Kerala’s ANERT Invites Bids for 1 MW of Rooftop Solar Projects

The Kerala government’s Agency for New and Renewable Energy Research and Technology (ANERT) has invited bids to commission 1 MW of rooftop solar projects at BrahMos Aerospace in Thiruvananthapuram.

The developer must also oversee the project’s operation and maintenance for ten years.

Only bidders registered with ANERT as solar engineering, procurement, and construction vendors will be eligible to participate in the tender.

The last day to submit the bids is May 24, 2023. The bids will be opened on the next day.

Bidders must submit an earnest money deposit of ₹200,000 (~$2,414). The successful bidder must furnish 3% of the contract value as a performance bank guarantee.

Bidders must have commissioned a solar project with a minimum capacity of 500 kW for a single project or at least five projects with 100 kW or higher capacity. The total combined capacity of these projects should be above 2 MW.

They should have a minimum average annual turnover of ₹50 million (~$603,773) in any two of the last five financial years. As of the preceding year, their net worth should be at least ₹60 million (~$724,528).

The commissioning of the projects can be extended by 25% of the original time. The maximum extension that can be given for a work will be limited to half the initial completion time.

For any delay in installation and commissioning beyond the period mentioned above, the ANERT will charge a penalty of 0.5% of the order value/week or part thereof, subject to the cost not exceeding 10% of the total cost.

The declared annual capacity utilization factor should not be less than 16%.

The solar modules used should be Mono PERC type with a capacity of 525 Wp or above. The modules must be listed in the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

Modules must be warranted for ten years, and the output peak watt capacity should be at least 90% at the end of 10 years and 80% at the end of 25 years.

The agency had recently invited bids to develop rooftop solar projects with a cumulative capacity of 100 MW in Thiruvananthapuram.

Earlier, ANERT had invited bids to implement a 1 MW grid-connected solar project at a government medical college campus in Thiruvananthapuram.
