), under the tender, was to be above 22%. The wind developers must maintain generation to achieve an annual CUF of not less than 80% of the declared value and not over 120% of the declared CUF value during the 25 years of the power purchase agreement (PPA).

Only certified wind turbine models listed in the ‘Revised List of Models and Manufactures’ issued by the Ministry of New and Renewable Energy are allowed for deployment under the program.

Last September, ReNew Power, Green Infra Wind Energy (Sembcorp), Anupavan Renewables (EverGreen), Adani Renewable Energy, and Azure Power were declared winners in SECI’s auction for 1,200 MW ISTS-connected wind power projects (Tranche-XI) in the country.

In January this year, SECI invited bids to develop 1,200 MW of ISTS-connected wind power projects (Tranche XIII).

According to Mercom’s India Solar Tender Tracker, SECI has tendered 16.3 GW of wind projects under Tranche I to XII.
