MNRE Releases ALMM List-II for Solar Cells with a Capacity of 13 GW

The Ministry of New and Renewable Energy (MNRE) has issued the first Approved List of Models and Manufacturers (ALMM) List-II for solar cells, enlisting nine domestic manufacturers with a cumulative annual production capacity of 13,067 MW.
The ALMM List-II will come into effect from July 1, 2026.
The notified list includes Mundra Solar Energy (Adani) has been enlisted for a capacity of 1,939 MW/year for its bifacial Mono c-Si PERC cells. These cells offer 23.35% efficiency and 7.72 W output. Mundra Solar has been enlisted for a capacity of 1,893 MW. It manufactures bifacial N-type TOPCon cells with 25.27% efficiency and 8.34 W output.
Premier Energies International has been enlisted with a capacity of 1,174 MW/year for its bifacial mono c-Si PERC cells. These cells show an average efficiency of 23.24% and a wattage of 7.78 W. Premier Energies Photovoltaic has a capacity of 751 MW/year and produces similar bifacial PERC cells with an average efficiency of 23.24% and a wattage of 7.78 W
Emmvee Energy is also included in ALMM List-II for its bifacial N-type TOPCon cells of 1,553 MW/year capacity. The cells have an average efficiency of 24.62% and wattage of 8.24 W.
The list includes ReNew Photovoltaics’ bifacial Mono c-Si PERC cells with a capacity of 1,766 MW/year. The cells offer a 23.43% efficiency and 7.71 W output.
Jupiter International (units 1 and 2) have capacities of 339 MW/year and 440 MW/year, respectively. Both produce Mono PERC Bifacial Solar Cells, P Type with an average efficiency of 23.10% and wattage of 7.73 W.
FS India Solar Ventures has the highest enlisted capacity of 3,212 MW/year. The company is listed in the ALMM List-I for solar modules and is deemed to be eligible for Inclusion in ALMM List-II for solar cells.
The validity period for all approvals is from July 31, 2025, to July 30, 2029, except FS India Solar Ventures, for which approval is valid until April 28, 2028.
Recently, MNRE exempted government projects mandated to use solar modules from the Approved List of Models and Manufacturers (ALMM -List 1) from complying with ALMM List-II for solar cells, if the bid submission deadline is on or before the cut-off date.
In May this year, MNRE issued clarifications on solar cells’ enlistment in ALMM. It said it will treat potential induced degradation (PID) and non-PID cells as different products or families and list them separately.
