Rate Contract Tender for 15 MW of Rooftop Solar Projects Issued in Kerala

Kerala government’s Agency for New and Renewable Energy Research and Technology (ANERT)  has invited bids from empaneled agencies for the rate contract to develop 15 MW of rooftop solar projects in Thiruvananthapuram.

The scope includes supplying, installing, and commissioning multiple solar power systems in the range of 30 kW to 100 kW atop public buildings within Thiruvananthapuram under the Solar City Project.

Vendors should commission the solar systems within 45 days of receiving the work order. They must also provide five years of comprehensive operations and maintenance for these systems.

The last date to submit the bids is November 29, 2022. Bids will be opened the next day.

The eligible vendors for the tender must be both registered with ANERT and possess the necessary experience, capability, and expertise to provide the proposed services.

The agency will evaluate the technical bids to determine whether they qualify for the essential eligibility criteria, following which the qualified bidders will be listed.

Bidders will be allocated capacity based on the lowest bid.

For any delay in installation and commissioning, ANERT will charge a penalty of 0.5% of the order value per week or part thereof, subject to the cost not exceeding 10% of the total cost.

The contract will also include a warranty for five years.

As per the tender document, the rate quoted by the bidder should include – the cost of materials and their delivery at the locations, labor for the civil works, installation, and commissioning, warranties, net metering, remote monitoring facility, insurance, GST, and all other expenses.

The solar modules for the project must be procured from the Approved List of Models and Manufacturers (ALMM) issued by the Ministry of New and Renewable Energy (MNRE).

Solar inverters used in the projects should be sourced from the approved component list published by ANERT.

In October, ANERT invited bids from listed vendors for the design, supply, installation, and commissioning of approximately 1 MW of grid-connected rooftop solar power projects with a battery backup capacity in Kerala.

Last July, ANERT invited bids for the design, supply, installation, and commissioning of 20 MW of grid-connected rooftop solar systems with capacities of 2 kW to 30 kW under various programs in Kerala.

According to Mercom’s India Solar Tender Tracker, ANERT has floated nearly 27.9 MW of rooftop solar tenders.
