Maharaja Agrasen Medical College Invites Bids for 2 MW Solar Project

Maharaja Agrasen Medical College has invited bids to set up a 2 MW rooftop or ground-mounted solar project, expandable up to 3.5 MW, on its campus in  Agroha, Haryana.

The estimated project cost is ₹100 million (~$1.08 million). The work must be completed within 300 days from receiving the letter of award.

The last date to submit the bids is April 9, 2026. Bids will be opened on the next day.

Bidders must pay ₹20,000 (~$216) towards the tender document and furnish ₹2 million (~$21,638) as earnest money deposit.

The procurement structure is based on a long-term power purchase agreement, under which the selected developer will invest in and set up the solar project, while the college purchases electricity at a competitively discovered tariff.

The quoted tariff must be inclusive of all applicable taxes and charges for the entire contract duration, with no additional payments beyond the per-unit rate.

The medical college has committed to procuring 100% of the energy generated, with payments calculated based on metered output and settled on a monthly billing cycle within 20 days.

The agreement spans 25 years from the date of commercial operation, with the tariff remaining fixed throughout the term.

While the initial project capacity is 2 MW, the tender allows for expansion up to 3.5 MW. At the end of the contract period, the system may be transferred to the purchaser at no cost if mutually agreed, failing which the developer must dismantle and remove the project.

The scope of work covers the entire project lifecycle, including the design, engineering, procurement, construction, commissioning, and long-term operation and maintenance.

The developer will also be responsible for obtaining all statutory approvals, including net metering and DISCOM clearances, and for installing associated infrastructure such as transformers, cabling, and metering systems.

Bidders must either have previously held Ministry of New and Renewable Energy channel partner status, including under the RESCO model, or must already have experience installing similar solar projects on a power purchase agreement basis where electricity is supplied and billed per kWh.

They must have a turnover of at least ₹60 million (~$649,149) over the preceding two years, supported by a chartered accountant’s certificate.

Bidders must also hold an A-class electrical license issued by the Chief Electrical Inspector, Haryana, or an equivalent license from another state.

India’s rooftop solar capacity grew to 7.1 GW in the calendar year 2025, an over 123% year-over-year jump from 3.2 GW in 2024, according to Mercom India Research’s Q4 & Annual 2025 India Rooftop Solar Market Report.
