Jharkhand Invites Bids for 14 MW Solar Project

The Jharkhand Renewable Energy Development Agency (JREDA) has invited bids for the design, engineering, procurement, supply, construction, and commissioning of 14 MW grid-connected solar power projects at Palamu and East Singbhum districts.

The scope of work includes operations and maintenance (O&M) of the projects for 25 years.

The last date for the submission of bids is March 20, 2024. Bids will be opened on March 22.

The estimated cost of the projects is ₹1.47 billion (~$17.7 million).

The successful bidder will have 18 months to complete the projects.

The projects must be commissioned 548 days from the letter of intent (LoI), with the operational acceptance test scheduled 578 days from the LoI.

Bidders have to submit a non-refundable tender fee of ₹25,000 (~$301.5) and an earnest money deposit of ₹27,380,000 (~$330,214.80)

The successful bidder must provide a security deposit-cum-performance bank guarantee amounting to 10% of the EPC contract price. This should be submitted within fifteen days from the date of the LoI.

The tender specifies that 10% of the EPC contract price must be submitted at the commencement of the O&M period for the project.

A performance bank guarantee against the solar module warranty is set at ₹1 million (~$12,060)/MW of the module (DC capacity), valid for 25 years from the date of the O&M initial period.

Bidders must possess expertise in the planning, supply, setup, and initiation of ground-mounted solar photovoltaic grid-connected power projects within the past seven years (FY 2016-17 to FY 2022-23). The experience criteria are as follows:

  • Successful completion of three comparable projects with costs not less than 40% of the estimated project cost
  • Successful completion of two comparable projects with costs not less than 50% of the estimated project cost
  • Successful completion of one comparable project with a cost not less than 80% of the estimated project cost

Bidders must provide the average annual turnover for the preceding three financial years (FY 2020-21, 2021-22, and 2022-23). The calculated average annual turnover over these three years must be at least 30% of the estimated cost for the same period.

The net worth of the bidders for the last financial year must be positive.

JREDA invited bids for the installation and commissioning of 8,000 off-grid solar pumping systems of different capacities under Component B of the Pradhan Mantri Kisan Urja Suraksha evam Utthaan Mahabhiyan program.

Last June, JREDA invited bids to empanel agencies to install and commission 12 MW of grid-connected rooftop solar projects for residential consumers in the Giridih Municipal Area under the Solar City program.
