MES Invites Bids for 1 MW Solar Project in Ladakh

The Military Engineering Services (MES) has floated a tender to set up a 1 MW grid-connected solar project at Chumathang, Ladakh.
Bids must be submitted by November 21, 2025. Bids will be opened on November 28.
Bidders must furnish an earnest money deposit of ₹628,000 (~$7,154.17) and a tender fee of ₹3,000 (~$34.18).
The contract is valued at ₹60.55 million (~$689,841.95).
Selected bidders must submit a performance bank guarantee of 5% of the contract value.
The scope of work entails the design, engineering, and commissioning of the solar project. It also involves providing operation and maintenance services for five years.
Selected bidders must undertake civil works and obtain the necessary permits, licenses, and insurance. They must also provide a performance demonstration with the associated equipment and materials, along with the transmission system up to the interconnection point at the designated substation.
Successful bidders must construct a control room, internal roads/paths, internal drains connecting the panel arrays to the peripheral drain, watch cabins, and cable connectivity from the solar fields. They must also provide supervisory control and data acquisition systems, and civil works for installing the transformers and connecting the project to the grid, and testing facilities.
Only mono/poly-crystalline silicon modules must be used for the project.
The project must be completed within 700 days.
Bidders must be enlisted as Class A contractors with the MES. These bidders must have an average annual financial turnover of at least 30% of the contract value.
Alternatively, bidders not enlisted with the MES must have completed either of the following works in the last five years:
- Two similar projects, each costing at least ₹40 million (~$455,679.6)
- One similar project costing at least ₹60 million (~$683,519.4)
They must also have a minimum average annual turnover of ₹60 million (~$683,519.4) for two consecutive years in the past five.
In April this year, MES Eastern Command, Shillong Zone, invited bids to install rooftop solar systems with a total capacity of 1,100 kW at Rangapahar Military Station in Nagaland.
In March, MES Chief Engineer Bathinda Zone, invited bids for the operation and maintenance of two solar projects in Rajasthan.
