Madhya Pradesh Urja Vikas Nigam has invited bids to develop 1,200 MW of grid-connected solar projects under the feeder solarization component of the Surya Mitra Krishi Feeders program.
The power generated will be sold to the Madhya Pradesh Power Management Company.
Bids must be submitted by June 25, 2025. Bids will be opened on June 30.
Bidders must submit a bid processing fee of ₹5,900 (~$69) and a bid security of ₹100,000 (~$1,164)/MW.
Successful bidders must furnish a performance bank guarantee of ₹100,000 (~$1,164)/MW within 60 days from the letter of award.
Bidders can submit only one bid for each substation. All feeders connected to the same substation will be treated as a single project, and the total capacity at that substation will be counted as one project.
The eligibility criteria are divided into two categories: self-development mode and developer mode.
The self-development mode is open to individual farmers, groups of farmers, cooperatives, panchayats, farmer-producer organizations, water user associations, government agricultural institutes, or other agriculture-related institutions. These participants are not required to meet any financial eligibility criteria. However, they must own the land where the project will be developed at the time of bidding.
The developer mode is open to corporate bodies registered in India. Bidders under this mode can also participate as a consortium or joint venture of up to two entities. These can be companies, limited liability partnerships, or partnership firms in any combination.
Under the developer mode, bidders must have a minimum net worth of ₹10 million (~$116,506)/MW. Financial eligibility for consortiums or joint ventures can be met collectively by the members.
The tender includes equity lock-in provisions to ensure commitment. Sole bidders and consortium members who are using their financials to qualify cannot reduce their equity stake for at least the first year of operations after the commercial operation date. This requirement also applies to members relying on their affiliates to meet the financial eligibility criteria. The affiliate relationship must remain intact through the first operational year.
Self-development mode bidders can authorize one representative for the bidding and execution process. Developer mode participants must follow the prescribed format for appointing authorized signatories. If part they are part of a consortium or joint venture, they must formalize the relationship through the appropriate documentation.
In February, Madhya Pradesh Urja Vikas Nigam invited bids to set up 1,500 MW solar projects in Madhya Pradesh under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan program.
