Jodhpur DISCOM Floats Tenders for 1.5 GW of Solar Projects Under KUSUM

The successful bidders will have to sign a 25-year PPA with Rajasthan Urja Vikas Nigam

Jodhpur Vidyut Vitran Nigam (JDVVNL) has floated eight tenders for installing and commissioning 562 grid-connected solar power projects with a total capacity of 1.515 GW in various subdivisions of Jodhpur District Circle under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program for feeder-level solarization.

The projects will be developed under the renewable energy service company model.

The selected developers must oversee the projects’ operation and maintenance for 25 years.

The project developers will be required to install the associated 33 kV or 11 kV line (depending on the specific requirements) linking the solar power projects to the relevant 33/11 kV substation. This includes setting up the bay, breakers, and metering system at the substation.

The estimated project cost is ₹35 million (~$420,371)/MW.

Bidders must submit ₹100,000 (~$1,201)/MW of the quoted capacity as an earnest money deposit for all the tenders.

The successful bidders must furnish ₹500,000 (~$6,005)/MW of the allotted capacity as a performance bank guarantee.

A power purchase agreement (PPA) for 25 years at the levelized tariff approved by the Rajasthan Electricity Regulatory Commission will be executed between the selected bidder and Rajasthan Urja Vikas Nigam (RUVNL) within seven days of the submission of the performance bank guarantee.

The projects must be commissioned within nine months of signing the PPA.

For landowners, farmers, and individuals possessing the required land for the project, a declaration confirming ownership of assets valued at a minimum of 20% of the total cost of the quoted capacity must be provided.

To qualify for either of the tenders, bidders must demonstrate a minimum average annual turnover of at least 30% of the total cost of the quoted capacity over the last three financial years.

Only well-established and currently operational technologies will be considered to minimize technological risks and ensure the project’s timely completion. JDVVNL has mandated the use of domestically manufactured modules that are also listed on the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

In the event of a delay in payment of monthly bills by RUVNL beyond its due date, a late payment surcharge will be payable to the solar power generator at the rate of 1.25% per month on the outstanding amount calculated on a day-to-day basis.

The selected bidder should provide a minimum generation guarantee corresponding to a capacity utilization factor (CUF) of 19% with respect to the AC capacity of the solar projects.

Tender for 132.26 MW of Solar Projects

The tender involves installing and commissioning 51 grid-connected solar power projects with a total capacity of 132.26 MW in the Dechu subdivision.

The last date to submit the bids online is November 3, 2023. Bids will be opened on November 7.

Tender for 137.96 MW of Solar Projects

Bids have been invited to install and commission 54 grid-connected solar power projects with a total capacity of 137.96 MW in the Balesar, Shergarh, Shekhala, and Chamu subdivisions.

The last date to submit the bids is November 6, 2023. Bids will be opened on November 8.

Tender for 201.4 MW of Solar Projects

Bids under this tender were invited for installing and commissioning 77 grid-connected solar power projects with a total capacity of 201.4 MW in the Bhopalgarh, Bilara, Borunda, and Piparcity subdivisions.

The last date to submit the bids is November 8, 2023. Bids will be opened on November 10.

Tender for 185.02 MW of Solar Projects

Under this tender, bids were invited for installing and commissioning 66 grid-connected solar power projects with a total capacity of 185.02 MW in the Mathania and Osian subdivisions.

The last date to submit the bids is November 10, 2023. Bids will be opened on November 17.

Tender for 213.18 MW of Solar Projects 

Bids have been invited for 77 grid-connected solar power projects with a total capacity of 213.18 MW in the Matora and Tinwari subdivisions.

The last date to submit the bids is November 20, 2023. Bids will be opened on November 23.

Tender for 233.34 MW of Solar Projects

Under this tender, bids were invited for installing and commissioning 88 grid-connected solar power projects with a total capacity of 233.34 MW in the Aau and Bap subdivisions.

The last date to submit the bids is November 22, 2023. Bids will be opened on November 24.

Tender for 215.72 MW of Solar Projects

JDVVNL has invited bids for installing and commissioning 79 grid-connected solar power projects with a total capacity of 215.72 MW in the Lohawat and Bapini subdivisions.

The last date to submit the bids is November 24, 2023. Bids will be opened on November 29.

Tender for 197.06 MW of Solar Projects

Under this tender, bids were invited for installing and commissioning 70 grid-connected solar power projects with a total capacity of 197.06 MW in the Phalodi and Phalodi City subdivisions.

The last date to submit the bids is November 29. Bids will be opened on December 1.

In August, JDVVNL floated a tender for installing and commissioning 45.8 MW grid-connected solar power projects in various subdivisions of Pali Circle under Component C of the PM-KUSUM program.

Earlier, JDVVNL had floated three tenders for installing and commissioning 28 grid-connected solar power projects with a total capacity of 74 MW in various subdivisions of Sirohi Circle under the PM-KUSUM program.

According to Mercom’s India Solar Tender Tracker,  JDVVNL has so far floated tenders for 2.33 GW of solar power projects under Component C of the PM-KUSUM program.
