NHPC Floats Tender for 16.64 MW Rooftop Solar Projects on Government Buildings

NHPC has invited bids for the installation of 16.64 MW of rooftop solar projects on government buildings of central ministries across India, under the Renewable Energy Service Company (RESCO) model, as part of the PM Surya Ghar:Muft Bijli Yojana.
The last date to submit bids is March 18, 2026. Bids will be opened on March 20.
Earnest Money Deposit (EMD) requirements for bidders:
Successful bidders must furnish a performance bank guarantee of ₹2,250 (~$24.81)/kW for general category states and ₹2,475 (~$27.28)/kW for special category states and union territories.
Bidders should have a net worth of ₹9,000 (~$99.23)/kW as on the last day of the previous financial year for general category states, and ₹9,900 (~$109.15)/kW of the quoted capacity for special category states and union territories.
In order to ascertain that bidders have sufficient means to manage the fund requirements for the project, they should fulfill at least one of the following criteria:
- The annual turnover of bidders as on the last date of the previous financial year should be ₹4,500 (~$49.61)/KW for general category states and ₹4,950 (~$54.57)/kW for special category states and union territories.
- The profit before depreciation, interest, and taxes as on the last date of the previous financial year should be ₹900 (~$9.92)/kW for general category states and ₹990 (~$10.92)/kW for special category states and union territories.
- Bidders should have an in-principle sanction letter from the lending institutions or banks for a line of credit of ₹1,125 (~$12.41)/kW for general category states and ₹1,238 (~$13.65)/kW for special category states and union territories.
The projects should be commissioned within nine months in general category states after the signing of the power purchase agreement (PPA) and within 12 months in special category states and union territories.
The PPAs will be valid for 25 years from the project’s commissioning date.
India has installed rooftop solar systems in 2,396,497 residential households under PM Surya Ghar so far, reaching nearly 24% of the 10 million target set for the financial year 2026–27.
In July last year, NHPC issued a request for selection to set up grid-connected 4.79 MW rooftop solar projects on government buildings in Manipur.
