Maharashtra Invites Bids for 1.6 GW Solar Projects Under MSKVY

Maharashtra State Electricity Board Solar Agro Power (MSAPL), a subsidiary of MSEB Holding Company, has invited bids to procure 1.6 GW of decentralized ground-mounted solar projects under the Mukhyamantri Saur Krushi Vahini Yojana 2.0 (MSKVY 2.0).

Bids must be submitted by August 28, 2025. Bids will be opened on the same day.

Bidders must furnish an earnest money deposit (EMD) of ₹100,000 (~$1,162.79), a document fee of ₹25,000 (~$290.70) plus 18% GST, and a bid processing fee of ₹2,500 (~$29.07)/MW plus GST, with a minimum upfront payment of ₹125,000 (~$1,453.49) for 50 MW to access the data room.

Successful bidders must submit a performance bank guarantee of ₹500,000 (~$5,813.95).

The scope of work entails the financing, ownership, design, construction, and operation of the solar projects at the feeder level across the state. It also involves providing operations and maintenance services for 25 years.

The projects’ scheduled commercial operation date (SCOD) will be 12 months from the letter of award.

Projects must achieve commercial operation of at least 75% of the contracted capacity by SCOD to qualify for incentives.

If reactive power generation falls below the prescribed levels, a 25% tariff penalty will be levied. Non-compliance, such as misrepresentation, failure to provide documents, or non-execution of the power purchase agreement, can result in the EMD’s encashment.

Bidders must have a minimum average annual turnover of ₹2.5 million (~$29,069.77)/MW of the project capacity during the last three financial years up to the financial year (FY) 2025.

Alternatively, bidders can demonstrate internal resource generation capability in the form of profit before depreciation, interest, and taxes of at least ₹1 million (~$11,627.91)/MW of the project capacity for FY 2025.

Recently, MSAPL invited bids to supply 3.43 GW of solar power from 509 projects under MSKVY 2.0.

Last January, MSAPL floated a tender for the procurement of solar power under Component C of Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan program.
