NBCC Invites Bids for 4 MW Rooftop Solar Project at Bokaro Steel Plant

National Buildings Construction Corporation (NBCC) has floated an engineering, procurement, and construction (EPC) tender to set up a 4 MW grid-connected rooftop solar power project at the Bokaro Steel Plant in Jharkhand.

Bids must be submitted on October 13, 2025. Bids will be opened on the same day.

The estimated cost of the project is ₹207.8 million (~$2.50 million), split into ₹196 million (~$2.36 million) for Part A and ₹11.8 million (~$142,000) for Part B, inclusive of GST.

Bidders must furnish an earnest money deposit of ₹2.07 million (~$25,000), a tender fee of ₹10,000 (~$120) plus 18% GST, totaling ₹11,800 (~$142).

Successful bidders must submit a performance bank guarantee of 5% of the contract value within 15 days of the letter of award.

If the accepted lowest bid is below 85% of the estimated cost, the selected bidder must provide an additional performance guarantee equivalent to the shortfall.

The scope of work encompasses the design, engineering, procurement, installation, testing, and commissioning of the solar project across various sheds and buildings at the Bokaro Steel Plant. It also includes providing operation and maintenance (O&M) services for five years.

Successful bidders must conduct the structural stability assessment of the sheds. They must also supply monocrystalline photovoltaic modules with a capacity above 540 W, inverters, module mounting structures, AC/DC cabling, earthing, lightning protection, safety systems, and mandatory spares.

The project must be designed for a lifespan of 25 years.

Only modules that comply with the Approved List of Models and Manufacturers and are registered with the Bureau of Indian Standards must be used for the project.

Bidders must have completed similar projects in the past seven years, meeting financial thresholds of 40%, 50%, and 80% of the estimated cost, depending on the number of works. They must have also executed at least one solar project of 1,600 kW capacity with two years of O&M experience.

Bidders must have an average annual turnover of ₹83 million (~$1 million) over the last three years, a net worth of at least ₹20.7 million (~$249,000) in the previous financial year, and a bank solvency of 40% of the estimated cost.

In March this year, the Jharkhand State Electricity Regulatory Commission approved the power sale agreement between Bokaro Steel and the Solar Energy Corporation of India for purchasing 100 MW of solar power.
