NHPC Issues EPC Tender for 300 MW Floating Solar Project in Odisha

NHPC Limited has invited bids for the engineering, procurement & construction (EPC) of a 300 MW floating solar power project and the 220 kV transmission line at Rengali Reservoir in Angul, Odisha.

The project should be commissioned within 21 months of receiving the work order. The selected developer must oversee the project’s comprehensive operation and maintenance (O&M) service for five years.

The last day to submit the bids is May 17, 2023. The bids will be opened on May 23.

Bidders must submit an earnest money deposit of ₹100 million (~$1.22 million). The selected bidder must also submit 3% of the contract value as a performance security.

Bidders should have experience in developing solar projects of cumulative installed capacity of 40 MW or higher, out of which at least one should have been of 10 MW capacity or more.

Companies with 10-year experience as a developer or EPC contractor in the process industry or infrastructure development on a single project worth a minimum ₹1.5 billion (~$18.3 million) are also eligible to bid.

They must have executed at least one 33 kV or higher electrical substation as a developer or EPC contractor. The project should be operational for at least one year before the bid submission date.

Bidders must have an average annual turnover of at least ₹3.1 billion (~$38.1 million) in the last three financial years. Their net worth should be positive for at least three of the last five financial years.

Bidders must have a working capital of ₹ 1.7 billion (~$21.2 million).

If the contractor fails to complete the project within the stipulated time, they must pay liquidated damages of ₹20,850 (~$254)/day/ MW of unfinished capacity. The total liquidated damages will not exceed 10% of the contract price.

Any shortfall in generation during the O&M period will be compensated for up to 10% of the quoted generation at the prevailing tariff. Recovery of compensation will be deducted from O&M contract payments up to 25% of the annual contract value. Any excess will be recovered through the performance bank guarantee, replenished by the EPC Contractor within three months.

Last April, NHPC issued a tender from EPC contractors to develop a 75 MW interstate transmission system-connected solar power project.
