Jharkhand Floats EPC Tender for 50 MW Solar Projects

Tenughat Vidyut Nigam (TVNL) has invited bids for the engineering, procurement, and construction (EPC) of 50 MW solar power projects at the Tenughat Thermal Power Station (TTPS) at Bokaro, Jharkhand on a turnkey basis.

Bids must be submitted by June 11, 2025. Bids will be opened on June 12.

Bidders must furnish an earnest money deposit of ₹48.2 million (~$574,224) and a tender fee of ₹17,700 (~$210.87).

Selected bidders must submit a security deposit/performance bank guarantee of 10% of the contract value within 30 days from the letter of intent/work order date.

The scope of work entails the design, engineering, EPC, and commissioning of the solar projects. It also includes providing comprehensive operation and maintenance (O&M) services for ten years and the project’s evacuation system up to the interconnection point at Bokaro.

Successful bidders must construct the connections (bays) to the interconnection point at the 220 kV TTPS substation. They must also install solar panels, high tension and extra high voltage overhead lines or underground cables, and the necessary equipment.

The project must be completed within 300 days of the letter of intent/work order date. Its estimated cost is ₹2.41 billion (~$28.71 million).

Bidders must be International Organization for Standards certified, incorporated in India under the Companies Act, 1956 or 2013, or any amendment to these Acts. Alternatively, they must be limited liability partnerships and central or state public sector undertakings.

Bidders must have designed, installed, and commissioned a solar project with a minimum capacity of 20 MW. They must have also provided O&M services for such systems.

Bidders must have successful completion certificates for projects of a minimum 50 MW capacity, commissioned after October 1, 2025. These projects must have been operational for at least one year before the bid submission deadline.

Bidders must have completed one of the following:

  • Three similar works costing at least 40% [₹963.8 million (~$11.48 million)] of the estimated EPC cost, excluding GST
  • Two similar works costing at least 50% [₹1.2 billion (~$14.35 million)] of the estimated EPC cost, excluding GST
  • One similar work costing at least 80% [₹1.92 billion (~$22.97 million)] of the estimated EPC cost excluding GST

Bidders must have a minimum annual average turnover of 1.5 times [₹3.61 billion (~$43.08 million)] of the estimated project cost in the last three financial years. They must also have a minimum net worth of 10% [₹241 million (~$2.87 million)] of the estimated project cost during the previous financial year.

Recently, the Jharkhand Renewable Energy Development Agency invited bids for rate contracts to select agencies for the comprehensive O&M of a cumulative 3.9 MW of rooftop solar power projects for five years.
