MES Tenders Operation and Maintenance of 2 MW Solar Project in Punjab

The Military Engineer Services (MES) has invited bids for the comprehensive maintenance of a 2 MW solar project at the military station in Kapurthala, Punjab, under the jurisdiction of the city’s Garrison Engineer.

Bids must be submitted by October 2, 2025. Bids will be opened on October 4.

The project’s estimated cost is ₹6.7 million (~$76,036). It must be completed within 273 days.

Selected bidders must submit a performance bank guarantee of 5% of the contract value.

Contractors not enlisted with MES must submit an earnest money deposit of ₹125,500 (~$1,424). Successful contractors not enlisted with MES must submit a security deposit of ₹1.8 million (~$20,427.7).

They must also submit a tender document fee of ₹1,000 (~$11.4).

Successful bidders must not execute the work by subletting or through a power of attorney to a third party/another firm on their behalf.

The project covers guarantees of the schedule of services committed within the operation and maintenance (O&M) period.

Successful bidders must guarantee a minimum project availability of up to 99%.

If the project fails to maintain the minimum available project capacity, the successful bidders must pay compensation for up to 80% of the average energy generated on a given day.

The selected bidders must thoroughly inspect all solar modules for physical and performance issues at least once every month.

They must also examine the condition of the electrical, grounding, and mechanical connections.

The scope of work also includes inspecting for signs of animal damage, nesting, or vegetation overgrowth that could cause shading.

Successful bidders must inspect suspected underperforming modules using infrared thermography, and the findings must be included in the following monthly report.

They must clean the modules with water at least once every month.

Selected bidders must inspect all string-level wiring and wire management systems. Each string level wiring must be tested for proper open-circuit voltage and operating current during normal inverter operation.

They must maintain and repair all string wiring and harnesses used in the project.

In March, MES, Chief Engineer Bathinda Zone, invited bids for the O&M of two solar projects in Rajasthan.

In July, MES, under the Chief Engineer, Bathinda Zone, issued a tender for the comprehensive O&M of a 5 MW solar project located across Suratgarh (2 MW), Sri Ganganagar (2 MW), and Kanasar (1 MW) in Rajasthan.
