MAHAGENCO Issues Consultancy Tender for Green Hydrogen and Ammonia Project

MAHAGENCO Renewable Energy (MAHAGENCO REL) has invited bids to prepare a pre-feasibility study, technical bid specification, review and approval of detailed design engineering, and project management for a green hydrogen and ammonia project at Uran in Maharashtra’s Raigad district.
Bids must be submitted by May 19, 2026. Bids will be opened on May 21, 2026.
Bidders must pay an earnest money deposit of ₹2.5 million (~$26,733.63), a tender fee of ₹25,000 (~$267.34) plus 18% GST, and a tender processing fee of ₹50,000 (~$534.67).
Selected bidders must carry out an initial pre-feasibility study to assess a green hydrogen production plant with or without ammonia, that can be developed on 19.07 hectares. They must provide the power evacuation facilities, balance-of-plant, and storage facilities for the project.
MAHAGENCO REL will provide inputs such as basic site data, such as geotechnical data, soil investigation data, accessibility, renewable energy inputs, water availability and quality, infrastructure, and utilities.
Successful bidders must prepare a tender for a green hydrogen production facility with an initial installed capacity of 2 KTPA.
The scope of work also includes allocating land and planning the site layout for future expansion, providing a scalable, modular plant configuration, including electrolyzer systems, and providing utilities, infrastructure, and interconnections to accommodate enhanced capacity. It also involves securing statutory approvals and environmental clearances to maximize plant capacity.
Bidders must have at least 10 years of experience providing consultancy services in the oil and gas industry for the planning and design of refinery and process projects.
Bidders must have completed one of the following similar works:
- Three similar works with a total cost of at least ₹70 million (~$748,541.5)
- Two similar works with a total cost of at least ₹80 million (~$855,476)
- One similar work with a minimum total cost of ₹130 million (~$1.4 million)
Similar work includes undertaking technical due diligence, pre-feasibility and detailed project reports, design engineering, or advisory roles for three hydrogen/derivative projects (minimum 0.5 KTPA each) or equivalent projects; completion of one 300 TPD hydrogen feasibility study; or execution of one front-end engineering design project for a hydrogen and ammonia plant with at least 600 TPD ammonia capacity.
Recently, MAHAGENCO REL invited bids to select an agency to lease 700 acres of land and obtain grid connectivity and line right-of-way clearance for the development of 175 MW (25 MW × 7) of solar power projects in Maharashtra.
This March, MAHAGENCO NTPC Green Energy, a joint venture of MAHAGENCO and NTPC Green Energy, issued an expression of interest to procure 10,000 acres of land for the development of solar and renewable energy projects across Maharashtra.
