The Jodhpur Vidyut Vitran Nigam (JDVVNL) has floated three tenders for installing and commissioning 65 grid-connected solar power projects with a total capacity of 163.52 MW in various subdivisions of Sri Ganganagar Circle under Component C of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan (PM-KUSUM) program for feeder-level solarization.

The projects will be developed under the renewable energy service company (RESCO) model. The tender is floated for 20.16 MW, 64.36 MW, and 79 MW solar projects.

The successful bidder must oversee the project’s operation and maintenance for 25 years.

The project developer will be responsible for providing and installing the relevant 33 kV or 11 kV line (depending on the specific case) that will connect the projects to the respective 33/11 kV substation. This will encompass the provision of bays, breakers, and the metering system at the substation.

The estimated project cost is ₹35 million (~$426,363)/MW.

Bidders must submit ₹100,000 (~$1,218)/MW of the quoted capacity as an earnest money deposit for all three tenders.

The successful bidders must furnish ₹500,000 (~$6,091)/MW of the allotted capacity as a performance bank guarantee.

The selected bidder must enter into a 25-year power purchase agreement (PPA) with the Rajasthan Urja Vikas Nigam based on the levelized tariff approved by the Rajasthan Electricity Regulatory Commission. The PPA must be executed within seven days of submitting the performance bank guarantee.

Only well-established and operational technologies are permissible for the projects to reduce technology risks and ensure timely commissioning.

To participate in the bidding process, landowners, farmers, or any individual possessing the required land for the project must submit an undertaking certifying the ownership of assets of at least 20% of the total cost of the quoted capacity.

The bidders must have a minimum average annual turnover of at least 30% of the total cost of the quoted capacity over the past three financial years.

The solar project developer shall be accountable for installing the necessary number of solar modules and related equipment to achieve a minimum capacity utilization factor of 19%.

JDVVNL has mandated using domestically produced modules listed on the Approved List of Models and Manufacturers issued by the Ministry of New and Renewable Energy.

If RUVNL fails to make the monthly bill payments to the solar power generator by their due date, it will result in a late payment surcharge of 1.25% per month on the outstanding amount, calculated on a daily basis.
